Counselor expertise in academic, career, mental health and social concerns must be utilized effectively in our schools at all levels. Counselors should not be involved with duties that could be adequately and appropriately handled by secretaries and administrative assistants. 2005 Oklahoma Academy Town Hall Public Policy Recommendation Public Awareness Campaign 2005 Oklahoma Academy Town Hall Public Policy Recommendation Public Awareness Campaign The Academy Town Hall recommends that the Oklahoma Academy for State Goals convene a knowledgeable and skilled group of people to determine the criteria and information necessary for a statewide public education campaign designed to generate a greater awareness of the significant impact methamphetamines and all meth-related derivatives have in Oklahoma. The campaign should encompass multimedia, advertising and public relations components utilizing explicit graphics and meth user testimonials to convey the seriousness of the issue. The goal will be to reduce both consumption and production of all dangerous and illegal drugs. 2005 Oklahoma Academy Town Hall Public Policy Recommendation Selling Alcohol to Minors 2005 Oklahoma Academy Town Hall Public Policy Recommendation Selling Alcohol to Minors The Academy Town Hall recommends that responsibility be imposed on business owners (in addition to the actual sellers) for sale of alcohol to minors through a three-strike program, which provides for graduated punishment. First strike – a program of mandatory training; second strike – monetary penalties; and third strike – suspension and possible revocation of licenses. 2005 Oklahoma Academy Town Hall Public Policy Recommendation Mandatory Drug Testing 2005 Oklahoma Academy Town Hall Public Policy Recommendation Mandatory Drug Testing The Academy Town Hall recommends mandatory drug testing for initial criminal arrest to identify those with drug problems and get them into treatment and supervision as early as possible. People with an identified drug problem and arrested for a nonviolent offense would be routed into an Expanded Drug Court System. 2005 Oklahoma Academy Town Hall Public Policy Recommendation Taking Inventory 2005 Oklahoma Academy Town Hall Public Policy Recommendation Taking Inventory The Academy Town Hall recommends that an inventory be taken of ALL drug treatment and rehabilitation programs, both government and nonprofit, available within the State of Oklahoma. The inventory should be dispersed to appropriate agencies, nonprofits, the public, the legislature and the Governor’s office. Collaboration by all agency and nonprofit programs should be encouraged to prevent duplication of services and all programs should be encouraged to update their information annually. 2005 Oklahoma Academy Town Hall Other Ideas • Streamline the regulations concerning the sale of all alcohol products (i.e. treating 3.2 beer and other beverages the same). Eliminate the existing tax structure and replace it with a 10% surcharge on all retail alcohol sales in addition to local and state sales taxes. • Adopt a widespread electronic monitoring system for those currently incarcerated or who will be incarcerated for low level, non-violent, drug/drug-related offenses. • Make Drug Courts mandatory in all counties in Oklahoma. 2005 Oklahoma Academy Town Hall Other Ideas • In order to detect potential drug and alcohol problems early and take a preventive approach, it is recommended that the State Department of Education identify the appropriate diagnostic tests to identify the probability of drug and alcohol addition and that they be used in our public schools. . • Use an infusion of Rainy Day Funds to hire a contingent of 25 – 50 top notch applied researchers in biotechnology and provide them with state-of-the-art lab facilities and money for student/research support 2005 Oklahoma Academy Town Hall Other Ideas • Create a public “Oklahoma Bio-Tech Research and Development Fund” using one-half of 1% of the public pension funds as the corpus. • Add mental health treatment centers and residential care facilities to the list of facilities in existing statutes able to donate unused prescription drugs to be recycled and given away to the needy. • A mandatory drug testing policy should be developed and utilized for students participating in extracurricular activities with all Oklahoma high schools.
