AIR FORCE JUNIOR ROTC APOLLO LEADERSHIP SCHOOL (ALS) CADET GUIDE AND OPERATING POLICIES AND PROCEDURES (September 2013) I. MISSION STATEMENT. The Apollo Leadership School (ALS) will provide the opportunity to increase the self-confidence, pride, leadership, team-building, and military knowledge of every cadet in attendance. This will be accomplished through a curriculum of challenging academic, physical fitness, and field activities conducted in a Basic Military Training atmosphere. A. The Apollo Leadership School consists of two distinct sections. (1) Leadership Laboratory: Leadership Laboratory is a three-day school held at Apollo High School and conducted in the early part of June each year. During this school, instruction will be focused on the leadership skills and knowledge required to supervise cadets in Drill, Marksmanship, Archery, Wear of the Uniform, and other skills required to supervise all activities conducted by the Apollo AFJROTC Group, KY-071. (2) Field Training Exercise (FTX): FTX is a two-and- one- half-day field exercise conducted in the Fall and the Spring of each year at the Kentucky Army National Guard Wendell H. Ford Regional Training Center (WHFRTC) near Greenville, KY. FTX instruction focuses of developing the leadership skills and knowledge required to supervise operating in the field to accomplish various unit activities such as Orienteering, Marksmanship, Rappelling, and Survival. B. To graduate from the Apollo Leadership School, a cadet must successfully complete both the Leadership Laboratory and Field Training Exercise sections of ALS. These sections of ALS may be completed in any order. C. Cadets must complete Apollo Leadership School before they can be promoted to the rank of a Cadet Officer. 2. INDIVIDUAL PREPARATION: Cadets must arrive at the school mentally and physically prepared for an intensive leadership training program. ALS does not have the resources to devote to cadets who are not prepared. An unprepared cadet may be asked to leave. Each cadet is responsible to know and understand the information in this Cadet Guide! 3. AUTOMOBILES: Cadets are not permitted to use private vehicles for transportation TO/FROM the FTX. 4 CONDUCT: a. The Cadet Code of Conduct applies: “We will not lie, cheat, or steal, nor tolerate those among us who do.” Cadets will show proper respect for WHFRTC Center personnel, AFJROTC instructors, chaperones, Cadet Training Officers (CTOs), and other cadets at all times. b. Cadets are guests of Wendell H. Ford Regional Training Center (WHFRTC) and must comply with the rules of the Center. Any violation of Center rules or laws will subject the cadet to the same disciplinary action as for civilians or as if they were in their own school. Violation of ALS rules and unauthorized absence from formations, threatening actions toward officials or other cadets, or any other disorderly conduct will result in disciplinary action. ALS is an official function of the Air Force Junior ROTC Program, approved by Headquarters AFJROTC at Maxwell Air Force Base, Alabama. It carries the responsibilities and discipline of any approved academic program. Failure to comply with the rules and regulations or failure to attend all formations will be cause for failure and/or removal from ALS. c. Cadets will not: - Go anywhere on their own without specific permission from the SASI or ASI, this includes WHFRTC, Barracks, classrooms, exercise areas and the field exercise areas. 3 - Attempt to enter any area that is posted as RESTRICTED or AUTHORIZED PERSONNEL ONLY. - Use loud, profane or disrespectful language. - Display affection in public or fraternize with any personnel. - Smoke or use tobacco products of any kind during the course of ALS. - Underage drinking or illegal drug use may be subject to local law enforcement jurisdiction. - Enter any building unless it is during time allotted for scheduled activities and/or only with permission from an instructor. - Miss any formations. Cadets will arrive on time and in the proper uniform. - Be authorized to use any cell phones or electronic entertainment devices at ALS. If a cadet elects to bring a cell phone or an electronic entertainment device, it must be surrendered to their SASI/ASI during in-processing. It will be returned upon graduation. - Attempt to and/or socialize with any personnel who are not directly associated with ALS. WHFRTC personnel and any other students attending various WHFRTC Center-sanctioned programs are off-limits to ALS cadets! 