REQUEST FOR PROPOSAL FOR 2015 BANK NEGARA MALAYSIA’S
PERSONAL DEVELOPMENT PROGRAMMES
The purpose of the Request for Proposal (RFP) is to solicit proposals from qualified
Learning Providers who have the capacity to develop and deliver the learning
solutions in accordance with the requirements set out in this RFP. These solutions
must be designed to support the skills and knowledge for the targeted audience.
This RFP comprises:

1.1 Bank Negara Malaysia (the Bank) would like to invite your company to
participate in this RFP for all or any of the following Programmes:

1.2 The Learning Provider is requested to study this RFP carefully before
preparing the proposal and to seek clarification from BNM, if any.

Programme Requirements
3.1 Target audience for the respective learning programmes are specified in Para.
2, Table 1.
a)
Executive and above - First Level Executives, Managers and Deputy
Directors.
b)
Non-Executive - Security officers, skilled staff, general support,
administration support and technical workers.
3.2 Learning sessions will be held at Sasana Kijang, 2 Jalan Dato’ Onn, 50480
Kuala Lumpur, unless specified otherwise.
3.3 The Bank reserves the right to change the learning objectives to meet any
specific development needs of BNM staff.
3.4 As part of customization, the Learning provider will be required to work closely
with the key internal stakeholders of the Bank and customise and adapt the
programme to meet the needs of the learners of Bank Negara Malaysia.
3.5 The selected Learning Provider shall design and deliver the learning solutions
in accordance with the requirements set out in this RFP including the
following:

Provide a Programme Plan (i.e. inclusive of the learning objectives, biodata of facilitators and a detailed outline of the daily course agenda).

Provide supporting materials, if required, including hard and soft copies of
the participants’ workbooks, pre-course reading materials, course
materials and hand-outs.
4.
Confidentiality and Rights
4.1 Maintenance of confidentiality and rights of the information provided by the
Bank is pertinent. Information contained in this RFP shall not be disclosed and

distributed directly or indirectly to any party without the prior written approval by
the Bank.
4.2 The Learning Provider is also responsible for safekeeping of this document,
which remains the property of the Bank, at all times.
4.3 The Bank has the right to change and/or make amendments to the RFP where
appropriate.
4.4 The proposal and its responses from the Learning Provider will be treated as
strictly confidential.
5.
Notice of Personal Data Protection
5.1 The Learning Provider is advised to read the Notice of Personal Data Protection
and respond accordingly as per APPENDIX A-1.
PART 2: PROPOSAL AND SUBMISSION REQUIREMENTS
1.
Proposal Requirements
1.1 Learning Provider must submit all requirements as follows to qualify for
consideration in the evaluation exercise:
A. Company Background

Provide a brief description (100 word of less) of your company.
B. Company/Sole Proprietor/Freelancer Overall Credentials

Top 5 clients in the past 3 years (please provide name of client,
contact persons and contact details).


Audited financial statements of the company/sole proprietor for the
past 3 years. In the case of freelancers, please submit the CCRIS
Report or Insolvency Report.

Provide proof of GST registration for registered Learning Provider (for
Malaysian Company only).
C. Facilitator’s Profile and Clientele

At least 5 years’ experience in teaching and/or working in the learning
subject areas (please provide qualification and experience in subject
areas, including certification, accreditation, award or client testimonial).

At least 3 reputable clients in the past 2 years e.g. good multi-national
companies, good public-listed companies or good government-linked
companies (please provide name of client, contact person and contact
details for similar programme to similar target group).

The facilitator must have conducted similar programme for the named
reputable clients (please provide name of the programme, name of
client, number of session, programme date, evaluation rating of the
programme and contact details).

Other qualifications and experience.

For Non-Executives programmes, facilitator must be a bilingual
speaker (English and Bahasa Melayu).
D. Design and Development of Learning Solution

Proposed solution must address the learning objectives as stated in
Part 1, 2.1 and pitched at the target audience. The scope of the
proposal should cover the following:


Proposal must include proposed for the targeted number of participants and
other related costs, such as learning materials, follow-up session, any taxes,
duties, travel expenses or other additional charges, if separate from training
fee (for Malaysian companies, kindly provide proposed fee with and without
GST).
2.
Evaluation Criteria
2.1 The evaluation of the proposal will be based on, but not limited to, the following
factors:

Solution clearly demonstrates understanding of the objectives and able to
meet all the requirements set forth in this RFP document;

Comprehensiveness of the solution design in meeting the learning
objectives; and

Company’s and facilitator’s experience, clientele and expertise in
implementing similar learning programme.
2.2 In evaluating the proposals, the Bank will seek the best value for money rather
than the lowest priced proposal.
2.3 Proposal may be
judged non-responsive
and
removed from further
consideration if any of the following occurs:

Proposal is incomplete and fail to follow the submission guidelines

Proposal is not received by the deadline specified in this RFP.

2.4 At the discretion of the Bank, top proposals may be selected for follow-up
questions or to provide an oral presentation.
2.5 The Bank is not obliged to give any reason for the acceptance or rejection of
any particular proposal.
3.
Submission Requirements
3.1 The softcopy PDF format proposal must be separately named and emailed in
two parts to BNM (with different encrypted password protection:
(i) PART 1: Technical Proposal – covering requirements of Part 2, 1.1
(ii) PART 2: Commercial Proposal – covering requirements of Part 2, 1.2
3.2 Both parts of the softcopy PDF format proposal must be submitted to the
following dedicated e-mail address:

3.3 The encrypted passwords for PART 1 and PART 2 proposals are to be
separately submitted to the following e-mail address:

3.4. All softcopy PDF format Proposal shall contain original signatures and
company logo/stamp (on the cover page) and should be clearly identified and
labelled as “ORIGINAL” with the title “2015 BANK NEGARA MALAYSIA’S
PERSONAL DEVELOPMENT PROGRAMMES”
4.

