There five (5) speakers from local and foreign partner universities of LSPU who comprehensively discussed relevant and contemporary topics/concepts on research. This project was initiated by Laguna State Polytechnic University, particularly the Office of the Vice-President for External Affairs & Office of the Vice-President for Academic Affairs under the direct supervision of the University President. Objectives: 1. Bring together graduate students and experts to catalyze and advance scientific knowledge and present the most recent findings, and promote and enhance research collaborations across universities; 2. Acquire key, new/contemporary and substantial concepts and research information in relation to research functions, subjects, tools, environment, and challenges among others; 3. Encourage graduate students and experts to conduct quality researches that may result to individual or institutional transformation contributory to a community for a better life; About 120 graduate students and faculty members from state universities and colleges in the Philippines including those from the universities and colleges along the Asia Pacific Region participated in the three-day seminar. 2015 LSPU International Research Convention Splash Mountain Resort & Hotel, Lalakay, Los Baños Laguna June 23-25, 2015 MESSAGE LSPU is very proud to have initiated this kind of convention in the field of research as this is one of the demands of an industrializing economy like our country, Philippines. As we all know, conduct of research is one of the mandates of state colleges and universities not only in the Philippines, or Asia, but in a world of a diverse globalized society. In higher education system particularly in the Philippines, research is one of the four-fold functions to provide support to instruction, create new knowledge, and enhance the quality of life of the people. Moreover, LSPU is proud to have invited reputable speakers in the field of research to provide us current/contemporary and substantial research information in relation to research functions, tools, research environment, and challenges among others. Add-on to this convention is valuable input on ASEAN 2015. Research will strengthen collaboration, local and international relationships, and develop innovative modes to foster participation in a global network. One of the advocacies of Laguna State Polytechnic University, particularly the Graduate Studies is to provide advanced professional and technological learning through specialized studies, and research undertakings in various aspects or fields of knowledge in certain disciplines. All over the Philippines, research has been the trend in order to design, develop, implement, and evaluate on-going technologies and projects, and conduct of research studies among faculty and students in state universities and colleges has been a regular undertaking. We can see before our eyes that the revolution in the field of information technology and the rapidly expanding transnational education made the world a smaller place to live in. At the same time, the economic and strategic interests of individual countries recently gave rise to newer and changing norms of relationship among countries. Today’s students will be the citizens of the 21st Century, heirs to a world that grows smaller and interconnected every single day. Hence, LSPU initiated this International Research Convention to bring together graduate students and experts to catalyze and advance scientific knowledge and promote and enhance research collaborations across universities. Rotoras, D. Eng. President, Philippine Association of State Universities and Colleges Keynote Address during the 2015 LSPU International Research Convention, June 23, 2015 Thank you for inviting me to this occasion to provide keynote message which hopefully becomes the guide for a fruitful conference in research. It is not often that higher education intellectuals are gathered together in a single setting to discuss issues and concerns that pertain to research sustainability and innovations. This conference is, therefore, an important one for it essentially addresses two (2) of the major concerns in higher education research. Higher Education Research For many years, research has been a neglected function in higher education until its recent resurgence in the consciousness of all higher education faculty. The establishment of the Commission on Higher Education in the Philippines in 1994 must be credited for having brought us to a state of awareness of the importance of research in higher education; that, in fact, a) research defines and differentiates higher education faculty from basic education faculty, and b) research accounts for the fact that academic freedom is enjoyed by higher education faculty and not by the basic education faculty. For these reasons, it is critically important that we all have a clear understanding of the object (ontology) and rationale (epistemology) for research in higher education. What differentiates higher education research from the research done by say, government agencies such as the DOH, DOST, DA, BFAR, NSO, DSWD, and others? Clearly these government agencies need to undertake research to efficiently carry out their respective mandates which ultimately redound to the improvement of the quality of life of the Filipinos. Research undertaken by these agencies benefits the Filipino communities in the socio-political-economic-cultural dimensions. The term “higher education” is the collective term used to describe the various “disciplines” that constitute it. Research in higher education, therefore, MUST focus on the advancement of the various disciplines. If in the process of advancing the disciplines through research, some benefits are also produced for the socio-economic advancement of communities, these benefits are secondary to the main reason for doing research in higher education. Plato, clearly, elucidated this by stating: “knowledge generation for knowledge sake”. The spread of materialism and utilitarianism globally over the last century had made us lose sight of this critical difference between what we are doing in the academe and what other government agencies are doing in research. I wish to emphasize this point strongly