4. Trainings
4.1
In pursuance of the recommendations of the Committee on the Rights of the Child of June 6, 2008 with respect to
the Second Periodic Review of Bulgaria (CRC/C/BGR/2), in the "Promotion of the Convention and Training", item 21 b.a
and the Initial Review of Bulgaria (CRC/C/OPSC/BGR/1) of 5 October 2007 on the implementation of the Optional
Protocol on the Sale of Children, Child Prostitution and Child Pornography, item 17, in 2008-2012 trainings were
conducted of magistrates and officials for the implementation of the UN Convention on the Rights of the Child and the
rules governing it:
1. Seminar "Hearing of Children, Victims of Violence," 09-11.04.2008, NIJ, together with SAPI Foundation and OAK
Foundation under "Hear the Child" project. A total of 17 people attended the seminar - 9 judges, 7 prosecutors and 1
investigator;
2. International Conference "Child - a Witness in Criminal Proceedings - a Multidisciplinary Approach", 11-12.11.2008,
NIJ, in partnership with SAPI. A total of 70 people participated in the conference;
3. Pilot course "Sexual Offenses against Children". "Rights of the child victim in the Bulgaria criminal procedure necessary amendments" 18-20.11.2009, NIJ A total of 26 people attended the pilot training course - 16 judges and 10
prosecutors
4. Seminar "Sexual Offenses. Rights of the victim child in the Bulgarian criminal procedure. Necessary amendments.",
09.04.2010, Stara Zagora - regional training. A total of 29 prosecutors attended the seminar;
5. Seminar "Rights of the victim child in the Bulgarian criminal procedure. Necessary amendments", 28-30.04.2010, NIJ
A total of 23 people attended the seminar - 13 judges, 7 prosecutors;
6. Seminar "Forensic Psychology, Interrogation of minors", 29-30.06.2011, NIJ A total of 25 people attended the
seminar - 17 judges, 7 prosecutors and 1 police officer;
7. Seminar "Forensic Psychology, Interrogation of minors", 0-11.10.2011, NIJ A total of 31 people attended the seminar
- 15 judges, 5 prosecutors, 6 investigators and 5 employees of MoI;
8. Seminar "Rights of the victim child in the Bulgarian criminal procedure. Necessary amendments", 09-11.11.2011, NIJ.
A total of 34 people attended the seminar - 16 judges, 9 prosecutors, 4 investigators and 5 employees of MoI;
9. Seminar "Forensic Psychology, Interrogation of minors", 26-27.06.2012, NIJ. A total of 27 people attended the
seminar - 18 judges, 6 prosecutors and 3 investigator;
10. Distance learning without meeting attendance "Proceedings for imposing measures for protection from domestic
violence", 13.11-12.12.2012, NIJ. A total of 21 people attended the seminar - 18 judges, 1 prosecutors, 1 employee of
MoJ and 1 employee of MoI;
4.2. Employees of MoI
According to the educational plan of AMI (Academy of the Ministry of Interior), under the subjects "Prevention
of Anti-Social Behavior of Minors and Juvenile" and "Police Work in Schools" topics were included for studying and
promoting the UN Convention on the Rights of the Child, both in vocational training and higher education to acquire the
academic degree "Bachelor" in "Combating crime and Protection of Public Order."
Since 2012, the Academy of MoI conducts courses for updating the professional qualification "Specialized
hearing of children victims" under a jointly developed program with the Social Activities and Practice Institute under the
project "Hear the Child" 2. One of the objectives of this training program is the acquisition of theoretical knowledge and
practical skills to implement Bulgarian and international standards and best practices in terms of observance of the rights
of children, victims of crime.
All training programs for work with children for police officers include the basic principle of respect and
ensuring the rights and freedoms of citizens and their dignity. The entire training is aimed at preventing violence against
children, including by police officers in the structural units of the Ministry of Interior.

