FOLKS AT THE OCTOBER FAPPO WORKSHOP AGREED. IN THE BEGINNING THAT “SOMETHING BETTER” WAS TO BE BUYER-DRIVEN AND COMPETITIVE. TO DISTINGUISH FROM SNAPS, WE CALLED THEM STATE PURCHASING AGREEMENTS. ROLLOUT WE ISSUED OUR LAST SNAPS AGREEMENT IN JANUARY, 2004. WE ISSUED OUR FIRST STATE PURCHASING AGREEMENT TO KINKO’S FOR QUICK COPY SERVICE IN MAY, 2004 PROCESS SPAs ARE REQUESTED BY STATE OR LOCAL GOVERNMENT AGENCY/SCHOOL/UNIVERSITY PURCHASING DIRECTORS REQUESTS ARE SUBMITTED ON A FORM ACCESSIBLE FROM THE DMS WEB SITE PROCESS REQUESTS FOR COMMODITIES SHOULD ADDRESS PERFORMANCE REQUIREMENTS DESIGN REQUIREMENTS QUALIFIED PRODUCTS LIST IF ANY AND ANY OTHER CRITERIA NECESSARY TO MEET THE NEED AND INFORM THE COMPETING VENDORS. PROCESS REQUESTS FOR SERVICES SHOULD PROVIDE A STATEMENT OF WORK: WHAT IS TO BE DONE, INCLUDING OUTPUTS/OUTCOMES METHODS SCHEDULE STAFF QUALIFICATIONS LOCATION AND OTHER RELEVANT FACTORS PROCESS WE HAVE ESTABLISHED A THREE-PERSON TEAM TO PUT THESE AGREEMENTS IN PLACE THE STATE PURCHASING TEAM WILL ISSUE AN EQUOTE USING MYFLORIDMARKETPLACE TEAM WILL EVALUATE RESPONSES, SEEK REQUESTOR INPUT AS NEEDED, AND NEGOTIATE WITH RESPONDENTS AS NEEDED, AND AWARD TO THE MOST ADVANTAGEOUS OFFER STATUS OF SNAPS AGREEMENTS WE HAD 800 SNAPS AGREEMENTS PRIOR TO INITIATING THIS PROJECT. ONLY HALF WERE USED.
