This discussion was based on four checklists:

4.Scenario Development
As there is a large diversity of scenarios used in VLC
communication, it is argued that more behavioral studies are
needed to better understand how VLC are developed and
practiced in different places and different contexts.

The field study and interview was conducted at an orchard at

Chang-Hwa county on Oct.8th. We got much useful
information from the target user. While some instrument and
node deployment were run by university based researchers,
some could be initiated by government authorities, such as
county councils, and others were collaborations between
private companies and institutions. The prototype product of
this project was initiated by different stakeholders such as
authorities, academia, or enterprises, differ from the viewpoint
of the various stockholders. Thus, the comparison between
Taiwan and USA contexts should be investigated by business
team.

During this month, a number of interviews together with
discussion
abundant secondary research and multi-case studies
contributed to this project. For instances, some market
incumbents (e.g.中興保全, 東洲, 研華, Panasonic etc.) were
compared by technological characteristics, business models
and so on. Some of them are new initiatives and some of them
provide facilities, space and consulting. The implications to
this project are bridging the gap between social and
technological sciences by focusing on the development of
innovative applications and technologies through fusing new
"people inspired", not just focusing on complex algorithm or
system design.

The scenarios (e.g. railway warning, vehicle repair, smart

parking etc.) were discussed. Prof. Tsai provided a new idea
for experimental design, which involving members to test
where technology is more mature and where the environment
is capable of supporting VLC safety system.

We conducted several informal workshops with technical teams, which is most effective for
focusing on user needs from possible scenarios and for managing collaborations.
