21st Century Community Learning Centers Terms and Acronym List Acronym/Term 21st CCLC Complete Name/Description 21st Century Community Learning Center - A federally funded grant program administered by ODE's OSHN staff which supports high-quality, before- and/or after-school learning opportunities and related enrichment activities for students who attend eligible schools. A-133 Audit Audit for nonprofits receiving more than $25,000 in federal funding. Your organization is subject to these audit requirements even if the federal money you receive is passed through another agency. AOS Auditor of State APR Annual Performance Report - Provides actual target data, explanation of progress or slippage and discussion of activities completed. Award or Approval Notice CCIP comment sent from the program office affirming the commitment of funds to the applicant. Budget (Table/Grid) Letter-sized, landscape table/grid form used to describe intended use of the grant award. It uses USAS codes and is submitted via the CCIP. Once approved by ODE via CCIP, the grantee is committed to spending their grant funds according to the entries on the table. Budget Revision Request When spending needs change from a previously approved budget, the budget table/grid must be revised and ODE approved before the revised spending occurs. CACFP Child and Adult Care Food Program CAPA Compliance and Performance Assessment - Tool used by ODE staff when conducting sub-recipient monitoring record reviews and/or site visits. Cash Management The federal Cash Management Improvement Act prevents state and local entities from earning interest on federal funds. Therefore, ODE uses a project cash request system for federal grants. ODE also monitors drawdown activity by sub-grantees to assure that they conform to the same standards, timing, and amount. CBO Community Based Organization CCIP Comprehensive Continuous Improvement Planning System CCIP Authorized Representative The lead person in a community based organization. This person gives final approval to the original grant application, budget revision requests and the Final Expenditure Report. The superintendent is the equivalent to this role in a school district. This person gives approval to the original grant application, budget revision requests, Project Cash Requests and the Final Expenditure Report. The treasurer is the equivalent to this role in a school district. CFDA Number The catalog number in the Catalog of Federal Domestic Assistance. The CFDA number for the 21st CCLC Programs is 84.287C. DER District Efficiency Rating EDGAR Education Department of General Administrative Regulations - Uniform administrative requirement as established for Federal grants. EIN Employer Identification Number - A number assigned by the Internal Revenue Service to all organizations ESEA Flexibility Waiver Elementary and Secondary Education Act Flexibility Waiver In an effort to support the achievement of students attending a Priority School, applicants that are a Priority school or partnering with a school that is designated as a Priority School may wish to consider planning a program that implements 21st CCLC programming under the ESEA Flexibility Waiver to provide activities that support high-quality expanded learning time during the school day for all students. FBO Faith Based Organization FCFC Family and Children First Council - A conglomerate of agencies that may enhance 21st CCLC programs and/or assist with sustainability. Contacts are located in each Ohio county. Feeder School Feeder schools are the school buildings where participating 21st CCLC students are enrolled during the school day. FER Final Expenditure Report - Every grantee must complete one of these accountability reports via the CCIP at the end of each grant year. The FER is available from July 1 through September 30. FERs are processed by the OGM. Fund Number The USAS code indicating a broad deposit code at the school district level for use by the treasurer CCIP Fiscal Representative. The fund number 599 is used for the 21st CCLC Grant program. A description of the fund codes can be found in the USAS guide published by the Auditor of State. FY Fiscal Year - State and federal fiscal years encompass different dates. For exact dates used see SFY and FFY. Grant Period / Award Period / Project The period of the grant. For 21st CCLC it’s the state fiscal year. Begins July 1 of the year in which the grant award is approach and ends June 30 Period / Period of Availability of the following year. This period is important relative to allowable activities. For purchase of equipment and supplies, the transaction is the date of the obligation. As long as the date of obligation is within the period of availability and the expenses allowable, the expense can be approved. However, for services, the transaction is the date of the service, not the contract of service. Therefore, all services must occur during the period of availability. IEP Individualized Education Program - A written individualized education program for a child with a disability that is developed, implemented, reviewed, and revised in accordance with rule 3301-51-07 of the OAC. Principles of Effectiveness The principles upon which all 21st CCLC programs must be built as identified in Sec. 4205 (b) of the ESEA, Title IV, Part B. Program Assurances The rules/regulations that are agreed to be followed by sub-grantees. They are located in the CCIP. Program Office OFP is the ODE program office that administers the 21st CCLC grants. Each program office understands the nature of the programs under their administration, monitors grant programs and is in a position to review proposed expenditures of the grant funds for compliance with state or federal standards. A site is the location where the student participants spend the majority of their time. Feeder schools are the schools that supply the majority of the students for the 21st CCLC programs. Site Coordinator-21st CCLC Each grant can have up to three site coordinators (one per site). The Site Coordinator(s) contact information should be entered into OEDS. This person oversees the day-to-day operations of the site(s) assigned to him/her. This role is for contact purposes only and does not serve a purpose in CCIP, but should be kept current. The portion of the total ODE award made available to individual applicants is called a sub-grant.
