Oversee Council’s commercial waste collection, litter collection and public place waste services to deliver cost-effective, responsive services that support Council’s business planning objectives and external regulatory requirements. Business Operations Commercial Waste Officer, Drysdale Landfill Supervisor, Business OperationsGreen Waste Services Officer, Waste Management and Technical Support Officer. Waste Management Services staff, City Services staff, Customer Service, Finance, HR, OH&S and other Council Staff. Ratepayers and businesses, Contractors, Regulatory Agencies, Relevant Local Councils, and State and Federal Departments. KEY RESPONSIBILITIES: Service Delivery 1. Provide high-level management of services to ensure they operate efficiently, cost effectively and safely. The services include landfill sites, transfer stations, haulage, green waste management, resource recovery, commercial waste collection, litter collection, public place waste collection (including litter recycling, dog waste bins, and cigarette butt bins). 2. Coordinate the development and implementation of procedures and practice guidelines for the operation of services, and ensure compliance and consistency of practice. 3. Support staff in the day-to-day delivery of services, in relation to process, practice, compliance and reporting requirements and customer service. 4. Ensure adherence to targets and performance indicators and adherence to internal and external reporting requirements. 5. Develop and oversee implementation of solutions to complex issues relating to the operation of services. 6. Development of service budgets and costing models. Monitor service budgets, analyse and report results and variances and oversee corrective action as required. Ensure adherence to Council’s financial procedures. 7. Adherence to all Council’s policies and procedures as relevant to this position. 8. Carry out other duties as deemed reasonable and appropriate to the role as directed from time to time. Leadership 1. Provide leadership and support to direct reports, implementing appropriate staff and performance development programs and support effective succession planning. 2. Develop and implement strategic planning objectives for services and establish frameworks for staff development and performance across the areas of responsibility. 3. Undertake business planning to set and then achieve performance targets, implement strategic planning objectives and guide and review the work of direct reports. 4. Assist the Coordinator Waste Management Services with developing service improvements, business planning and strategic planning for the development of waste services. 5. Collaborate with the Team Leader, Contract Management on the development of contract specifications and assist with retendering processes. 6. Develop and maintain positive and effective relationships with ratepayers, commercial business, contractors and other stakeholders. 7. Work in collaboration with other senior members of the Team to contribute to the identification and implementation of strategic directions and achievement of goals and actions identified in the Business Plan. KEY SELECTION CRITERIA: 1. Relevant tertiary qualifications and relevant experience, or extensive experience, including in supervising and operating a waste management service or similar, with demonstrated people management and leadership skills. 2. Demonstrated knowledge of the application of relevant legislation, policy, guidelines and standards related to waste management services. 3. Commitment to innovation, quality and continuous improvement principles. 4. Highly developed analytical and investigative skills to enable the development of solutions to problems and opportunities. 5. Demonstrated experience in contributing to policy development and designing and implementing systems, procedures and guidelines. 6. Experience in financial and resource management and budget performance. 7. Demonstrated high-level written and oral communication skills, including the ability to gain cooperation and work effectively and collaboratively with stakeholders. ACCOUNTABILITY AND EXTENT OF AUTHORITY: The incumbent is accountable for: Working with the Coordinator in the development of strategy and policy. Implementing policy and developing procedures, systems, service development and guidelines. Service development and the co-ordination of service delivery. Allocation of resources to meet changing service delivery needs. Displaying and promoting Council Values. Maintaining a knowledge of, and working within, Council Policies and Procedures. Accountable for creating and capturing accurate and complete records of the business activities related to this position, in accordance with approved policy and procedures. Apply problem solving skills and independent judgement based on conceptual understanding of theory and precedent. May improve or adapt the implementation of polices, procedures and methodologies for new situations and determine when it is appropriate. Guidance not always available. SPECIALIST SKILLS AND KNOWLEDGE: A conceptual understanding of the issues relevant to waste management, including public policy approaches and Council’s broad goals and aspirations in relation to sustainability and resource management. Working knowledge of, and ability to comply with, the regulatory framework applying to waste management, including legislation, codes and standards. Sound experience in service delivery and financial management skills. Demonstrated experience in developing and implementing policy, strategies and procedures relevant to waste management services. An understanding of Council’s strategic planning objectives, policies and procedures. Computer literacy and experience with relevant software. MANAGEMENT SKILLS: Sound leadership skills and understanding of HR policies and procedures and the implementation of these. Project management skills and the ability to coordinate the work of teams. Skills in managing time and setting priorities to meet objectives on time and on budget within in a complex work environment with conflicting pressures. Ability to exercise initiative in identifying and responding to emerging issues and changing priorities. INTERPERSONAL SKILLS: High level liaison and collaboration skills, to support, influence and gain cooperation and maintain effective partnerships and networks. Ability to deal with complex and difficult situations and resolve specialist problems. Ability to demonstrate Integrity, Responsibility, Innovation and Respect in all aspects of the position. Highly developed written and oral communication skills. Demonstrated ability to lead a team and motivate and develop staff. QUALIFICATIONS AND EXPERIENCE: Relevant degree and experience in waste management or a relevant diploma qualification or equivalent with extensive relevant experience. Proven experience in the operation of a service, with a demonstrated ability to lead, motivate and supervise staff. Experience in developing and implementing plans, procedures, systems and solutions. Maintenance of all relevant training, certificates and licenses to meet regulatory compliance. SPECIFIC HEALTH AND SAFETY REQUIREMENTS: A pre-employment medical examination may be required. Participate, where required, in the reporting of health, safety and wellbeing issues. Manual handling tasks involved. Demanding deadlines. Prolonged periods of in-activity i.e. sitting at the computer. Regular keyboarding associated activities. Long / short distance travel between sites as necessary.
