POSITION DESCRIPTION Position: Support Manager Te Uepū ā-Motu (TUAM) Reports to: Deputy Chief Review Officer Māori Location: Hamilton Office Date: February 2016 EDUCATION REVIEW OFFICE Our evaluation insights are a catalyst for change so that every child achieves as a life-long learner. The purpose of ERO is to provide high quality evaluation that contributes to education of the highest quality for all young New Zealanders. The Education Review Office (ERO) is responsible for supporting and promoting improvement in the quality of education by providing regular, independent, high quality evaluation reports on the quality of education in all schools, all early childhood centres, and all other forms of pre-tertiary education in New Zealand. ERO's findings inform decisions and choices made by parents, educators, managers and others, at the individual school and early childhood level and at the national level by government policy makers. ROLE The role of Te Uepū ā-Motu (TUAM) is to carry out reviews on the performance of Māori medium education providers and maintain an ongoing overview function. The Support Manager is responsible to the Deputy Chief Review Officer Māori for the provision of support services that contribute to the effective and efficient delivery of high quality education reviews in Te Uepū ā-Motu. This support manager role includes an executive assistant dimension to support the Deputy Chief Review Officer Māori. The Support Manager also has a role in contributing to the support for the management of the Te Uepū ā-Motu Unit through the provision of advice and information on the delivery of the outputs, the management of support staff and the promotion of a positive culture. The Support Manager will have considerable interaction with the Māori community as well as staff of Te Uepū ā-Motu. Therefore an understanding of tikanga Māori and sensitivity to the culture is essential to the position. It is also desirable that the Support Manager has a working knowledge of the Māori language. Te Uepū ā-Motu is located in National Office, Wellington and therefore liaises closely with the various business units in Corporate Services. 1 WORKING RELATIONSHIPS Within the Education Review Office The Support Manager will: Support, be accountable and directly report to the DCROM Work closely with the RSM’s and the staff in TUAM Monitor and guide TUAM administrative support staff Liaise with Māori Reviewers in the Education Review Office Work closely with other Support Managers Work closely with Executive Assistants, managers and staff in National Office as well as those support staff in the area offices. Outside the Education Review Office The Support Manager will work or liaise with: Other Public Sector agencies, key professional education sector agencies and learning institutions as required Te Kōhanga Reo National Trust and Te Rūnanga Nui o Nga Kura Kaupapa Māori; Ngā Kura a Iwi, and various kōhanga reo and Māori medium. KEY RESULT AREAS Oversight of report production process The Support Manager is responsible for overseeing the production process of review reports in the TUAM Unit. Key tasks: Maintain a monitoring system for tracking Te Uepū ā-Motu reviews Work with the RSM’s to prepare and maintain a yearly schedule for TUAM Maintain and update review job detail in ERO’s financial management system Operate and maintain a confidential/technical filling system Quality assurance of both unconfirmed and confirmed reports Search files and locate background papers. Administration The Support Manager is responsible for providing an efficient standard of office organisation. Among the administration tasks will be: Key Tasks: Manage the work of support staff to ensure efficient and effective delivery of services Participate in management meetings Arrange maintenance and keep the service records of Te Uepū ā-Motu vehicles Check and approve Review Officer nights away through the time recording system Co-ordinate requests for Review Officer designation cards through Human Resources Maintain the fixed asset register prepare monthly Fringe Benefit Tax (FBT) returns for each of the unit’s vehicles and other expenses that incur FBT. 2 Support for the DCROM and Unit The Support Manager is responsible for providing support and advice for the DCROM and the TUAM team. Key tasks: process expense claim forms, credit cards and invoices for payment under specific financial delegation, checking these against the budget and raising any concerns with the DCROM manage and monitor the budget and prepare a monthly variance report for the DCROM manage the time recording in ERO’s financial management system check expenditure against the TUAM budget each month prepare and maintain a diary system for the DCROM maintain a bring-up system for appointments and meetings ensure high quality responsiveness for information requests to the DCROM ensure that all required new appointee documentation is forwarded to HR as soon as possible after the employee commences in their position be responsible for assisting with the induction programme for new reviewing and administration staff arrange enrolment for training and development programmes, travel and accommodation for TUAM staff arrange and assist with project meetings, conferences and training packages for the DCROM and TUAM two yearly hui which include conference/meeting venues, travel, accommodation, meals and transport manage any temporary staff (and their workload) that may be employed from time to time other tasks as designated at times by the DCROM. The Support Manager will liaise with the appropriate Corporate Service units to provide information technology and health and safety support for the Te Uepū ā-Motu team members who are located within National office. Other Te Uepū ā-Motu staff needs are cared for at their home site office. Information Technology promote effective use of information technology within the office assist and support staff in the effective operation of ERO IT systems update databases templates as necessary Te Reo Māori Capability complete quality checks of documents in te reo Māori, including formatting and structure interact with personnel from Māori medium education settings in te reo Māori as required. 3 PERSON SPECIFICATION The successful applicant will have demonstrated: Experience and Skills: knowledge and understanding of te reo Māori and tikanga Māori; confidence in working within the Māori community; demonstrated office administration skills including ability to manage a budget; advanced knowledge of Microsoft Word, Excel and PowerPoint; the ability to conform with organisational practices and procedures and policies; the ability to train and motivate staff; well organised with a record of meeting deadlines; good oral and written communication skills. QUALIFICATIONS It is desirable that the Support Manager has the appropriate qualifications and experience to work in a sole charge situation. The Support Manager must be a holder of a current driver’s licence.
