General purpose
That state public libraries are recognized as
places that, using technology creatively,
offer services that meet the needs of people
and contribute to their economic and social
development.
Emphasize: reading and writing promotion, and cultural
and community development

Specific purpose
Technology:
Improve access to information in libraries through the
management and provision of complementary
technology, monitoring of its technological conditions and
the generation of capacities for its technical support.
Training:
Establish a training system for libraries’ staff to foster
their skills to handle technology and information and for
improve their abilities to provide services with
technology, to meet the needs of the community and
position the library at the local level.

Library Services:
Create at national level, or support at local level,
library services involving technology and with
emphasis in the encouragement of reading, access to
information and collective generation of knowledge.
Advocacy:

achieve the commitment of the private sector and civil
society with the generation of resources.