because it has important practical ramifications in various aspects of our lives in the 2015 LSPU International Research Convention Splash Mountain Resort & Hotel, Lalakay, Los Baños Laguna June 23-25, 2015 academe. When we accredit PROFESSORS, we always ask: “What are you a Professor Of?” The answer to this question determines the expertise of discipline of the candidate. Many times, professorial candidates are unable to demonstrate that they have contributed anything to their purported disciplines because of the nature of their published research. Research Sustainability Having clearly defined the rationale for doing research in higher education, we can now tackle other important concerns about it in the system – sustainability is one of them. At the outset, we can now all agree that there is an abundance of research problems in our disciplines that require our attention. In science, for instance, there are seven (7) outstanding unsolved problems that each scientist needs to focus on; in other fields of study, I am certain that a similar situation obtains. Thus, the issue of research sustainability is not about the dearth of topics for research in the disciplines (although, we wonder why some research outputs are labeled as repetitive and stereotyped) but it is about funding and logistical issues. Globally, when funding becomes tight and resources become scarce, research is often the first casualty. Research funding suffers once resources become scarce because up and until today, we still cannot settle the issue of who benefits from research: is research a public good or essentially a private enterprise? There are many arguments for and against research being a public good but there has been no universal agreement about the nature of its value even as we speak. On account of this, academics in more advanced nations are tasked to generate funding for their own research. In some universities in the United States, professorial ranks are made contingent on the candidates’ ability to access research grants from funding agencies. This is the reason why Universities in the Ivy League vie to get the services of a Nobel Laureate or just to have his name in the roster of their faculty. The prestige brought about by having a Nobel Laureate in the faculty of a University generates more external funding for research for the University. My fearless forecast is that we would be in the same situation in about five (5) to ten (10) years. That is research in Philippine Universities would be mainly externally-funded by industries and other private funding agencies. To make this work in the Philippine setting would mean that Universities must convince industries that they are capable of doing serious research for them. At the moment, most of the industrial research by multi-national corporations is conducted off-shore. For instance, NOKIA ties up its research with the University of Helsinki in Finland; Roll’s Royce has more than twenty (20) off-shore research universities, and others. Close to home, the Korean Advanced Institute for Science and Technology (KAIST) does research for several large Korean industries ranging from electronics to high energy Physics. In the Philippines, we still need to establish our credibility as Research Universities to the industrial partners but indeed, we are taking small and cautious steps toward this direction. 2015 LSPU International Research Convention Splash Mountain Resort & Hotel, Lalakay, Los Baños Laguna June 23-25, 2015 Next, even assuming that we are able to fund ourselves in research, the presence of government bureaucracy, research audit rules and regulations, are significant threats to the sustainability of research in the country. The current Accounting and Auditing Manual for Research Operations (AAMRO) is way too ancient to be able to respond to the demands of modern times. We certainly need to sit down and review antiquated policies and rules in research if we are to be truly competitive in the next decade or so. Research Discovery and Innovations We wish to distinguish between the terms “discovery” and “innovation” because they are quite different and it is essential that we situate research within these terms. To “discover” is “to learn new things”; to “innovate” is to “make new things out of old learning”. By its nature, higher education research should aim to add new things to the body of knowledge in the disciplines, ergo, research should aim to discover. However, improving or modifying existing knowledge (innovating) also has some value in higher education. The issue that we wish to expound now is this: How are we going to establish a system that promotes excellence in research innovations? The answer is simple because it requires a close and serious introspection of the cadre of faculty researchers that we now have. When a person applies for an academic position in the University, his/her basic assumption is that he/she will be a “teacher”, that is, the academic position is by default a “teaching position”. With this frame of mind, most of the current faculty members in Philippine universities regard research as an extra work rather than as part of their organic function in the University. The first hurdle that University administrators have to face is changing this attitude; how does one convince faculty members that research is indeed an organic function as important as their teaching function? To do this, Universities need to review the concept of regular teaching load in light of the equal importance of research load in higher education. The second challenge that we all have to face in higher education is how to keep abreast of recent developments in our field of study. Most of us are so engrossed with our teaching that we seldom have time to read about current research developments in our disciplines. Not only are we supposed to be updated with disciplinal research developments, we also need to be informed about methodological advancements in research. How many of us are stocked with the traditional Descriptive-Historical-Experimental methods of research? Current research techniques have evolved a hundred-fold over the last decade alone. Techniques such as Agent-Based Methods, Data- Mining, Brain-Based Methods, and others are now routinely