First to Fight UNCLASSIFIED Battle Force Seventh Fleet HHQ Mission Supports USAID/OFDA typhoon Haiyan relief efforts in the Republic of the Philippines (RP) IOT prevent loss of life and alleviated human suffering ICW RP forces and requested US Capabilities First to Fight UNCLASSIFIED Battle Force Seventh Fleet USPACOM Commander’s Intent PURPOSE. Provide immediate support to AFP and OFDA relief efforts in the devastated area to reduce further loss of life and mitigate human suffering. METHOD. Employ forces and capabilities to provide damage assessments, intratheater lift support to USAID/OFDA and mil-mil support to the SFP in the affected areas to enhance GRP response efforts in coordination with JUSMAGPHIL. GRP will lead relief efforts with support from the USG lead federal agency (USAID/OFDA) and USPACOM forces. As relief efforts begin to transition to recovery, U.S. Forces will transition support functions to other organizations and/or agencies as soon as practical and ICW LFA and the U.S. Ambassador. Upon mission completion, U.S. Forces redeploy as directed. ENDSTATE. USAID/OFDA and AFP no longer require DOD/USPACOM assistance, loss of life and human suffering has been minimized, applicable U.S. Forces are safely redeployed and JSOTF-P terminates mil-to-mil support to AFP relief efforts. First to Fight UNCLASSIFIED Battle Force Seventh Fleet USPACOM Commander’s CONOPS PHASE I - CRISIS ASSESSMENT AND IMMEDIATE RESPONSE (ONGOING). This phase will likely continue throughout the operation to monitor conditions and evolving needs. Assessment teams may also be employed to identify potential projects and activities in support of Ref B and longer term goals under security cooperation parameters. PHASE II - DEPLOYMENT. USPACOM Will deploy assets to meet identified GRP requirements as validated by and AFP mil-mil support capabilities, primarily to support the movement of relief supplies, equipment, and personnel in support of AFP relief efforts. Initial deployment will be to the main GRP relief staging base in Manila PHASE III - RELIEF OPERATIONS. Deployed forces will conduct support activities with the supported organizations. Main operations will likely include the movement of personnel, supplies and resources from manila to regional distribution hubs and ISR to support SAR efforts, but may also include deploying forward to facilitate further distribution efforts and conducting limited clearing operations to facilitate and enable onward movement of relief supplies and equipment. Identifying and setting transition conditions and planning for transition execution is a key aspect of this phase. PHASE IV - TRANSITION. In coordination with the supported organizations, transition of dod activities will begin as soon as possible. As conditions are met for individual task transition, DOD will handover responsibilities to AFP or other trusted agents when those agencies are fully capable of sustaining the relief effort. PHASE V - REDEPLOYMENT. Redeployment will begin as capabilities and support activities are transitioned to other organizations, or as informed by the U.S. Ambassador. Because of the long-standing partnership and interoperability between the two nations, the U.S., working through the Philippine government, is able to rapidly respond with critically needed capabilities and supplies in times of crisis.