5.
Closing Date and Validity Period of Proposal
5.1 The closing date and time of this RFP is on Monday, 13 April 2015, at 5:00
p.m. (Malaysian time).
5.2 Softcopies of the completed proposal must be received by the stipulated RFP
closing date and time specified above.
5.3 Proposal received after the closing date and time of this RFP shall not be
considered.
5.4 The Learning Provider’s offer will be valid for a period of 12 months
commencing from the closing date of this RFP. On expiry of the validity of offer,
the Learning Provider shall, if so requested by BNM, extend the validity of offer
for a period of 6 months after the expiry date of the initial 12 months.

Appendix A-1
PERSONAL DATA PROTECTION NOTICE
TO VENDORS OF GOODS/SERVICES
Purpose of notice
1. This notice is issued pursuant to the requirements under the Personal Data
Protection Act 2010 (PDPA) to all individuals who are vendors of goods/services
or the individual employees of the vendors of goods/services –
(i) engaged by Bank Negara Malaysia (BNM); or
(ii) who submits any RFI/RFP/tender/proposal to BNM for such purpose,
(referred to as “vendors”).
Tujuan Notis
1. Notis ini dikeluarkan selaras dengan keperluan-keperluan Akta Perlindungan
Data Peribadi 2010 (APDP) kepada semua individu yang menjual/ membekal
barangan/perkhidmatan atau pekerja penjual/pembekal barangan/perkhidmatan
yang –
(i) dilantik oleh Bank Negara Malaysia (BNM); atau
(ii) menghantar apa-apa RFI/RFP/tender/tawaran untuk tujuan tersebut
(dirujuk sebagai “pembekal”).
Processing of personal data
2. During the course of its dealings with you, BNM processes personal data of the
vendors which include, but is not limited to, your name, IC/passport number,
address and other contact details.

termasuk, tetapi tidak terhad kepada, nama, nombor kad pengenalan, alamat dan

Purpose of processing personal data
3. The personal data is collected for, amongst others, the following purposes:
(a) assessing your suitability to be awarded the contract for which you have
applied;
(b) enforcing the rights and obligations in the contracts, including but not limited
to, making payments for the goods/services and maintaining the list of key
personnel who will be responsible to carry out the rights and obligations of
the vendors under the contracts;
(c) providing access to BNM’s premises; and
(d) complying with any legal or regulatory requirements, including but not limited
to, compliance with the withholding tax requirements, or as permitted by law
or authorised by any order of court.

3. Data peribadi dikumpul bagi, antara lain, tujuan-tujuan berikut:
(a) menilai kesesuaian anda mendapat kontrak yang telah anda pohon;

mahkamah.
Disclosure of personal data
4. The personal data held by us shall be kept confidential. However, in order to
exercise our rights and obligations under the contracts or to evaluate your
RFI/RFP/tender/proposal to BNM, we may disclose your personal data to:

 Departments within BNM;
 Financial institutions;
 Other parties authorised by you;
 Regulatory and governmental agencies as permitted or required by law,
authorised by any order of court or to meet obligations to regulatory
authorities.

4. Data peribadi yang disimpan oleh BNM akan disimpan secara sulit. Walau
bagaimanapun, bagi melaksanakan hak-hak dan obligasi di bawak kontrak atau
untuk menilai RFI/RFP/tender/cadangan anda kepada BNM, BNM mungkin akan
mendedahkan data peribadi anda kepada:

Jabatan-jabatan di dalam BNM;

Institusi kewangan;

Pihak lain yang anda benarkan;

Agensi penguatkuasa dan kerajaan sepertimana yang dibenarkan atau
dikehendaki oleh undang-undang, dibenarkan oleh mana-mana perintah
mahkamah atau untuk memenuhi obligasi kepada mana-mana pihak

Protection of personal data
5. The security of your personal data is ensured by BNM as we shall take all
physical, technical and organisational measures needed to ensure the security
and confidentiality of your personal data. If we disclose any of your personal data
to any entities, we will require them to appropriately safeguard the personal data
provided to them.

5. Keselamatan data peribadi anda adalah dijamin oleh BNM kerana kami akan
mengambil semua langkah fizikal, teknikal dan organisasi yang diperlukan bagi
memastikan keselamatan dan kerahsiaan data peribadi anda. Sekiranya kami

Retention of personal data
6. It is BNM’s policy to destroy personal data of the vendors within 7 years after the
contract has been awarded or after the conclusion of the contract, whichever is
applicable.

6. Ianya merupakan polisi BNM untuk memusnahkan data peribadi pembekal dalam
tempoh 7 tahun selepas kontrak telah diberi atau selepas kontrak telah selesai, di
mana ia terpakai.
Access of personal data
7. Under the PDPA, you have the right to access your personal data to ensure that
the personal data we hold about you is accurate, complete, not misleading and
up-to-date. If you wish to exercise such rights and request access to your
personal
data,

7. Di bawah PDPA, anda mempunyai hak untuk mengakses data peribadi anda
