Facts / Status / Conditions
• The RP/US Visiting Forces Agreement permits US military &
civilian personnel into the Philippines for HA and DR ops when
approved by the GRP (RP-US HADR CONOPS)
• Other foreign military personnel are not allowed in the RP
except under treaty or national emergency as proscribed by
the GRP Constitution
• The GRP has declared a state of national calamity and
requested and accepted assistance from foreign countries
• US Chief of Mission has submitted a disaster declaration cable
to USAID/OFDA and DOS has requested US DOD assistance
• SECDEF has directed CDRUSPACOM to conduct foreign
humanitarian assistant ops IRT Super Typhoon 31W
(HAIYAN/YOLANDA) effects in the republic of the Philippines.

alleviated human suffering ICW RP forces and requested US

USPACOM Commander’s Intent
PURPOSE. Provide immediate support to AFP and OFDA relief efforts in the
devastated area to reduce further loss of life and mitigate human suffering.
METHOD. Employ forces and capabilities to provide damage assessments, intratheater lift support to USAID/OFDA and mil-mil support to the SFP in the
affected areas to enhance GRP response efforts in coordination with JUSMAGPHIL. GRP will lead relief efforts with support from the USG lead federal agency
(USAID/OFDA) and USPACOM forces. As relief efforts begin to transition to
recovery, U.S. Forces will transition support functions to other organizations
and/or agencies as soon as practical and ICW LFA and the U.S. Ambassador.
Upon mission completion, U.S. Forces redeploy as directed.
ENDSTATE. USAID/OFDA and AFP no longer require DOD/USPACOM
assistance, loss of life and human suffering has been minimized, applicable U.S.
Forces are safely redeployed and JSOTF-P terminates mil-to-mil support to AFP
relief efforts.

USPACOM Commander’s CONOPS
PHASE I - CRISIS ASSESSMENT AND IMMEDIATE RESPONSE (ONGOING).
This phase will likely continue throughout the operation to monitor conditions and evolving
needs. Assessment teams may also be employed to identify potential projects and
activities in support of Ref B and longer term goals under security cooperation parameters.
PHASE II - DEPLOYMENT. USPACOM Will deploy assets to meet identified GRP
requirements as validated by and AFP mil-mil support capabilities, primarily to support the
movement of relief supplies, equipment, and personnel in support of AFP relief
efforts. Initial deployment will be to the main GRP relief staging base in Manila
PHASE III - RELIEF OPERATIONS. Deployed forces will conduct support activities with the
supported organizations. Main operations will likely include the movement of personnel,
supplies and resources from manila to regional distribution hubs and ISR to support SAR
efforts, but may also include deploying forward to facilitate further distribution efforts and
conducting limited clearing operations to facilitate and enable onward movement of relief
supplies and equipment. Identifying and setting transition conditions and planning for
transition execution is a key aspect of this phase.
PHASE IV - TRANSITION. In coordination with the supported organizations, transition of dod
activities will begin as soon as possible. As conditions are met for individual task
transition, DOD will handover responsibilities to AFP or other trusted agents when those
agencies are fully capable of sustaining the relief effort.
PHASE V - REDEPLOYMENT. Redeployment will begin as capabilities and support activities
are transitioned to other organizations, or as informed by the U.S. Ambassador.

Statement: The U.S. Navy expresses its condolences to the people of the
Philippines who are experiencing terrible loss in the wake of Typhoon
Haiyan/Yolanda. Because of the long-standing partnership and
interoperability between the two nations, the U.S., working through the
Philippine government, is able to rapidly respond with critically needed
capabilities and supplies in times of crisis.
Themes:
• The U.S. military is working with the Philippine government to rapidly
deliver humanitarian assistance and disaster relief to the areas the
Philippine government deems most in need.
• DoD maintains a significant capability forward deployed throughout the
Indo-Asia- Pacific region ready to provide humanitarian assistance and

Purpose.
– Minimize the loss of life and mitigate the human suffering resulting from the
typhoon in Republic of Philippines.
Method.
– Provide assistance in deploying assessment team to conduct initial
coordination, assess requirements and report back to the III MEB
• Focus of effort Eastern Samar, Ormoc, and Guiuan.

– Provide forward deployed Afloat Staging Base and employ required
humanitarian assistance (HA) capabilities in theater to include Helo lift, Air
control, limited medical support, SAR and ISR.
– Coordinate with US Embassy Manila, GRP, AFP and other Humanitarian
assistance organizations and agencies throughout.
– Transition US humanitarian assistance functions to other organizations/
agencies as soon as practical and redeploy/reposition forces as directed.
Endstate.
– Demand for emergency relief decreases to the point where the GRP and the
humanitarian community can meet relief requirements and begin recovery
operations without US military assistance.
– Further loss of life is reduced and human suffering is mitigated.