For the period from 01.01.2008 to 31.12.2012 were conducted 13 trainings and trained 66 employees
(intelligence officers (Child Pedagogic Rooms - CPR), investigating police officers, employees of Directorate General
National Police) as follows:

2009 г. - 2 officers;
2010 г. - 11 officers;
2011 г. - 13 officers;
2012 г. - 29 officers;
Non-discrimination measures
In 2011, the towns of Veliko Tarnovo and Velingrad conducted a training seminar for 240 employees from all
over the country on "Child Crime" under the project "Schools without discrimination", implemented by the Commission
for Protection against Discrimination (CPD) and the Institute of Human Rights of the Kingdom of Denmark.
Measures to protect children from drug abuse
Since 2000 inspectors from the Child Pedagogic Rooms (ICPR) lead an active and targeted prevention work in
schools by implementing the National Program "Police Work in Schools". The program is mandatory in the training of the
employees of the Ministry of Interior.
Police officers conduct lessons once a month in the "Police officer class" after prior consultation with local
school authorities. The MoI employees access in schools is agreed upon with the Ministry of Education, Youth and
Science (MEYS) and its regional inspectorates.
From the academic year 2004/2005 training under the National Programme "Police Work in Schools" is held at
the Academy of MoI, where the newly appointed ICPR are trained as well as other police officers, eligible for working
with children.
Under this program, police officers teach students in primary and secondary schools in models for safe behavior
and explain "dangerous stranger" and the risks for the child to become the subject of sexual abuse and / or sexual
exploitation, as well as harm from drug use.
4.3. Personnel providing health care; MoH
In implementation of Thematic Objective 3 under the plan "Strengthening the professional capacity of specialists working
with children", Thematic Objective 2. "Increasing the capacity of professionals working with children, general
practitioners and medical specialists", responsible leading institution Ministry of Health, NCPHA developed a postgraduate training program focused on the prevention of violence against children, by improving the qualifications of the
specialists working with children in the health system. The program consists of four training modules that will be
implemented according to the plan in 2013 and 2014: Module 1 Training of general practitioners (GP); Module 2 Training
of medical and non-medical professionals from childcare institutions (nurseries, kindergartens); Module 3 Training of
medical specialists of health facilities in schools; Module 4 Training of Trainers of RHI , 2014
4.4. Social workers ASA
Trainings conducted to employees of the Agency for Social Assistance - Social Assistance Directorate, for acquiring
additional, specific knowledge related to violence:
For the reporting period (2008-2012), vocational trainings are organized aimed at increasing the professional capacity
of the employees of the territorial units of ASA - Social Assistance Directorates.
Trainings under the program "Social work with children and families at risk" has been conducted because of the need
to constantly upgrade the knowledge and skills and improve the performance of the employees of "Child Protection"
departments to the Social Assistance Directorate. Each year an average of 15-20 trainings have been organized dealing with
different issues:
- "Social policy for child protection";
- "Family group conference - a modern effective model for supporting families";
- "Social case work";
- "Concept of deinstitutionalization. Commitments of the Social Assistance Directorates in connection with the
implementation of the activity of deinstitutionalization;
- "Victimization of children, dimensions and prevention"
- "Social work with children and families at risk"

- "New approaches and methods of working in social services for vulnerable groups"
- "Implementation of CM for prevention of violence against children";
- "Working with deviant and delinquent behavior"
- "Protected children in safe families"
- "Implementation of measures to protect the child, based on child perspective oriented approach"
- "Do not abandon a single child"
- "Basic requirements and priorities in child protection work"
- "Working with children, victims of violence. Direct work with children";
- "Aggression and violence among minor and juvenile";

Representatives of the Social Assistance Directorate attended a number of trainings organized by NGOs involved in
child protection.

All children involved in sexual exploitation, pornography and trafficking received access to services according to their needs, support and follow-up for 1 year.

Number of border and law enforcement personnel, who have received training in order to prevent child
trafficking and ensure respect for their dignity.
Pursuant to the schedule of vocational training of the employees of the Ministry of Interior in the period 01.01.2008 31.12.2012, the courses on "Combating Human Trafficking" have been attended by 87 employees DGBP. Trained employees
by years for the above period: in 2008 - 3 employees, in 2009 - 8, in 2010 - 35, in 2011 - 25 and in 2012 - 16 employees.
During this period no employees have been trained specifically in order to prevent child trafficking and ensure
respect for their dignity.
Trainings have been focused to all forms of trafficking in human beings, particularly in cases of child trafficking (for
sexual exploitation, labor exploitation, begging, petty theft, sale of newborns and others.) and issues have been discussed
related to the measures ensuring child rights.
In the implementation of Measure 1 of the National Indicative Programme 2007 - 2009 under the Schengen Facility "Specialized Training under Schengen Acquis" 283 employees have been trained, of which:
- 141 employees in 2010 under "Prevention and detection of illicit trafficking in human beings"
- 142 employees in 2010 under "Prevention of trafficking in human being, goods and drugs smuggling."
