Develop effective financial systems, guidelines and monitoring mechanisms that also addresses Action Aid risk profile Build strong relationships with key internal and external stakeholders, provides a trusted source of strategic advice and direction on financial strategies, policy, standards and practices. Working closely with key stakeholders, ensures that business processes are subject to continuous improvement to make them more practical, efficient and effective. Ensure that policies and procedures are adhered to within the organisation and within partners. Address non-compliance and escalate if required. Introduce new mechanisms/tools to improve financial monitoring including for donor funded projects. Responsible for upkeep of all financial records (paper and electronic) to meet national and donor conditions. Produce monthly Income and Expenditure balance sheet reports and submit quarterly to AA International. Write & design reports according to AA and Donor requirements Include an annual review of grants provided to partners and a review of Partner expenditure Financial stewardship Review of budgets of partner organizations and provide feedback. Preparation of cash flow according to the approved 2014-2017 work plan. Ensure a structured and consistent approach to ActionAid Philippines balance sheet ensuring that all agreed controls, reconciliations, analysis and issues are fully documented and reviewed. Set- up of a Procurement Committee to oversee procurement (including at Partner level). Organise an annual internal audit ( The first to be conducted in late 2014. A final one will be undertaken at the time the final report is put together to validate the final report before submission to the DEC.) Financial System oversight People Management Oversee Sun System administration: Installation, Maintaining Backup. Participate and support in project financial management in close coordination with program, PD and project team. Oversight of all HR and Security strategy, polices and process and ensure legally compliant Performance management and staff development of direct reports and contribution to appraisals. Person Specification Education & Certifications A degree or equivalent relevant technical course. Qualified ACCA, CIMA or ACA Accountant, including significant post qualification experience Knowledge and Experience Essential knowledge and skills Experience of developing and implementing strategies, policies and business processes to meet business needs Experience preparing statutory accounts and managing external audit processes Experience of managing and supporting complex accounting systems.
