Frances Bay is located only one kilometre from the Darwin Central Business District (CBD)
and currently home to the region’s commercial seafood and marine industry.
Darwin is the Northern Territory’s capital. It is centrally located on Australia’s northern
coastline and is the country’s gateway to Asia. It is fast becoming the location of choice for
businesses and service industries looking to profit from Darwin’s reputation as a logistics,
service and supply hub for Australia’s northern region and export markets.
The Site’s foreshore location and proximity to the CBD provides great potential for an
integrated development comprising a number of land uses relating to marine industry,
wholesale and retail fish markets, tourism, harbourside living and public open space
amenity. The Site has the potential to become a premier address, a tourist feature and a
commercial hub.
The Department of Lands, Planning and the Environment, on behalf of the Northern Territory of
Australia, is undertaking a market sounding process to gauge market interest and seek
information from interested developers and/or operators to inform the Territory on issues and
matters related to any future release of the Site for development.
The Site comprises vacant Crown land, a working marina known as the Frances Bay Mooring
Basin and the adjoining seabed area.
Any future development of the Site is envisioned to produce a mixed used development that is
consistent with the Frances Bay Area Plan and Darwin City Centre Master Plan, including the
enhancement and ongoing operation of the Frances Bay Mooring Basin.
Developers and/or operators that have an interest in undertaking the development are highly
encouraged to participate in the market sounding process and lodge a Market Sounding
Response for consideration by the Territory.

Potential variations Variable approaches to any development of the Site may be taken within
the framework established by the Northern Territory Planning Scheme.
Location(s)
The Site has an area of approximately 20 hectares and comprises
Crown land, a working marina known as Frances Bay Mooring Basin
and the adjoining seabed area.
The Site is located on the edge of Darwin City, one kilometre from the
CBD.

Costs associated with any development of the Site would depend on the
nature of any future development proposal.
Capital required for the development may include costs associated with:
 investigative assessment, planning and design;
 remediation and reclamation works;
 land development and construction of buildings and
infrastructure; and
 ongoing operation of buildings and infrastructure, including the
Frances Bay Mooring Basin.
This market sounding is an opportunity for interested developers and/or
operators to provide feedback to the Territory in regards to any future
development of the Site. By participating in the market sounding
process, Interested developers and/or operators can:
 assess whether the Site is a suitable development opportunity to
its organisation if released by the Territory; and
 have a say which may inform any future release and
development processes undertaken by the Territory.
Interested parties may elect to be a developer in their own right or provide
funding or expertise to the potential development as part of a consortium.
Interested developers and/or operators that have the necessary
experience and capacity to fund, plan, manage and deliver any future
development of the Site in accordance with identified development
objectives and deliverables.
