Primary Purpose of the Position
Managing data input and collection activities, resources, budget, staffing, priorities and projects and providing
operational direction and day-to-day decision making in response to queries raised by the team to ensure the
comprehensive and quality data collection to drive improvements across all aspects of cancer control in NSW
and meet the objectives of the NSW Cancer Plan 2011-2015 and Cancer Information Strategy 2011-2015.
Acting as the key liaison point for, and working collaboratively with Program Managers in Local Health District
Clinical Teams, notifying institutions, internal service partners and external stakeholders to ensure
the completeness, accuracy and timeliness of cancer notifications and data collection and successful
program and project objectives.
Key Accountabilities

Manage data input and collection activities for the NSW Cancer Registries to ensure the completeness,
accuracy and timeliness of cancer notifications and data collection and support the effective achievement
of Cancer Plan 2011-2015 and Cancer Information Strategy 2011-2015 objectives.

Act as the key liaison point for, and work collaboratively with Program Managers in Local Health District
Clinical Teams to ensure the deliverables set out in funding agreements are effectively monitored,
achieved and reported on and key performance indicators are met.

Manage resources, project budgets, staffing, priorities and projects and provide operational direction and
day-to-day decision making in response to queries raised by the team to meet Cancer Plan/Cancer
Information Strategy objectives and maximise service delivery.

Develop and motivate the Local Health District Clinical Teams, Data Input team and Oncology Medical
Information Systems Manager to build a positive environment and monitor, manage and review work
allocation, workload and workflow to ensure each team is operating effectively and meeting their
commitments, deadlines and service delivery standards.

Manage the development and implementation of automated data collection projects and other Cancer
Plan/Cancer Information Strategy 2011-2015 improvement initiatives; ensuring projects are undertaken
effectively, within timeframes, and on budget whilst meeting agreed targets and achieving appropriate
outcomes.

Develop, maintain and foster effective networks, relationships and/or functional partnerships with a
diverse range of internal and external stakeholders, including Cancer Institute NSW Divisions, Local
Health District Clinical Team Program Managers, staff from notifying institutions, Health Support Services
staff, software vendors and experts in cancer data and information to enable effective liaison, negotiation
and engagement and ensure successful project and service delivery.

In consultation with the Quality Coordinator drive quality control and improvement initiatives such as
notifying institution communication workshops to ensure the integrity, completeness, security and
timeliness of data collected, appropriate data governance processes and the effectiveness of data
retrieval and collection systems.

Provide expert advice, recommendations and reports to a range of internal stakeholders on all aspects of
data input and collection.

Work collaboratively with the Registries and Services Team, the Information Technology Division and the
Data and Information standards program to project manage the feasibility assessment, prioritisation and
implementation of database changes and requests in order to improve the availability, accuracy and
completeness of data sets/collections over time.

In partnership with Health Support Services oversee and coordinate the activities of the Radiotherapy
Information System Support Manager.

Lead and/or participate in relevant management and operational committees and working groups to
provide informed appropriate responses to issues; promote the role, functions and achievements of the
Registries and Collection Program and maintain effective communication channels between stakeholders.

Work with the Business Unit to manage Cancer Institute NSW funding to Local Health Districts.
Challenges / Problem Solving

Managing and developing a team of specialists comprising Cancer Institute NSW employees, and
coordinating staff employed by and located in Local Health Districts and Health Support Services.

Promoting interdependencies and interrelationships and facilitating efficient communication, collaboration
and knowledge sharing between Clinical Team Program Managers and Cancer Institute NSW employees.

Balancing the state-wide strategic needs of the Cancer Institute NSW with the local needs of Local Health
Districts.

Understanding the issues that affect the Local Health Districts’ ability to collect data in accordance
with funding agreement terms and liaising, negotiating and problem solving with Program Managers
to minimise program and project risks, resolve issues and ensure achievement of Cancer
Plan/Cancer Information Strategy 2011-2015 objectives.

Achieving program and project deadlines and milestones to the required standards and targets within
budget, whilst coordinating and supporting the management of multiple projects.

Managing the effective collection of data and notifications from diverse sources to ensure the NSW
Cancer Registries are capable of meeting statutory and operational requirements.

Ensuring the integrity, security and timeliness of data collected and the continuous improvement of data
governance processes and data retrieval and collection systems and compliance with statutory
requirements in respect to health record and information privacy issues.

Maintaining a high level of knowledge of strategic and program risks, issues and priorities and being
alert to contemporary trends and developments in data collection and management and their
implication for the work of the team.

Maintaining professional competence and knowledge in data collection and management principles
and good practice standards and information management technology and applying this expertise to
the development of strategies, options; reports and briefing papers; the resolution of issues and the
provision of authoritative advice and the professional development of peers and staff.
Decision Making
The Data Input and Collection Manager is expected to operate with a high level of autonomy in respect
to the day to day activities of the team and is fully accountable for:

The accuracy, completeness, integrity, timeliness and security of the data collected by the Team.

Quality of advice, recommendations and reports provided to internal and external stakeholders.

Negotiating and problem solving with Program Managers and notifying institutions to minimise
program and project risks and resolve issues.
The position is expected to prioritise and manage workloads, make decisions relating to staff management,
including allocation of work and review of work performance, negotiate and consult with stakeholders and
lead the development and implementation of various initiatives and projects within agreed project plans and
delegations to meet Cancer Plan 2011-2015 and Cancer Information Strategy 2011-2015 objectives.
The position will refer to the Manager, Registries and Data Collection:

Any decision which will substantially alter the outcomes, timeframe or funding requirements of
individual projects.

Any changes to data definitions, data sets and data retrieval and collection systems.

Any decision which will substantially impact on organisational policy or team operations.

Any conflicts arising in the course of project or representational duties.

Any matters which require a higher delegated authority.
Skills, Knowledge and Experience/Selection Criteria

Tertiary qualifications in a health information or related discipline or demonstrated equivalent,
relevant professional experience and training.

Proven experience in the planning, management and enhancement of large-scale data collections.

Demonstrated skills and experience in project management, development, implementation and
evaluation including budget monitoring and review.

Proven ability to lead, manage, motivate and develop a multi-disciplinary team to deliver quality
service and support.

Strong relationship management skills and demonstrated ability to build and leverage relationships
across multi-functional or multi-disciplinary teams in order to achieve agreed objectives.

Demonstrated influencing, consultation, conflict resolution, negotiation and communication skills with
the ability to develop complex briefings and reports for diverse audiences.

Proven conceptual, analytical and problem solving skills, including the ability to analyse and interpret
information from different sources to pro-actively identify issues and risks, and formulate strategies to
address them.

Strong organisational skills and demonstrated ability to prioritise and manage competing tasks, meet
deadlines and achieve targets.

Experience working with health and health-related population based registries and data sets.

Knowledge of the NSW health system, the Health Records and Information Privacy Act and the
Public Health Act.
