THE SPECIAL CONFERENCE,
Noting that an estimated six million people have no access to water and sanitation,
Deeply disturbed by the fact that 1.3 million people are living with HIV/AIDS, including
133,000 children under the age of 14 years,
Further noting that there are 1.5 million orphaned and vulnerable children, including over
100,000 child-headed households,
Recalling the slight increase in the number of reported cholera cases,
Recognizing that over the past year a total 11,744 suspected cases and 570 deaths of measles
were reported in all of Zimbabwe’s 62 districts in an outbreak that started in September 2009,
Emphasizing that grain purchases and casual labor activities are playing an important role in
meeting the needs of households that do not have stocks from own production at 36% and 17.5%
of households respectively,
Deeply concerned about the sexual and physical abuse of females in particular,
Keeping in mind that the country claims that its own production remains the main source of food
in 40% of households,
Convinced that since this committee has access to economic resources, the reconstruction and
development can be sustained,
Supporting ECOSOC (Economic and Social Council) in its resolution, when creating a
framework for advisory groups on different African countries that are emerging from conflict
and are in need of economical and humanitarian help, to develop a long-term program supporting
the integrations of development and its relief,
Noting with concern that measures must be taken for Zimbabwe when dealing with economic
reconstruction,
Deploring the excessive degree of inflation and unemployment,
Deeply concerned that Zimbabwe has failed to deal with its economic and political issues,

Calling upon the governing party (Zimbabwe African National Union – Patriotic Front (ZANUPF) to refrain from using violence in order to maintain power over people,
Alarmed that the formal revolutionary leader, Robert Mugabe, destroyed the homes of the
citizens that voted against him in the elections,
Fully aware that the country relies on food aid, and that the life expectancy has dropped from 61
to 33 since 1990, and that 1 out of 5 children have AIDS,
Emphasizing that there were already tensions between Zimbabwe´s two largest ethnic groups,
before the arrival of white settlers and that these tension shave not been resolved yet,
Reaffirming that the commission would include experts to formulate policies and programs for
the area of the government requiring assistance,
1. Calls for an overview of the humanitarian situation and support the HC in ensuring that
coordination mechanisms continue to be strengthened in line with the evolving context in
the country;
2. Draws the attention to a well-functioning HCT and clusters at national level and increase
engagement with the provincial coordination structures;
3. Adding that humanitarian preparedness and response is underpinned by integrated
analysis and IM, and promote joint assessments;
4. Further recommends effective resource mobilization based on needs, gaps and
opportunities;
5. Urging awareness on the humanitarian needs gaps and challenges;
6. Having examined that early warning mechanisms are in place, and contingency plans are
updated;
7. Emphasizing a leading role in facilitating, on behalf of the HC, the multi-sectoral needs
assessment missions to identify priority needs and propose appropriate responses;
8. Requests enhanced engagement and partnership with counterparts in the Inclusive
Government and donors in support of humanitarian action;

9. Urges countries that have enough medical aid within their borders, like Cuba, the United
States and Lichtenstein to sponsor the sending of a small proportion of their doctors/
health specialists to Zimbabwe as soon as possible;
10. Reaffirm the resolutions of institutions such as the ECOSOC for plans for reconstruction
of economic problems in Zimbabwe, as well as other African countries;
11. Urges all member states to review their position with respect to internal assistance within
countries in need of economic assistance and accompaniment;
12. Requests to all member states to comply with the goals of the U.N. Department of
Sustainable Development to streamline efforts of economic aid;
13. Encourages all state members to sign a Free Trading Agreement, otherwise FTA, with
Zimbabwe to bring in benefits to both countries and allow economic development;
14. Endorses the creation of a new currency for Zimbabwe to adopt that is viable enough to
substitute the Zimbabwean dollar;
15. Calls upon the UN to penalize penalties violent leaders;
16. Encourages all countries to aid (the less wealthy and less fortunate countries) Zimbabwe;
17. Calls for their leader, Robert Mugabe, to stop using violence;
18. Requests that 1st and 2nd world countries donate money to the Zimbabwean government
to help boost their economy.