5. BARRACKS: If Barracks are used during FTX, the following rules apply. (Barracks are used only for shelter during a weather emergency) a. Barracks are the property of WHFRTC and are normally occupied by military personnel. Cadets must realize the trust that WHFRTC has in them to return the Barracks to the Center in the same condition as when they were assigned. The barracks are air-conditioned, and consist of and Administrative area, a laundry room and supply room and four sleeping bays that can house 30 personnel each. Each bay includes 15 double stacked bunks and foot locker for each occupant. Each bay has a common shower and toilet facilities. Cadets attending ALS will be assigned to a specific bunk in a specific barracks bay, with cadets from other ALS schools. b. Female cadets are housed in one bay of the barracks, males in another bay, and Instructors and staff in another bay. Male cadets will not enter female areas, and females will not enter male areas—unless accompanied by an instructor. Cadets will not enter the Instructor/Staff bay without specific permission of an Instructor or staff member. Violation of this rule will result in immediate disciplinary action, including possible dismissal from the school. c. Cadets will be confined to Barracks from 2200 to 0500. Barracks will be inspected each morning and the barracks will remain in inspection order until 1800 hours each day. d. Lights out time is 2230 hours. Cadets may visit the lavatory after this time but will not visit with other cadets. e. No equipment will be removed from the barracks without permission of the WHFRTC ALS Staff. Equipment within the Barracks belongs to WHFRTC and will not be misused.. Any damage to the barracks will require reimbursement to WHFRTC Center by the responsible cadets. f. Washers and dryers are available in the Barracks and may be used on a schedule established by the ALS staff . ALS will provide barracks cleaning supplies. g. 4 6. MEDICAL CARE: a. ALS is not the place to bring chronic medical problems like asthma, high blood pressure, etc. Our medical treatment capability is primarily for first aid, not outpatient care. Parents must complete the standard medical release form to enable cadets to have access to medical treatment facilities. Additionally, parents should ensure the medical forms are completed accurately and in detail with particular attention to questions on pre-existing conditions. Particular attention should be paid to the section on the form requiring a witness signature. This is required to ensure that the parent/guardian has actually given permission for school personnel to act for them in transporting the cadet to a medical treatment facility in the event of an emergency. The hospital will not treat minors without the permission of the parent/guardian and valuable treatment time may be lost if the medical facility must place a long distance telephone call to obtain permission. Please note that on the form, parents must list their medical insurance identification number or account numbers, since the medical treatment facility will be billing appropriate insurance carriers. Cadets without proper medical or school insurance should obtain such prior to ALS. b. Routine injuries that occur at ALS (blisters, poison ivy, sprains, etc.) will not normally be cause for elimination from ALS, but may preclude continuation in certain phases of instruction. Cadets with such disabilities will be evaluated on a case-by-case basis and when possible may be permitted to continue in various phases of instruction specifically tailored for them. Injuries deemed serious by the ALS administration and, in consultation with the appropriate Aerospace Science Instructor and medical personnel, may warrant termination of instruction and release from ALS. In this case, the parents will be required to arrange transportation for their child. c. All medications, except asthma inhalers and birth control pills, will be turned into the orderly room during in processing on the first day of ALS. Cadets requiring medication will be required to attend “sick call” at the time specified by the administration or the prescribing physician. Cadets should not bring “just in case” over-the-counter medication, such as Tylenol, Benadryl, etc 7. COST OF THE SCHOOL: The total cadet cost is determined by the cost of meals, barracks, facilities, and field training exercise course resource requirements, less Air Force funding. Cadet costs will be determined by the Instructors. 