 CR
Strengthening efforts began in earnest
with the 1st Conference for African Ministers
responsible for CR in Addis Ababa in August
2010. First regional platform on CR
 The Conference was aimed at addressing
Governance as well as statistical gaps caused
by under registration across Africa
 Isolated project-based and Institution-led ad
hoc initiatives have not yielded meaningful
results
 Comprehensive
Assessment to appraise the CR
landscape among member countries.
 The
CA findings should inform country Strategic
Plans with a view to addressing the four key areas
of
a
CRVS
System.
(Policy&Legal,
Operations&Management, Cause of death and
Statistics
 APAI-CRVSS
also designed and recommended an
Operational Frame work for CR systems in Africa.
 Registration
of all births and deaths occurring in
Kenya and of Kenya citizens occurring outside
Kenya
 Archival,
preservation and security of births and
deaths records
 Issuance
of birth and death certificates
 Processing,
analysis and dissemination of vital
statistics from registration records
 In
Kenya CR is a National Government function in
the Ministry of Interior and Coordination of
National government.
 CRS
is placed under one directorate which
includes The National Registration Bureau,
Immigration Services and Refugee Affairs.
 Legal
Mandate only provides for Vital Events
Proper
+
Vertical
events(Births,
Deaths,
recognition and legitimation)
 National
system of registration with a national
office and sub national offices known as
district/sub county registries.
 The
CR process is hinged on a community-based
system of civil registration.
 Local
government administrators (Assistant Chiefs)
register home events while nurses/clinicians
register health facility events.

 CRS
systems have been established primarily for
their value as administrative data hubs. Data uses
include personal identification, ID verification and
statistics for planning
 Presentation and dissemination of structured
statistical data has picked up from 2012 with the
Economic Survey 2012, Stat Abstracts and Annual
Vital Statistics Report 2013 - analyzed
 These structured reports will be part of a standard
format for periodical information on CR

The CRVSS through IPRS shares data with several
organizations with different data requirements –
Administrative, Statistical and both Admin and
Statistical data sets.

systems that cater for both historical
(permanent and legal) data and new CR data
 Systems
Integration where the CR events are
managed by different authorities.