done in many advanced universities. Knowing that these things cannot be done by the individual faculty alone, the University has to purposively set things into motion. There must be a comprehensive research faculty development program that would ensure that our academic faculty are kept abreast of recent development. Finally, as in most other Universities abroad, Graduate Education plays a crucial role in research innovations. Graduate students must be trained to be independent critical 2015 LSPU International Research Convention Splash Mountain Resort & Hotel, Lalakay, Los Baños Laguna June 23-25, 2015 thinkers and researchers in their lines of specialization. We, therefore, need to ensure that : a) research faculty advisers must themselves be reputable and published researchers, b) those teaching in the graduate schools need to be equally reputable in terms of their publication in indexed journals. In the South, we have started to require all our doctoral students to publish parts of their doctoral dissertations in indexed journals prior to the grant of the degree. This can also be initiated elsewhere in the country. Dr. Rotoras is a well-known personality in Higher Education Institution both Public and Private. He earned his B.S. in Electrical Engineering and M.S. in Applied Mathematical Sciences at Mindanao University of Science and Technology, and Doctor of Engineering with specialization in power economics from the Asian Institute of Technology, Thailand. His dissertation, Transmission Pricing of Active and Reactive Power, Congestion Pricing and Supplemental Cost Allocation Method: A Case of Philippines, had an External Examiner from the Cambridge University in the person of Prof. Richard Green, a world renowned expert in power economics. In 2003, he completed Post-Doctoral Studies as a Research Fellow at the North Carolina State University, USA, under the Fulbright-Hays grant. He is a frequent consultant of the International Financing Corporation, a subsidiary group of the World Bank (IFC-World Bank). He is one of the authors of the Electric Utility Distribution Planning Manual currently used by the Energy Regulatory Commission (ERC) of the Philippines for the evaluation and regulation of electric cooperatives in the country. Research is the world of our keynote speaker. His passion to conduct research produced several publications. Our keynote speaker serves on numerous committees and panels sponsored by government and professional organizations. In 2010, he chairs a committee that formulates the 10-year National Higher Education Research Agenda (NHERA) in engineering and technology of the Commission on Higher Education (CHED). He serves as Vice Chair of the National Academe-Industry Council. His citations and honors include the Most Outstanding Alumni of the Asian Institute of Technology on research and academic category; Most Outstanding President of the Rotary Club International District 3870; best research awards. He is a nationally recognized expert in higher education. He has been invited as keynote/plenary speaker in various conferences, both national and international levels. Dr. Ricardo E. Rotoras is privileged for the distinction of being the last president of the Mindanao Polytechnic State College and the first president of the Mindanao University of Science and technology (MUST) after the successful conversion from a state college into a university in February 2009. He set trend for the young breed of dynamic SUC Presidents having been elected to the position at the age of 37. In January 2011, he was elected as President of the Mindanao Association of State Universities and Colleges (MASCUF). Sangalang Commission on Higher Education Delivered during the 2015 LSPU International Research Convention, June 25, 2015 The ASEAN Community ASEAN is envisioned as a concert of Southeast Asian Nations, outward looking, living in peace, stability and prosperity, bonded together in partnership in dynamic development and in a community of caring societies. The ASEAN community is to be defined by three (3) pillars of cooperation namely: political and security cooperation, economic cooperation, and socio- cultural cooperation. The economic cooperation is to be characterized by a single market and production base, high economic competitiveness, equitable economic development, and full integration into the global economy. Consequently, an economically-integrated ASEAN shall have core features such as free flow of goods, free flow of services, free flow to of investment, free flow of capital, and free flow of skilled labor. The Philippines must take the necessary steps to ensure that we will be able to contribute to the realization of the ASEAN vision, as well as make the most of the benefits that it will bring. One way we can prepare for the ASEAN Community is by enhancing our research and extension capabilities. The National Higher Education Research Agenda (NHERA-2) NHERA is one of the efforts launched by the government to shore up the country’s research, as well as extension capabilities. NHERA-2 was developed to accommodate “the changing conditions of higher education in the country and the state of research in Philippine colleges and universities.” Its objectives are (1) to improve the capability of HEIs; (2) to enhance research productivity of HEIs in distinctive areas of competence; (3) to generate knowledge/technologies for (a) higher education development, (b) policy/plan formulation, (c) development of innovative programs in cutting-edge higher education fields, (d) advancing frontiers of knowledge; and (e) promoting and facilitating dissemination and utilization of research outputs. Identified relevant CHED programs include the R&D and Extension Grants-in-Aid program; Research capabilities enhancement programs; Journal accreditation service; and Research and Extension Awards. Specifically, the RDE Grants-in-Aid Program is a strategic investment in the county’s research and development and inclusive growth. The RDE-GIA 2015 LSPU International Research Convention Splash Mountain Resort & Hotel, Lalakay, Los Baños Laguna June 23-25, 2015 research platforms are food production and security, environment, disaster preventions, climate change and energy, terrestrial and marine economy (biodiversity conservation), smart analytics and engineering innovations, health system, and education. CHED received 83 proposals during the first call for such this year which closed at the end of April. These 83 proposals are currently being shortlisted. The second call for proposals shall end on June 30. To enhance the research capabilities of HEIs, CHED launched programs for thesis and dissertation grants, support for paper presentation for international conferences (SPPIC). The CHED has also committed to provide financial assistance to eligible faculty members who are working on their MA Thesis or Dissertation work. The MA Thesis must belong to one of the following clusters to be eligible for the thesis grant: Science and Mathematics; Engineering, Maritime Studies, and Architecture; Humanities, Social Science and Communication; Agriculture, Fisheries and Forestry; Health and health related disciplines; Information Technology. On the other hand, the Dissertation must belong to one of the following clusters to be eligible for the dissertation grant: Science and Mathematics; Engineering, Maritime Studies and Architecture; Humanities, Social Science and Communication; Agriculture, Fisheries and Forestry; Health and related disciplines, Information Technology, Business and Industry, Teacher Education , and Industrial Technology. Meanwhile, to be eligible for Support for Paper Presentation in International Conferences (SPPIC), the paper to be presented should be related to any of the following: Engineering, Maritime Studies and Architecture; Humanities, Social Science and Communication; Agriculture and Fisheries; Science and Mathematics; Health and related disciplines; Information Technology, Teacher Education, Law and Criminology. Alternately, the paper can be about any of the following education-related topics: Program/Curricula Assessment Studies; Equivalency and Accreditation; Policy-Oriented Studies; Studies on Financing Higher Education; Economics of Education; governance and Management of Higher Education; Quality Assurance; Rationalization of Education system; Model Building Studies; Institution-Building Studies; Labor Market Studies. A total of 8.5M has been allocated for the thesis and dissertation grants for thesis, dissertation and SPPIC. The purpose of the CHED Journal Accreditation Service is to ensure the uniform implementation peer reviewing and refereeing, HEIs and organizations interested in accreditation subject their publications to evaluation by CHED. The results of the evaluation process is subject to approval by the commission en-banc. Publications evaluated as Category A (very good to excellent) shall receive the following incentives: (1) 200K per year during the effectivity of the accreditation; (2) for faculty members evaluated in compliance to publication requirements, publication in the journal is credited as an international-level publication; (3) CHED endorsement for library subscription. As of June 2015, 16 Journals have been classified as Category A, while 29 Journals have been classified as Category B, for a total of 45 accredited journals. These awards are the CHED REPUBLICA Award, the Best Higher Education Research Program Awards, and the Extension Awards. Allocated budget for this is 9.8M Php. The National Agriculture and Fisheries Education System (NAFES) The NAFES framework can help achieve in promoting and facilitating dissemination and utilization of research outputs. This was established by CHED, in coordination with DA and other agencies by virtue of RA 8453, section 66. Its objectives are (1) to establish, maintain and support a complete and integrated system of agriculture and fisheries education (AFE); (2) to modernize and rationalize agriculture and fisheries education from elementary to tertiary levels; (3) to unify the system of implementation of academic programs, and (4) to upgrade the quality and ensure sustainability and promote the global competitiveness at all levels of Agriculture-Fisheries Education. SAN ANTONIO, Plenary Speaker 1 ASEAN Integration: Opportunities for the Philippine Education System” At present he is Director IV and the current Regional Director DepEd Region IV-A CALABARZON. He was a graduate of Bachelor of Science in Industrial Education at Bicol State College of Applied Sciences and Technology in 1984 as Cum Laude. Then he pursued Master of Arts in Education at Bicol University as recipient of the Local Scholarship Program of the Civil Service Commission of the Philippines and finished the program in 1994. As recipient of the Australian Development Scholarship, he pursued Master of Leadership and Management in Education at the University of Newcastle, Australia and graduate in 2001, and pursued further his PH.D. in Education in the same university as a recipient of the International Post Graduate Research Scholarship and graduate in 2006. He passed three eligibilities as follows: Professional Board Examination of Teachers (PBET), Educational Management Test 1997 (3rd Place), and Career Executive Service Officer IV (CESO IV). J.L.Juanillas Overall Convention Evaluation With regard to the topics discussed by the speakers, the results show an average mean of 3.87 and standard deviation of .341 disclosing that all the participants rated the topics in terms of objectives, applicability, clarity, relevance and length of presentation as “Excellent”. The same assessment goes to the participants’ responses with regard to the topics as applicable, relevant and with substance of presentation. About the competency of the speakers, the obtained average mean of 3.85 and standard deviation of 362 indicated that the speakers have established rapport with the audience; hence, their speaking voice, clarity of presentation and mastery of the topic are rated “Excellent”. The participants expressed strong agreement that all speakers delivered their respective topics excellently. It was further revealed that in terms of support structure services, the participants express a rating with an average mean of 3.75 and standard deviation of .461 with verbal interpretation of “excellent”. These results reveal the participants are highly satisfied with the kit, availability of multi-media and convention venue; hence, a rating of “excellent”.