8. GRADUATION REQUIREMENTS: To graduate from the Apollo Leadership School, a cadet must successfully complete both the Leadership Laboratory and Field Training Exercise sections of ALS. These sections of ALS may be completed in any order. 9. CADET REQUIREMENTS FOR ATTENDANCE AT ALS a. Cadets must be currently enrolled in at least one Trimester Term of the current school year, and be in good academic standing. b. Fitness is a critical component of ALS. Cadets should be capable of walking/marching at least 4 miles per day. A good indicator of student fitness is the 1 ½ mile run, therefore, all cadets must be able to complete a 1 ½ mile run in formation, at Double Time prior to attendance at the Leadership Laboratory Section of ALS. c. Cadets must have no recurring medical or social behavior problems that would interfere with the normal course of academic or leadership instruction or would require special medical equipment. For other than bona fide medical emergencies, ALS does not have resources to provide extraordinary medical attention, particularly while in the field. d. Cadets must arrive at ALS in compliance with the personal grooming standards in AFJROTCI 36-2001 and must have the required items listed in these instructions. 5 10. INSTRUCTOR REQUIREMENTS: Each participating school is expected to provide two instructors for all phases of ALS. Exceptions will be considered by the Commandant on a case-by-case basis. 11. UNIFORM ITEMS REQUIRED FOR THE LEADERSHIP LABORATORY SECTION OF ALS 1 2 Complete Air Force Uniform with Short Sleeve Shirt (No Tie or Tab) AFJROTC PT uniform 12. UNIFORM ITEMS REQUIRED FOR THE FTX SECTION OF ALS There is not a specific uniform designated for the FTX Section of ALS. Cadets are strongly encouraged to obtain the Suggested Field Training Exercise Items. SUGGESTED FIELD TRAINING EXERCISE ITEMS Long sleeved shirt that buttons to the neck Jeans or fatigue trousers (take an extra pair) Sleeping bag (or warm blanket and a pillow, if you prefer) Folding knife: blade may not be longer than 3” Poncho or plastic raincoat. Plastic ground cloth (4’ by 6’ will suffice. LEADERSHIP POSITIONS AND RANK: Current KY-071 Rank 14. Minimum Knowledge: Cadets attending Apollo Leadership School should know basic information about the Air Force and AFJROTC program. With this in mind, the items listed below should be studied and committed to memory, as you may be challenged to demonstrate knowledge of this information by instructors. LEADERSHIP LABORATORY This section is under construction and will be completed at a later date. III. FIELD TRAINING EXERCISE FTX is a challenging, hands-on course involving physical fitness and field activities conducted in a Basic Military Training environment. Each cadet must be Orienteering Qualified to attend the FTX Section of ALS. FTX Activities may include any or all of the following: orienteering, rappelling, Engagement Skills Training, shelter building, one-rope-bridge, camouflage contest, tug-o-war, obstacle course and night navigation. From the moment the cadet arrives at Apollo HS prior to departure for the training area, strict compliance with the guidance of the AFJROTC Instructors, Cadet Training Officers, and Cadet Leadership personnel. Strict compliance with the Chain of Command is required. Failure to comply with the instruction of the Instructors or cadet leaders may result in being removed from the Field Training Exercise. A. Schedule: a general overview of the schedule is that the Group will depart Apollo for the Wendell H. Ford Regional Training Center on Thursday afternoon, continue the FTX through Friday and depart for Apollo Saturday afternoon. B. Lodging: Cadet lodging will be in cadet-built shelters using unit provided plastic. Cadet should bring their own rope, ground cloth, and bedding. Only the plastic shelter material will be provided. C. Meals: Meals will primarily consist of MREs. D: Clothing and Equipment: Cadets are highly encouraged to bring the suggested clothing and equipment listed earlier in this document. You will only have what you bring. Knives, each cadet is authorized to bring 1 (one) folding knife with a blade length of 3” or less. A trenching tool may be included in the equipment you bring, but not hatchet, axes, or any other cutting device. Cell phones and other electronic devices are not authorized.
