1 WELCOME & INTRODUCTIONS
Andy Roper opened the meeting and welcomed those in attendance, round the
room introductions were made.
2 MINUTES AND MATTERS ARISING
A reminder all ECN members attending an ECN meeting can claim reasonable
travel and carer expenses, please keep receipts and email Natasha Mayger
(natasha@ealingcvs.org.uk) for an expenses form.

Andy Roper has sent a letter in regards to the allocation of Children Innovation
Fund commissioning by LBE direct to groups without an open process. He is still
in negotiations on whether more of the £3,500,000 will be available for the VCS
later in the year
VCS CCG Care Navigators Commissioning (£250,000 per year). Commissioning
should hopefully now commence in November 2015. It will be for 2 years.
ECN Small Groups Bursary Scheme and Small Groups Partnership Development
Deadline has now passed, the ECN Panel will meet on October 1st and final
decisions will be available October 7th.
Deadline for the new LBE General/BME Advice Service tender has now passed
Decisions should be end of October, with the new service available from
November.
Misak advised the Ealing Advice Forum will continue, with support from the
Ealing Specialist Advice Service. Any advice groups who would like to join please
contact Misak on hayashen@caia.org.uk
The Arts and Culture Forum is looking to re-launch in the new year, now that

3 LBE SRATEGY AND ENGAGEMENT TEAM
Kieran Read, new LBE Director of Strategy and Engagement, gave a talk about
the new LBE Team and future priorities.

The new team brings together quality, performance, communications and
strategy, including VCS policy.

The new team will cover the same range of topics as before, as well as
picking up the management of strategic VCS grants: ECVS, ECN and the
Area Fund

LBE is only 50% through its £96m savings, meaning more difficult
decisions are to come over the next 4 years.

How can LBE shift spending? How can LBE provide support for VCS
groups dealing with change?

Social Care takes up 2/3 of the budget (looked after children, long term
residential care etc.)

The Health and Wellbeing Strategy is going out for consultation. LBE
welcomes responses

Questions and Answers

Janpa Basranl: What role can the VCS play in helping with your
communications?
- Kieran: The VCS communicate with the public directly, this is very
important. LBE want to improve the way they respond to feedback.

Barbara Drozdowill: Applying for contracts online via the portal can be
confusing. Small groups which lack staff with these skills are forced to pay
professionals for help.
- Andy: ECVS will be running IT workshops to help groups, including
online application portals. ECN has also agreed with LBE and the CCG to
add social value questions into their future contract tenders.

Yuusef Guuled: LBE need to not only rely on forms, but should visit
groups, this would help minimise the effect on small groups that cannot
afford professional bid writing services.
4 CARE ACT
Trevor Daniel, Project Manager from LBE, gave an update on the Governments
changes to the Care Act and the timetable for implementation.

Announced July 2016 a decision to defer some Care Act proposals until
April 2020.
- £72,000 cap on costs of residential care
- changes to upper and lower capital thresholds for financial assessment.
- zero cap on those born with an eligible care need

LBE will be consulting on charging for Telecare and other Carers Services.
Start date for consultation is October 2015.
- Andy Roper asked for the consultation period to be extended from 6 to 8
weeks.
- Barbara Drozdowill felt there should be a small budget set aside to help
small VCS group to distribute the consultation information.

- Anna Perry raised the point that there is a focus on preventative
treatments; but these seem to be the services LBE would now like to
charge for.
- Andy felt if charges are introduced these should only be for people on
higher incomes and services should still be free for people on will be for
low incomes.
Trevor said LBE still have £96m to save, and charging for services means they
do not need to be cut completely.
All issued raised during the consultation will be considered by the LBE Cabinet
5 LBE ADULT LEARNING WORK
Sharon Thomas, LBE Adult Learning Manager, gave a presentation on LBE’s
work on adult learning, including future priorities and the Ealing Community
Learning Plan.

LBE funding depends on an annual financial allocation from the Skills
Funding Agency (SFA) However still need to fit into LBE’s framework.

Current priorities include, English, Maths, traineeships and
apprenticeships.

The end result is to get people into sustainable employment.

New LBE Family Learning Project “Keeping up with the children”.
Encouraging parents to get involved with children’s school life. Parents
who cannot afford this will have costs subsidised.

LBE would like to work with VCS groups to place trainees and apprentices.

