GROUPS AND CAPABILITIES
1) PERFORMANCE REVIEW
a) AGENCY AND PROGRAM REVIEWS
• Examine agency appropriateness, effectiveness, efficiency and economy, including
strategic and operational elements.
•
Examine program appropriateness, effectiveness, efficiency and economy in single
or across multiple agencies.
•
Examine factors leading to an agency not meeting budgetary or performance targets
(e.g. State Plan).
•
Examine a cross cutting function of government in all or a cluster of agencies such
as recruitment, internal audit.
b) POLICY/STRATEGY REVIEWS
• Examine the appropriateness of policy setting in an agency or policy cluster.
**Please note: This capability will be removed as at 30 June 2016. All Legal Services will be through the Legal Services
Panel Arrangement due to commence on 1 July 2016.
c) LEGISLATIVE/REGULATORY REVIEWS
• Examine the appropriateness of specific legislative or regulatory instruments.
2) INFRASTRUCTURE
a) STRATEGY AND PLANNING
• Financial and investment strategies; Urban development; Commercial property;
Public/private partnership strategy; Environmentally sustainable development
strategy; Resource management; Project definition, development and packaging.
b) RISK
•
Risk assessment and management; Construction risk and Due diligence.
c) MAJOR PROJECT PROCUREMENT/DELIVERY AND PROJECT MANAGEMENT
• Planning and process analysis; Procurement review; Supply chain review; Strategic
sourcing; Project leadership and governance and project assurance.
**Please note: This capability will be altered to remove Contract drafting and negotiations as at 30 June 2016. All Legal
Services will be through the Legal Services Panel Arrangement due to commence on 1 July 2016
d) CONTRACTING
• Contract legal and drafting; Contract negotiations and Contract administration.

procurement expertise and experience including development of organisational

g) BOARDS AND COMMITTEES MEMBERSHIP APPOINTMENT ADVISORY SERVICES
• Appointment advice to NSW Boards and Committees and Search assistance.
