POSITION OBJECTIVE:
To ensure and maintain the quality, consistency, and integrity of the City’s brand and to foster
organisation support and adherence to the brand strategy.
To coordinate the development and implementation of successful marketing activities and projects
for the City of Greater Geelong.
THE CITY OF GREATER GEELONG:
The City of Greater Geelong is one of the largest local government areas in Victoria. The City
provides more than 120 services to the municipality which has a population of more than 200,000.
The City has an annual budget of $229 million and employs over 2000 staff. It also utilises a large
number of volunteers. The organisation has five divisions: Community Services; Corporate
Services; Economic Development, Planning and Tourism; City Services and Projects, Recreation
and Central Geelong.
Geelong:
Located 75 kilometres from Melbourne, Geelong is Victoria’s second largest city and is renowned
for its stunning north facing waterfront which overlooks Corio Bay. Geelong is a vibrant
cosmopolitan city with a relaxed coastal flavour. It is recognised as offering one of the best
lifestyles in Australia. Geelong has all the modern amenities of larger cities, combined with a clean
and healthy environment.
Just minutes away from the city centre are kilometres of pristine beaches, charming seaside

KEY RESPONSIBILITIES:
1. Responsible for the integrity of the City’s corporate identity through an established brand
strategy and defined marketing tools.
2. Supervise Marketing and Graphic Design officers on a daily basis.
3. Coordinate and maintain the quality, consistency and integrity of the City’s brand and
approved sub brands.
4. Communicate the importance of brand management through every level of the organisation.
5. Strategise and optimise the marketing and promotional vehicles for the City.
6. Coordinate and maintain the organisation’s palette of style guides, style rules and style tools.
7. Strategise, plan and execute marketing opportunities, special projects and promotional
activities as required.
8. The development and implementation of strategic marketing and communication plans.
9. Coordinate the development, creative production, and print production of the City’s corporate
publications and reports.
10. Coordinate the City’s advertising processes and placement to ensure the most effective media
and formats are used.
11. Coordinate the City’s Banner and Billboard Program.
12. Assist with the development and analysis of the City’s research projects as directed.
13. Assist with the development and analysis of the City’s web content and associated digital
strategies.
14. Manage relationships with internal and external clients, users of the brand and creative
production service providers.
15. Assist with the supervision of suppliers in current contractual relations within Communication
and Marketing Services.
16. Assist the Manager Communications & Marketing Services with developing the unit budget.
17. Prepare and manage budgets for strategically appropriate advertising and marketing
campaigns.
18. Adherence to all Council’s policies and procedures as relevant to this position.
19. Carry out other duties as deemed reasonable and appropriate to the role as directed from time
to time.
KEY SELECTION CRITERIA:
Essential:
1. Relevant Tertiary Marketing degree and extensive experience in the marketing and
communications field.
2. Highly developed interpersonal skills and experience of the Geelong (or a regional) culture
and/or experience within a government or large organisational structure.
3. Experience in the development of effective marketing materials, strategically correct branding
and execution of brand management.
4. Excellent written and personal communication skills accompanied by the ability to represent
the City of Greater Geelong at any level.
5. Highly organised and able to meet deadlines.
6. Well developed strategic planning and process skills manifested through the development and
implementation of appropriate strategies and opportunities in a competitive environment.
7. The ability to work in an autonomous capacity and as part of a team.
8. Presentation skills using a range of technologies appropriate to a selection of audiences.
Ability to use Microsoft Word, Excel, PowerPoint and the Web required. Familiarity with other
software applications would be considered favourable.
9. An understanding of and experience with qualitative and quantitative research.
10. A strong emphasis and understanding of customer service ethos.
11. Experience in managing contracts or service agreements.
12. All candidates should display integrity, responsibility, respect for others and the ability to be
innovative.
ACCOUNTABILITY AND EXTENT OF AUTHORITY:

Accountable for creating and capturing accurate and complete records of the business
activities related to this position, in accordance with approved policy and procedures. This is
applicable to both hardcopy and electronic information, including email.

This role is required to work both autonomously and in a team environment, within general
guidelines.

To supervise and lead staff on a daily basis to achieve individual and corporate objectives.

Coordinate marketing requests for the City and ensuring they are responded to in a timely
manner and where appropriate, conform to the City’s suite of marketing and communications
templates. This role is responsible for determining the appropriate product, material or
promotional vehicle to be used by business units, to meet their stated objectives, whilst
ensuring that it also meets the Corporate objectives.

Responsible for the integrity of the City’s corporate identity through an established brand
strategy and defined marketing and communications tools. This includes communicating the
importance of brand management through every level of the organisation in one-on-one
meetings or presentations to groups and committees.

Coordinate and maintain the organisation’s palette of style guides, style rules and style tools
and to amend or add to those resources (to ensure the brand meets the current corporate
needs.

Prepare, present and gain business unit approval for strategically appropriate advertising and
marketing campaigns. Implement and manage autonomously, reporting regularly to the
Manager and client.

Coordinate the development, creative production, and print production of the City’s corporate
publications and reports.

Coordinate the City’s Banner and Billboard Program.

Coordinate the City’s advertising processes and placement to ensure the most effective
media’s and formats are used; and directing staff and procedures to ensure accurate weekly
press placements.

Participate in the development and implementation of Council’s corporate objectives and in
particular, the Marketing and administration business plan.

Adhere to council’s policies on ethics, duty.
JUDGEMENT AND DECISION MAKING:

Following a brief, determine the appropriate product, material or promotional vehicle to be
used by business units, to meet their stated objectives, whilst ensuring that it also meets the
corporate objectives. Approve artwork for production.

Respond to requests and enquires for permission to use the City’s logo, using personal
judgement based on the Brand Strategy guidelines. Approve artwork for production.

Establish, develop and maintain systems and procedures used within the unit. Initiate
improvements and enhancements of the unit’s work practices and procedures as required.

Ensure security of Council’s assets under officers/ control.

Strategise and optimise the marketing and promotional vehicles for the City through the brand
management system. Initiate opportunities and foster support via lobbying of organisation.

Strategise plan and execute special projects and promotional activities.

Develop and implement strategic marketing and communication plans.

Manage relationships/provide solutions to internal and external clients, users of the brand and
creative production service providers.

Assist with the supervision of suppliers in current contractual relations with Marketing Services.
SPECIALIST SKILLS AND KNOWLEDGE:

Experience with the development of effective marketing materials, strategically correct
branding and execution of brand management.

Presentation skills using a range of technologies appropriate to a selection of audiences.
Ability to use Microsoft Word, Excel, Powerpoint and the Web as required. Familiarity with
other software applications is favourable.


QUALIFICATIONS AND EXPERIENCE:
In addition to those listed in the key selection criteria.

Relevant Tertiary Marketing degree and extensive experience in the marketing and
communications field.

The successful candidate would ideally have experience of the Geelong (or regional) culture
and/or experience within a government or large organisational structure.

A current Victorian Driver's Licence.
SPECIFIC HEALTH AND SAFETY REQUIREMENTS:

A pre-employment medical examination may be required.

Participate, where required, in the reporting of health, safety and wellbeing issues.

Manual handling tasks involved.

Demanding deadlines.

Prolonged periods of in-activity i.e. sitting at the computer.

Regular keyboarding associated activities.

Long / short distance travel between sites as necessary.

Dealing with difficult clients and situations.
SPECIAL CONDITIONS:

Employment is subject to the presentation of documentary evidence of the right to work in
Australia.

A National Police Records check may be required throughout your employment with Council.

A current Victorian driver’s licence is essential where the need to drive a Council vehicle is
required.