New Community Learning Mental Health Pilot being developed with West
London Mental Health Trust for people with mild to moderate mental health
issues. People can self-refer.

LBE Adult Education is currently being prepared to be Ofsted reviewed.

Questions and answers

Mukta Handule: Will employability training be directly delivered by LBE or
commissioned?
Sharon: Some training is commissioned from local groups.
Andy: When can VCS organisations apply for the next round of
commissioned funding ?.
Sharon: Grant priorities and funding will be announced in March 2016
It was AGREED ECN would arrange an information briefing in March with the
LBE Adult Education Team for VCS groups interested in applying for the next
round of community learning funding

6 NEW FUNDING OPPORTUNITIES
Andy Roper updated on potential additional LBE commissioning around the Care
Act. However specific details have not yet been released.

Note: EU Funding Latest Update: Funding via the London EU ESF programme.
Big Lottery Fund have announced three further new programmes
1. Employment Support for People with Common Mental Health Issues
2. Employment Support for People with More Severe Mental Health Issues
3. Employment Support for Refugees
Bids must be sub-regional for West London
For the two mental health strands there is a focus on particular wards in each
borough, for refugees it is borough wide
Funding over three years is £1,780,000 on common mental health, £1,000,000 on
moderate to severe mental health and £827,500 on refugees
Projects to start July- November 2016 and end December 2019.
The process opened on 8th October and you can download documents now from
the Big Lottery Fund website.
The deadline to submit stage one bids is 30th November
These will have to be sub-regional VCS consortium bids covering 7 boroughs,
you can't just put in borough bids. As these are 7 borough bids there are likely to
be only be 2-3 VCS groups from each borough.

Marcin Lewandowski said Action Acton are leading a consortium that has already
submitted an ESF application for employment support for BME women. They
should find out in November if they are through to stage 2.
Andy updated on potential VCS commissioning via the DCLG Health
Transformation Fund around Online Information, Self-Care and Mental Health.
Not all of the £250,000 allocated to Mental Health will be focused on Improving
Access to Psychological Therapies (IAPT) training, some can be used by VCS
groups to increase access to mental health services
Outcomes of LBE CCG grant decisions. One major grant wasn’t awarded in the
end - around day opportunities for people with disabilities. LBE will consult VCS
groups on a revised spec, open a new grants round in January and with new
funding starting from April. Andy has raised a query on what will happen to
services for people with disabilities October to March

Matthew Coulam informed reps of the new Specialist Advice Service for Adults.
This is due to start on a rolling basis from October
7 HEALTH AND SOCIAL CARE PARTNERSHIP WORK
The integrated care programme in Southall and in Greenford, Northolt and
Perivale has not yet been fully rolled out. It will initially be operational in 4/5 GP
Practices in each area
Natasha Mayger reported on the ‘Ealing Health and Social Care Summit’ a
partnership event for VCS reps, CCG reps, GP reps, West London Mental Health
Trust and reps from Ealing Council Adult Services, Childrens’ Services and Public
Health.

8 FEEDBACK FROM ELECTED REPS
ECN recently elected new reps on a number of partnership boards. Some of
these gave feedback from their first meetings.
 Ealing Borough Reducing Re-Offending Board, Gillian Chapman has found
the meetings useful. So far she has used the opportunity to highlight the
disappointment that the criteria for grants did not allow those working with
ex-offenders to bid this year. There is also a reorganisation of the
probation service currently happening; however changes are not yet in
place.
 Dee Khan, attended both the Reducing Re-Offending Board and Youth
Justice Board. He found both informative and encouraging. If you would

 Robert Guard has sent in a written report on the Central Ealing Forum
 Clare Fay has attended the Childrens’ Health and Wellbeing Board. They
are setting up a working group looking at young peoples’ health. For

9 EALING STRATEGIC VCS PANEL
This important Panel brings together VCS reps with senior Officers from LBE,
CCG and West London Mental Health Trust
It coordinates VCS policy and partnership work, future commissioning round, joint
external funding bids and the new Compact. ECN has 5 reps, in addition to the
Chair and Vice-Chairs
Re-elections for the VCS reps will be at the next ECN meeting in December. If

10 FUTURE TOPICS, SPEAKERS AND FORMAT OF ECN GENERAL

Reps suggested a discussion at the next meeting around community safety and
also inviting LBE’s lead on Ex-offenders
Note: Andy has invited LBE Community Safety. They have agreed to give a
presentation to the ECN meeting in December
