Meet Your Instructor:
Beth D. Fleming, CPSM, C.P.M., CPPO
Biography
Beth D. Fleming has held position of the Director of Purchasing for Denton County since 1992. Beth
received her BBA from Texas Woman's University and has received CPSM certification in 2013 and
lifetime C.P.M. certification from the Institute of Supply Management (ISM). She received her CPPO
from the UPPCC in 2007. She has served in many professional positions Past President for the Texas
County Purchasing Association (TCPA) and Past President for the National Purchasing Institute (NPI).
She has served on the Affiliate Support Council and the Executive Committee for ISM. She is a Certified
Instructor for NIGP and served as an adjunct professor for the University of North Texas teaching Supply
Management for 12 years. Ms. Fleming is the author of Buying E-Procurement for Government
Agencies: Funding Models and Challenges, 2005, published by Decision Science Institute. Ms. Fleming
has served as Chair for the Achievement of Excellence in Procurement Award® established by NPI for
three years. Under her leadership, the Denton County Purchasing Department is one of only six
government entities in the United States to receive the Achievement of Excellence in Procurement award
from the NPI for all nineteen years since its inception.
About the Program:
Procurement’s role in solicitation of construction services has required the understanding of the differences in
alternative delivery methods before embarking on a construction solicitation.
More procurement professionals are finding themselves in the middle of a construction project. Organizations are
working hard to determine how to leverage your skills and abilities to achieve greater success. Insurance, bonding,
prevailing wage rates and the right choice of the best alternative delivery method are just some of the issues to
consider before embarking on a construction solicitation. What specific requirements should be in the solicitation
document?
Handouts will be provided electronically with your certificate of achievement when you have finished listening to the webinar.
Faced with the facts, which delivery method will you choose? This is a great way to discover the contractual
relationship structure and the strengths and weaknesses of each project delivery method (traditional bid, construction
manager at risk, construction manager agent, design build, and job order contracting). You have to start building
