Library Consortia By M. SURULINATHI surulinathi@gmail.com Department of Library and Information Science Library Consortia A Consortium could be described as a group of organizations who come together to fulfill a combined objective that usefully requires cooperation and the sharing of resources. And need to have a clear mutual goal in order to ensure their success. The aim should be to deliver “more than the sum of the individual parts”. A library Consortium formation can be local, regional, state, national and inter institutional level. Need for library consortium Information explosion Diversity of user needs Financial crunch Impossibility of self-sufficiency Advantages Of Consortia Consortia-based subscription to electronic resources provides access to wider number of electronic resources at substantially lower cost; Optimum utilization of funds. Facilities to build up digital libraries and better Services Cost Sharing for Technical and training support Electronic Journals demand neither library space nor shelving costs nor can they be stolen from the library Available 24 hours a day, 7 days a week Disadvantages of Consortia Absence of a printed copy of Journals Require training of staffs in handling electronic documents etc. Consortia requires high initial investments in licensees and information and communication technology. Copyright problems Unreliable telecommunication links and insufficient bandwidth Lack of archiving and back files availability Examples of E-Journals Consortia India INDEST – AICTE Consortium (http://paniit.iitd.ac.in/indest/) UGC INFONET (http://web.inflibnet.ac.in/info/ugcinfonet/ugcinfonet.jsp) FORSA Consortium (Astronomy and Astrophysics Libraries) (http://www.iiap.res.in/library/forsa.html) CSIR Library Consortium http://www.niscair.res.in/ActivitiesandServices/MajorProjec ts/majproj.htm#ejournalconsortia) ISRO Library Consortium IIM Library Consortium HELINET (Rajiv Gandhi University of Health Sciences, Karnataka) (http://www.rguhs.ac.in/hn/newhell.htm) ICMR Library Consortium UGC InfoNet Digital Library Consortium The UGC-Infonet Digital Library Consortium was formally launched in December, 2003 by Honorable Dr. A P J Abdul Kalam, the President of India soon after providing the Internet connectivity to the universities in the year 2003 under the UGC-Infonet programme. The Consortium proved to be a recipe to university libraries which have been discontinuing subscription of scholarly journals because of "Serials Crisis". The term "serials crisis" refers to exponential and continuing increase in subscription cost of scholarly journals. About UGC Infonet The Consortium provides current as well as archival access to more than 7000+ core and peer-reviewed journals and 10 bibliographic databases from 26 publishers and aggregators in different disciplines. The programme has been implemented in phased manner. In the first phase that began in 2004, access to e-resources was provided to 50 universities who had Internet connectivity under the UGC-Infonet Connectivity programme of the UGC. In the second phase, 50 more universities were added to the programme in the year 2005. So far 160 Universities out of 181 that come under the purview of UGC, have been provided differential access to subscribed e-resources. The benefit of subscription to e-resources would also be extended to the colleges, to begin with the College for Potential with Excellence (CPE) and autonomous colleges Current Members The members of core group of Institutions are as follows: Universities covered under Phase I (50) Universities covered under Phase II ( 50) Universities covered under Phase III (75) Associate Members (97) IUCs and Other Institutions (5) National Law Schools/Universities (14) Subject Coverage arts, humanities, social sciences, physical sciences, chemical Sciences, life sciences, computer sciences, mathematics and statistics, etc. The programme is wholly funded by the UGC and executed by the INFLIBNET (Information and Library Network) Centre, Ahmedabad. The N-LIST project provides access to e-resources to students, researchers and faculty from colleges and other beneficiary institutions through server(s) installed at the INFLIBNET Centre. Current Status As on Aug 6 2011, a total number of 1960 colleges have registered themselves with the N-LIST programme including 1398 Govt. / Govt.-aided colleges covered under the 12 B Act of the UGC. Log-in ID and password for accessing e- resources has been sent to the authorized users from these 1398 colleges. Members Universities: Universities covered under the Phase I of the UGC-INFONET Digital Library consortium will have access to Web of Science subscribed by the INDEST-AICTE Consortium for the technical institutions (IITS IISC). Technical Institutions (IITs, IISc, IISERs and NITs): IITs, IISc, IISERs and selected NITs, i.e. core members of the INDEST-AICTE Consortium, would get access to selected e-resourcesINDEST-AICTE Consortium would get access to selected e-resources namely Annual Reviews, Project Muse and Nature (1 title) subscribed by the UGCINFONET Digital Library consortium. Colleges: 6,000 12 B colleges that are funded by the UGC will have access to electronic resources subscribed by the UGC-INFONET Digital Library consortium or its member universities as well as few selected e-resources that were found most appropriate for colleges including e-journals and e-books. It strives to meet its objectives through promotion of original research and dissemination of scientific knowledge to the community via meetings, discussions, seminars, symposia and publications. Doctoral dissertations are manifestation of result of four to five years of intense work involving huge investment of resources, both mental and physical and infrastructure and other support from the universities. A thesis reflects quality of research work conducted by a student and the ability of an institution to lead and support original work of research in a given discipline. eprints@IISc ePrints@IISc repository collects, preserves and disseminates in digital format the research output created by the IISc research community. It enables the Institute community to deposit their preprints, postprints and other scholarly publications using a web interface, and organizes these publications for easy retrieval. ePrints@IISc complies with the Open Archives Initiative (OAI) framework allowing publications to be easily indexed by web search engines and other indexing services. ETD@IISc Digital repository of Theses and Dissertations of Indian Institute of Science, Bangalore, India. You can search, browse and access theses and dissertations from this collection. This repository has been developed to capture, disseminate and preserve research theses of Indian Institute of Science. It complements ePrints@IISc, the research publications repository of IISc. NISCAIR National Institute of Science Communication and Information Resources (NISCAIR) came into existence on 30 September 2002 with the merger of National Institute of Science Communication (NISCOM) and Indian National Scientific Documentation Centre (INSDOC). Both NISCOM and INSDOC, the two premier institutes of the Council of Scientific and Industrial Research (CSIR), were devoted to dissemination and documentation of S&T information. DOAJ The aim of the Directory of Open Access Journals is to increase the visibility and ease of use of open access scientific and scholarly journals thereby promoting their increased usage and impact. The Directory aims to be comprehensive and cover all open access scientific and scholarly journals that use a quality control system to guarantee the content. In short a one stop shop for users to Open Access Journals. Scirus ETD
