Domestic Violence
Support
Expands the categories of relationships that constitute felony domestic violence resulting in a traumatic
condition to include former fiancés, fiancées, as well as current and former dating relationships.

AB 271 – Mitchell
CalWORKs Eligibility
Support
Repeals the maximum family grant (MFG) or “family cap” rule under the California Work Opportunity
and Responsibility to Kids (CalWORKs) program. Specifically:
1)
Prohibits requiring an applicant or recipient of CalWORKs aid to do any of the following as a
condition of eligibility:
a)
Divulge information regarding the status of any members in the assistance unit being a victim of
rape or incest;
b)
Provide confidential medical records pertaining to any member of assistance unit being a victim
of rape or incest; or
c)
Use contraception, use a particular method of contraception, or disclose information about the
particular method of contraception used by any member of the assistance unit.
2)
Establish that an applicant or recipient of CalWORKs aid shall not be denied aid, nor denied an
increase in the maximum aid payment as a result of the birth of a child.

AB 197 – Stone
CalWORKs Eligibility
Support
Eliminates the vehicle asset test for CalWORKs program. This bill excludes a motor vehicle rom
consideration when determining or re-determining eligibility for CalWORKs and deletes the requirement
that a county worker assess the value of a motor vehicle when determining or re-determining eligibility
for applicants and recipients of CalWORKs aid.

Sex Crimes
Support
The purpose of this bill is to define rape and other sex crimes committed by fraud or impersonation to
include cases where the perpetrator induces the victim to believe that he is the victim’s “sexual partner”
which is defined as a person with whom the victim has engaged in consensual sexual activity, including
sexual intercourse, oral compilation, sodomy, sexual penetration and touching of intimate body parts.

AB139 – Holden
Domestic Violence Fee
Support
Current law imposes a fee of $500 on every person who is granted probation for a crime of domestic
violence. This bill would clarify that the $500 is a fee, not a fine, and that the fee is not subject to
reduction for time served. It also allows collection of the fee after termination of probation.

SB612 – Leno Human Trafficking/Elder/Dependent Adult Residence Lease Termination
Support
Existing law authorizes a tenant to notify the landlord in writing that he/she or a household member
was a victim of an act of domestic violence, sexual assault, stalking or abuse of an elder or dependent
adult and that the tenant intends to terminate the tenancy. This bill would expand this provision to
authorize a tenant to notify the landlord that he or she or a household member is a victim of human
trafficking and the tenant intends to terminate the tenancy.

SB400 – Jackson
Employment Protection for Victims of Stalking
Support
Existing law provides protections to victims of domestic violence and sexual assault and prohibits
employers from taking adverse employment action against such victims. This bill would expand those
protections to victims of stalking. Violation of such protections by an employer could result in
misdemeanor charges being filed.

SB782 – DeSaulnier
Sexual Assault
Support
Existing law imposes various taxes, including taxes on the privilege of engaging in certain activities. The
Fee Collection Procedures Law, the violation of which is a crime, provides procedures for the collection
of certain fees and surcharges. This bill would, until January 1, 2013, impose a tax on persons operating
a sexually oriented business, as defined, at the rate of $10 per visit by a customer to the business
inclusive of admission and reentry. The bill would create the Sexual Assault Treatment and Prevention
Fund, and would require that all revenues, less refunds and the costs of the administration of the tax,
derived from the tax be transferred to the fund. This bill would provide that moneys in the fund, upon
appropriation by the Legislature, be used by the Office of Emergency Services for specified purposes
related to the treatment and prevention of sexual assault.

Support
This bill would, commencing January 1, 2014, implement various provisions of the federal Patient
Protection and Affordable Care Act as amended modifying provision relating to determining eligibility
for certain groups.

AB10 – Alejo
Minimum Wage
Support
This bill would increase the minimum way, on and after January 1, 2014, to not less than $8.25 per hour.
The bill would further increase the minimum way in increments until reaching not less than $10.00 per
hour on and after January 1, 2018.

AB20 – Waldron/Wilk
Obscene Matter – Minors
Support
This bill would provide that any person convicted of specific offenses in which the violation is committed
on a government-owned computer or via a government-owned computer network shall in addition be
fined and monies from the fine shall be transferred into county funds established for sexual assault
investigation training, sexual assault services and prosecution of child abuse cases.

AB25 – Campos
Employment: Social Media
Support
Existing law prohibits a private employer from requiring or requesting an employee or applicant for
employment to disclose a username or password for the purpose of accessing personal social media and
prohibits that employer from discharging, disciplining, threatening to discharge or discipline or
otherwise retaliating against an employee for not complying with a request or demand that violates
these provisions. This bill would apply the provisions described above to public employers.

AB49 – Buchanan (multiple co-authors) Breast Cancer Awareness (License Plates)
Support
This bill would require the State Department of Health Care Services to apply to sponsor a breast cancer
awareness license plate program, and would require the DMV to issue the license plates if the State
Department of Health Care Services meets certain requirements.

AB114 – Salas//v. Manuel Perez
Workforce Development
Support
This bill incorporates the 2012 Proposition 39 (California Clean Energy Jobs Act) by authorizing the
California Workforce Investment Board and the California Workforce Development Board to collect data
on the projects and the workforce involved in the projects on a yearly basis to determine if the program
is achieving the job training and workforce development goals, identify problems and barriers to
achieving those goals and provide solutions to improve program performance.
