We are happy to announce that the Centre of Antitrust and Regulatory Studies (CARS)
(www.cars.wz.uw.edu.pl) is planning to publish in 2014 a special volume of the YEARBOOK
OF ANTITRUST AND REGULATORY STUDIES (YARS) (www.yars.wz.uw.edu.pl)
entitled “The impact of EU competition law on the national competition law regimes of
“new” EU Member States”. With this publication we wish to commemorate the 10th
anniversary of the 2004 accession of ten Central and Eastern European countries to the
European Union. The volume will be edited by Professor Anna Piszcz from the Law Faculty
of the University of BiaƂystok.
The YARS Board of Editors intends to assemble ten top quality papers from
throughout the “new” EU Member States from the Central and Eastern European region (10
papers for the 10th anniversary). Topics covered by the special volume may include, but are
not restricted to, the following themes:
1) changes required by EU law and the level of adjustment of national competition laws to
EU requirements in particular areas of competition protection;
2) resolution of conflicts between national law and EU law by the administrative authorities
and courts of “new” EU Member States;
3) direct application of common competition rules in “new” EU Member States;
4) resolved and unresolved issues in ensuring the effectiveness of EU law in the area of
competition law;
5) “more economic approach” to competition law enforcement – have “new” Member States
taken a step in this direction?
6) Commission actions directed at Member States in relation to competition matters and
their resulting recommendations;
7) issues absorbed into EU law resulting from preliminary rulings in competition protection
cases ?
8) spontaneous (“de facto”) harmonisation/convergence of national laws with EU law.
Authors are expected to submit an abstract of their proposed article
(piszcz@uwb.edu.pl.) no later than by 15 January 2014 (Wednesday). Preliminary
submission should not exceed two pages and will be subject to a double review process
(authors will be informed of the results by the 19 January 2014). The same rules apply to
preliminary submissions of other contributions such as case comments, book reviews and
reports of scientific events. We will be grateful for your suggestions as to which influential
national cases (milestones) should be commented on, which books reviewed and which events
reported in this special volume of YARS.
All completed contributions will have to be submitted in an electronic form,
formatted in MS Word or in Open Office, to: piszcz@uwb.edu.pl no later than 2 April 2014
(Wednesday). Submitted articles will undergo a double, anonymous and independent peerreview process and, as a result, authors may be expected to modify their content according to
the recommendations of the reviewers.
The maximum length of an article should not exceed 7000 words.
The volume should be ready by the end of June 2014 seeing as we hope to be able to
distribute it to the participants of the 9th ASCOLA Conference in Warsaw on 26-28 June
2014.
