Copy of monthly invoices from the electric utility for last 12 months indicating breakdown of bill, e.g., energy charge, capacity charge/back-up power charge, T&D charge, admin charge, fuel adjustment charge, and all misc charges.

Copy of invoices from coal supplier(s)/transporter(s) for last 12 months including minemouth price, all coal transportation and handling charges, ash haul-back charge and the coal spec for key coal characteristics, e.g., minimum allowable higher heating value, maximum allowable water and ash content, maximum allowable sulfur content, etc.
8.
New & Clean Major Equipment Performance Specs for major equipment, including, the coalfired boilers, natural gas-fired boiler, back-pressure and condensing steam turbine generators, air compressors, water chillers, and generator step-up and step-down transformers.
9.
Recent Major Equipment Inspection Reports indicating current condition, rehab work needed, and current equipment performance derated from new & clean condition.
10.
Annual Financial Model/Cash Flow Budget for each of the past three years that includes all costs incurred to operate, maintain, and administer the energy plant and the associated interconnection facilities including miscellaneous charges such as admin charges, taxes, insurance, fees, payments into all contingency funds, scheduled major maintenance costs, allocations for unexpected costs, anticipated capital additions, costs to maintain all on-site and off-site interconnection facilities, etc.
11.
Plant O&M Staffing Plan including all on-site and off-site operating, maintenance, and admin personnel allocated to the energy plant either on a full-time of part-time basis.
12.
Plant Annual Report prepared by the plant O&M staff, preferably for each of the past five years.
13.
Historical Outage Report indicating all forced outages and scheduled outages of major equipment and the total plant including the cause and duration of each outage, preferably for the last 5 years.
14.
Recent Air and Wastewater Discharge Emissions Compliance Reports specifying actual measured emissions and all Exceedances relative to permit requirements.
15.
Public Relations Reports identifying complaints from neighbors, local community, local government officials, and environmental groups.
16.
Natural gas interconnection: Diameter, capacity, and length of the pipeline interconnect from the plant to the main distribution pipeline; the minimum natural gas pressure in the main distribution pipeline and at the plant’s natural gas receiving station upstream of the station’s pressure reduction valve.
17.
Fuel supply and transport: Please provide a copy of the contracts (or a summary of the key contractual terms in each contract) with the suppliers and transporters of each fuel used by the energy plant, namely, high-sulfur coal; low-sulfur coal; natural gas, and any other fuels used by the energy plant.
18.
Raw water supply and treatment : Source; delivered cost; average and maximum daily quantity of raw water delivered to the plant; range of raw water quality; and a description of the raw water treatment facilities.
19.
Wastewater treatment and disposal: Description of the ww treatment facilities; the max and average quantity treated on a daily basis; and the method and location of disposal.
