Dear Colleagues
It is really a matter of serious concern that we are going through a worst ever phase. We have been
trying our level best since November 2013 when we received the first quarterly grants (March-May
2013) to receive the pending grants in time. We tried our level best to adopt agitational modes as
well as persuasive and pressure tactics through lobbying with Ministers and Bureaucrats but all our
serious efforts proved futile. This peculiar phenomena emerged because of unexpected rush of court
cases, malfunctioning of the directorate and annual budget could not be passed due to election code.
If the annual budget could have been passed in time the pending grants may be revalidated. Hence
the quarterly grant system may not be hampering like this. But non seriousness of the directorate is
clearly indicative when it received rs 70 crores under vote on account but disbursed not even a single
penny. Not only the directorate disturbed the system seriously but told a lie to the media persons.
Under these circumstances we have no other alternative than to fight.
Our hopes for job avenues for younger generations in form of lifting of ban on recruitment were also
dashed to ground due to the mischievous bureaucratic efforts to torpedo it. Despite clear cut orders
from the Chief Justice of Punjab and Haryana High Court the Ministers and Bureaucrats are trying to
derail the process of lifting ban on recruitments by issuing mischievous orders. The DPI Colleges
issued one circular for colleges on July 05 by which Education Department directed the colleges to fill
the 25% posts on three year contractual basis with only basic salary of 21600. Without amending the
95% deficit grant in aid rules the share of the managements has been increased by four times for
three years and five times after the completion of process. After three years the fate of the recruited
teachers will be decided by an expert committee. The conversion of posts has been denied. We fully
condemn the letter on many grounds like it initiate contractual appointment under grant in aid
scheme, Civil Services Rules and university calendars do not allow the probation period beyond two
years, it legitimize the underpayment in colleges by providing basic salary only, conversion of posts is
an integral part of grant in aid it can’t be denied. Despite High Court Orders we can’t expect up-todate review of posts. The spirit of the orders seems that Govt desires to pass its term of remaining
three years. The ultimate fate and financial burden of lifting of ban on recruitment present Govt may
desire to put on the next Govt. At the time when more than 50% posts are lying vacant in the
colleges, the government is playing its own crooked politics by working for the demolition of the
cause of education. We should try our level best to fight it out against the unjust orders. The
unanimous recommendations/decisions of the high powered committee (myself was also the
member) formed by the Govt under the convener ship of Special Secretary Higher Education have
been totally ignored. The committee recommended filling 50% posts with immediate effect and 50%
in the ensuing session. Another recommendation was giving preference to single man departments. A
second recommendation was to complete 50% vacancies in multi member departments. The
committee also recommended allowing the colleges to convert the posts to another subject.
Action Program:
We have been trying our level best to form a coordination committee of stake holders like
management federation, principal’s associations and non-teaching employs union. But we could not
get any encouraging response from them. Now, the Management Federation through S. S P Anand
assured us to give full support that we shall sent all the teachers/employees. Principal B B Sharma on
behalf of principal association of GNDU colleges also assured to extend the support and active
participation. Further, the Principals Federation of Panjab University by its General Secretary Pr
Swaranjit Singh assured us the support and participation. The Principal Association of Punjabi
University along with the Non-Teaching Association too is being asked to extent their support for the
cause of teaching and non-teaching fraternity, the students in turn and the society as a whole.
Reacting against the ‘arbitrary’ move of the Punjab Government, the PCCTU along with Management
Federation and Principals Federation of Guru Nanak Dev University and Panjab University has
planned Complete Education Bandh on 17th July to proceed to Vidhan Sabha and court arrest of
Executive Committee (Office Bearers, District President and EC Members) if required. Our each and
every member of PCCTU will avail mass casual leave and should feel that it is his/her religious duty
to attend the protest dharna/march. We shall assemble at Rally Ground Sector 25 at 11 am and
hold protest rally. After the rally we shall proceed to Punjab Vidhan Sabha if not allowed the
Members of Executive Committee will offer for Court Arrest. All the Office Bearers, District
Presidents and E C members are requested to come with complete preparations.
Executive Committee Meeting: The Executive Committee will meet at Panjab University Guest House
at 2.30 pm. The agenda will be circulated separately. In case of Court Arrest the EC will be held in Jail
or Police Station.
The General House: The PCCTU will hold its General House at Doaba College Jalandar on July 26 at 2
PM. The reports of Finance Secretary and General Secretary will be presented and in the General
House for Its approval.
The Bi-Annual Elections: The Bi-Annual elections for the post of Seven Office Bearers and Eleven
Members of the Executive Committee will be held on July 27, 2014 (Sunday) at Doaba College
Jalandar from 08am to 03 pm. The delegates must bring their college identity card otherwise it will
be difficult for the Returning/Presiding Officers to allow a delegate to cast his/her vote.
Delegate Fee: The delegate fee shall be rs 80 rupee and delegates will be served with breakfast and
lunch. Some units have not deposited their rs 20 as AIFUCTO fee they should also deposit their fee.

Observations:
As a General Secretary I have few observations regarding nominations. In the recent past a teacher
never contested on two seats like one office bearer and other EC member or contesting two offices or
district president and contesting office as well as EC too. Though PCCTU constitution is silent on the
issue yet we have to resolve it for the future. This situation will complicate the organizational elections
in the coming future like a teacher may file nomination to all the offices as well as EC member. We
should discuss it in EC and bring its resolve to General House. It is necessary because in our
organizational elections there is no provision of Midterm/Bi-elections. We do have little constitutional
arrangements to fill the gap but certain positions like no provision to fill the gap if an EC member
retires/resigns.
Term of Offices:
We extended the term from one year to two years by a constitutional amendment but I personally feel
that by the extension there prevailed lethargy amongst Office Bearers, EC Members (Dist Presidents
and EC members) and in the cadre. We should move to the old system of one year term. Kindly do
discuss in the units and share your views directly to undersigned or through delegates who are coming
to attend the General House. If we are convinced unanimously we should move for amendment in
General House.
Bereavements: We are really sorry to inform about the sudden demise of Mother of Prof. Gopal Singh Buttar.
We pray to the Almighty to grant peace to the departed soul and courage to the family to bear the agony.
