Happy New Year! The holidays are
over, winter is here, and I'm happy
to say that I have not shoveled
snow yet. There is however some
snow on the ground from
yesterday's storm, so I might need
to get to that.
I was happy to see so many
familiar faces at the December
Quarterly meeting and All Payer
Workshop. The attendance was great and the topics were
most informative. Other HFMA chapters are always amazed
to hear how many attendees we get to the payer
workshop. That's a testament to our Program Committee
and all of you for attending or at least sending your staff to
attend.

The HERe Conference is right around the corner, February
5th, in Lawrence. This is a new conference offering and I
would encourage you all to take a look and attend. You
should have received registration information via Dee's e-mail
blast. If not, you can find the brochure Here or go to our

Our Secretary, Julie Williams, is moving to Texas and so will
not be completing her officer rotation. We wish her the best
and hope she likes the "stars at night." Our Past President,
Board Member, Program Chair and all around great person,
Laraine Gengler, has generously offered to fill in to complete
her rotation.
We continue to track new members and new member
sponsors to our Chapter for the year end prize. As of last
count we are still 27 short of our beginning number. If you
know of someone who should join, then send them our

taking a closer look at rates for upcoming conferences and
setting the discount to members at a more attractive
amount. They can call the Member Services Team at 1-800252-4362 extension 2.
As always, I would encourage current members to look for a
volunteer opportunity within the chapter. We have many
committees and roles that you could be a part of, however
small or large. You are a valued member of our chapter and
our success depends on member involvement and input.
The Chapter Satisfaction Survey results have been returned
and I am encouraged by the results. They show an overall
high satisfaction with the chapter at 76%, which was 15
percentage points higher than last year. That's great! There
were many responses that we will be reviewing and
discussing at upcoming planning meetings.
Keep thinking about becoming certified with HFMA. When
you are done thinking, take action and make it happen. It's
challenging and rewarding, but not impossible. Hey, I was
even able to do it. HFMA National has revised the process
and it is now online. Please research the National HFMA
website for the revised certification process. Our chapter
reimburses up to $500/per member for the costs. So, keep
your receipts and turn in your expense form to our Treasurer,
Danica Case. The expense form and Danica's e-mail
information is on our website as well.

be a great way to professionally grow your employees.

As I write sit down to write this I
can't believe how fast the year has
flown by. It seems like only
yesterday we were out mowing
lawn and today there is snow on
the ground. We are down to one
final college football game, the
Super Bowl is right around the
corner and basketball is just
heating up... Where did the year
go??
Region 8 has once again been blessed with great
leaders. Each year the volunteers that step up at the chapter
level amaze me with their hard work and dedication as I
watch each chapter 'Go Beyond' the boundaries and achieve
success. It's your support of the chapter leaders, attendance
at education events and commitment to the profession that
make our Region the best Region in HFMA!

Additionally, I would like to recognize that Region 8 has two
representatives on the National HFMA Board of
Directors. Carol Friesen (Nebraska Chapter) and Mike
Dewerff (Iowa Chapter) who are doing an outstanding job
representing our Region. Carol and Mike, on behalf of the
members of Region 8, thank you for all that you do.
To the members of Region 8, please reach out and become
part of your chapter. Get involved and make the most out of
your membership. With the constant change we see going

concerns from our members regarding the Kansas Medicaid
Disproportionate Share Hospital (DSH) program. These
concerns include insufficient DSH program instructions, data
integrity issues, questions on the DSH audits, and a lack of
informed leadership from the Kansas Department of Health
and Environment (KDHE) to oversee the $53.5 million
program in Kansas. As a result, when KHA was notified by
KDHE of their intent to hold an open meeting to discuss the
Medicaid State Plan Amendment (SPA), we convened a
special task force of member hospitals and accounting firms
to examine the current Medicaid DSH SPA. The charge of
the Medicaid DSH Steering Committee is to bring confidence,
stability, and rationality to the Kansas Medicaid DSH program
so that diminishing DSH funds mandated by the Affordable
Care Act are distributed on an equitable and appropriate
basis.
The Steering Committee has met several times to identify
concerns and to provide insight into some potential pressure
points of the current Medicaid DSH State Plan Amendment
(SPA) as well as to provide input to the Kansas Department
of Health and Environment (KDHE) concerning potential
changes to the DSH program. The Medicaid DSH program is
a sensitive and difficult membership issue, as changes to the
program will affect DSH payments made to KHA's
membership as a whole. Therefore, KHA will use the
recommendations from the Steering Committee to create a
framework for working with KDHE to resolve the issues
raised by our members.
In the near future, KHA will host an educational Webinar to
review the current Medicaid SPA and to provide an update
from the Steering Committee.
KHA Advocacy
Advocacy is at the heart of every service KHA provides for its
members. Our efforts are focused on one unchanging goal:
ensuring our hospitals have the resources available to meet
the health care needs of their communities. As we wind
down the second week of the 2016 Kansas Legislative
Session, there have already been a number of significant
issues surface which impact health care. These issues
include: a bill which would require hospitals to have policies,
procedures, and protocols related to caring for families that
have experienced a stillbirth; bills on gun legislation and
conceal and carry; the Governor's announcement of a new
"rural" health working group; and a bill concerning sickness
and accident insurance. Besides these new issues, we also
expect the issue of tax exempt status to re-surface as well as
discussions on KanCare and KanCare Expansion.

report.
legislators turned out for the 2016 Kansas Hospital
Association Advocacy Day luncheon in Topeka. The event
began with attendees hearing from Bernie Koch, executive
director of the Kansas Economic Progress Council, regarding
the current status of the Kansas budget. Koch discussed the
potential budgetary challenges facing the state and offered
suggestions on how the state may want to address these
issues. Attendees also heard from Cindy Mann, partner with
Manatt, Phelps & Phillips, LLC, who discussed the Medicaid
expansion activities occurring in other states, as well as key
features of alternative Medicaid expansion models. KHA
members had the opportunity to visit with their legislators
about several key issues facing Kansas hospitals, including
KanCare expansion and the protection of the tax-exempt
status.
