How Is This Accomplished?
-
AHC’s Integrated Planning Framework
Joint Public/Private Working Groups
Annual CATEX exercises & drills
Develop Short/Mid/Long-term Solutions to Sector Operational Issues
- Identify qualified projects that cant be solved by single company or sector
- Work with federal R&D investment to develop solution(s), approaches,
technologies, etc..
- Test, Evaluate & Transition Solution to Sector via a Non-Profit
- Examples: LOGIIC & Fleet WG Secure Info Sharing Pilot w/PIV-I
- Develop “trust framework” to share sensitive operational information (legal,
process, policy, governance, & technology)
- Develop private sector operated secure cloud based on TSCP model
using LoA 4 (PIV-I) security
- Address various scenarios:
(Private to Public (e.g. electric to states)
Private to Private (e.g. telecom to electric, fuel, finance, & food)
Intra or Inter Sector
- Identify operational issues in each sector via Sector Focused Working Groups
- Let private sector designed short/mid/long-term info sharing solutions
- Have states advise on each solutions to ensure operational support &
sustainment
- Design, document, test, exercise and operationalize solution

Long Term Objectives
Over Arching Theme: Stay safe, legal, and pay required dues
All operational solutions should:
www.fleetresponse.org
1. Be developed with long-term sustainability in mind
2. Not require government declarations/waivers
3. Provide the ability to move through or past past tolls/weigh stations
legally
4. Expedite the ability to obtain critical operational information needed in
a disaster
5. Utilize and operationalize a FRWG “trust framework” for secure
information sharing
6. Support the integration of public sector and the private sector lifeline
sectors
These objectives help prioritize and define the long term
vision for the end result.

Example Return On Investment
(Electric Sector)
• Assumptions:
– Operational Costs in $/hr vary by sector
– Reductions in time wasted yields direct impact to operational costs
• Case Studies
– Canadian Border Crossing Delays
• Reduced 2hr/truck delays to 20 seconds/truck
– Toll Station Delays & Costs
• Reduced 1-3hrs/truck/state to no delays when using Delaware EZPASS Commercial
Accounts
• Reduced $25-$50/truck/year cost for EZPASS transponders to $25 for unlimited vehicles
when use the Delaware EZPASS Commercial Account Process and online vehicle database
is kept updated
www.fleetresponse.org
– Annual transponder costs for company with 1500 vehicles
» Before: (1100 vehicles) X ($25/yr/vehicle) = $27,500/yr.
» After : Single transponder for 1100 vehicles = $50/yr.
– Expediting Information Flow Between Multi-States and Private sector
• Difficult to measure
• Electric sector spent $11-$12Million/hr during SANDY response
• Time saved at tolls stations not measured
