Role Overview:
Lead on the development and delivery of Philippines finance, HR and operations
strategy ensuring :

The provision of financial information to meet the needs of all
stakeholders in order to support effective decision making throughout
the organisation.

The most effective and efficient use and stewardship of Philippines
resources.

Capacity building of staff and partners with the skills to confidently play
their full part in the financial management of the Philippines operation

Innovative and pro-active leadership to the HR/Security/Facilities


Provide clear financial leadership to ActionAid Emergency Response and
Recovery Programme

Provide a comprehensive policy and control framework that clearly
articulates parameters in which the organization should operate, that is
consistent with, best practise and the AAI Finance Management Framework.

Develop effective financial systems, guidelines and monitoring mechanisms
that also addresses Action Aid risk profile

Build strong relationships with key internal and external stakeholders,
provides a trusted source of strategic advice and direction on financial
strategies, policy, standards and practices.


Ensure that all business processes are clearly communicated and
documented. Working closely with key stakeholders, ensures that business
processes are subject to continuous improvement to make them more
practical, efficient and effective.

Ensure that policies and procedures are adhered to within the organisation
and within partners. Address non-compliance and escalate if required.
 Introduce new mechanisms/tools to improve financial monitoring including
for donor funded projects.
 Responsible for upkeep of all financial records (paper and electronic) to meet
national and donor conditions.
 Produce monthly Income and Expenditure balance sheet reports and submit
quarterly to AA International.
 Write & design reports according to AA and Donor requirements
 Include an annual review of grants provided to partners and a review of
Partner expenditure

 Review of budgets of partner organizations and provide feedback.
 Preparation of cash flow according to the approved 2014-2017 work plan.
 Ensure a structured and consistent approach to ActionAid Philippines balance
sheet ensuring that all agreed controls, reconciliations, analysis and issues
are fully documented and reviewed.
 Set- up of a Procurement Committee to oversee procurement (including at
Partner level).
 Organise an annual internal audit ( The first to be conducted in late 2014. A
final one will be undertaken at the time the final report is put together to
validate the final report before submission to the DEC.)

 A degree or equivalent relevant technical course.
