The joint project of CIDA-WAPDA was completed in 1990. Thereafter TSG was working without any external support or assistance till the project under technical cooperation of JICA (Japan) started in April, 2011 for capacity building of TSG. Since, 2005 TSG is functioning under the Services Division NTDC. 1.2 Capacity Building of TSG The need of improvement of training capacity of TSG NTDC was identified during the visit of a fact finding mission of JICA (Japan International Cooperation Agency) Japan in 2005. A team of AKC (Asia Kyodo-Sekkei Consultant)/JICA experts, arrived at TSG Lahore in April 2011 for 1st survey visit of TSG NTDC to undertake and start the project. This 3-years project started in April 2011 and will be completed in April 2014 Japanese Technical Cooperation Project for Improvement of Training Capacity on Grid System Operations and Maintenance in The Islamic Republic of Pakistan The following three main objectives were set for the project: a) Provision of new and modern training equipment by JICA b) Revision/up-gradation of the old training course books and facilities based on the knowledge and skills acquired through TOT c) Training of trainers (TOT) of TSG engineers and instructors in Japan 3 1.3 Basic Policy of TSG TSG Policy To contribute to the continuous improvement in performance of grid system in Pakistan through the basic technical education and the advanced technology Activities for achievement of target objectives of TSG Policy: By maintaining a competent team of engineers and technicians in TSG as technical expert as well as trainer, By having an effective and numerically clear Annual Plan and Long Term Plan of Trainings and Technical services, By having an effective Maintenance & Management System of Training Equipment and Facilities, By introducing a culture of personal safety, fellow’s safety and equipment safety not only while on the work but also in the general public, By having a system of feedback, evaluation and technical information sharing among all the stakeholders of TSG i.e. trainees, their supervisors and management of GSO field of NTDC/DISCOs & IPPs through meetings, seminars, technical workshops, etc. Through training of each technical employee of grid system operation and maintenance, for improvement of his professional skill and better contribution towards the development, Through providing on-job trainings, technical services and consultancy in all the three major fields of grid system i.e. Substation Equipment, Transmission Lines and Protection & Instrumentation, By having a regular time based as well as need based system of upgradation and revision of training courses at TSG training centers to keep them in-line with the requirement of grid system operation and maintenance. “PROFESSIONAL O&M PERSONNEL FROM TSG” 4 1.4 Training Structure To accomplish the target objectives based on TSG basic policy, TSG conducts training courses mainly for GSO technical staff. TSG training courses are of two basic categories, Skill Enhancement (SE)trainings and Promotion Criteria(PC) trainings. Each category has three fields i.e., Grids Operation and Maintenance, Protection & Instrumentation (P&I), and Transmission Line (T/L). Refresher courses and seminar/workshops are also conducted time to time along with these trainings. 2) TRAINING PURPOSES Each training course of TSG has its specified purpose as described below: Skill enhancement (SE) course is to learn applied theory of relevant courses such as Grids Maintenance, P&I and Transmission Line maintenance (Deadline & Live line) with practical in workshop / laboratory and enhance technical skill for hands on working on the actual job. Promotion Criteria (PC) course is to refresh the knowledge in relevant field (grid maintenance, grid operation, P&I, T/L, etc.) through lectures and fields visits of grid system. Refresher course is to relearn about the specific equipment through the lectures & demonstrations by TSG instructors or experts. 3) CONDITION OF TRAINEES FOR GETTING TSG TRAININGS The conditions and entitlement criteria of trainees for getting TSG training is as under: For Skill Enhancement training: The trainee must be a regular employee of GSO NTDC/DISCOs/GENCOs/WAPDA preferably with 1-year experience in the relevant field. The trainees having 3-years Diploma or Bachelor of Engineering need no previous experience of GSO. the target number of trainees for each year based on the requirements of GSO departments of NTDC and DISCOs and other stakeholders. Increase in the number of trainees should be kept under consideration in each Annual Plan and efforts will be made so that GSO departments of NTDC and DISCOs and other stakeholders may dispatch more trainees. General Manager (Services Division) NTDC is the implementing authority for these charges. These charges are revised time to time to coop with the financial reviews in NTDC. The charges are payable by cash cheques in the favour of GM SD NTDC Wapda House Lahore with intimation to the CE TSG NTDC Lahore to maintain necessary record and to issue the training certificates of the passing trainees. Prior payment of the training charges for issuance of the training certificates to the trainees is mandatory requirement. Millions) 20.00 00.10 00.10 02.00 01.20 01.00 00.20 24.60 20 10) TRAINING EVALUATION AND QUALITY ASSURANCE SYSTEM (FEEDBACK, AVERAGE RATING OF QUESTIONNAIRES) TSG has a quality assurance program for evaluation of training quality at training centers and its effectiveness in the field. Feedback of trainees and their supervisors is obtained through a prescribed format of questionnaires upon the completion of each training course. The grading criteria for overall quality rating of training is as under: Quality Assurance and Evaluation Grading Criteria for TSG Trainings “4” for Very good “3” for Good “2” for Average “1” for Not good The annual average grading rating for the year-2012 is ‘2’.
