Meeting next Wednesday. Barbara is putting a submission into QLDC on District Plan behalf of the Guardians, main focus being water quality, storm water run offs & wilding pines. Transformer box is being moved. Green Waste => Report attached Community Policing => No report this month. QLDC Team Leader Horticulture Wanaka => Report attached Lake Hawea Community Centre => Meeting tomorrow night. Wanaka Community Board => Good news story: Closing paper roads for a swap for new public access roads to and around the river at Hawea Flat/Devon Farms. Officially announced tomorrow. Low key tribute to Katherine Fox – 100 years since passing next Friday (October 23). Firewood: Thursday Group initiative (John T). Stocking up the firewood stores for community distribution next winter. Boating matters (John T): Night-time navigation beacon; New Waterways launching fees for boat ramps. New Boat fee is $50 for year 1 July to 30 June. John highlighted issues with the new yearly period Contact - L. Hawea Erosion Management Plan, 5 year Review (Paul) => Consultation Meeting on 23rd November – 10.00am at LHCC. Human waste on walk/bike tracks (John O). Possible signs pointing to toilets needed. Summertime fire risk (John O) => Some absentee section owners need reminding of risks. Christmas/NY events planning (John T/Dennis) => Pub needs to find a bigger parking area. District Plan follow-up (Paul) => Discussion around the HCA submission and highlighting need for Accommodation and Business zoning. MEETING CLOSED 10:07pm NEXT MEETING: 17 November 2015 3 Minutes HCA mtg 20 October 2015 GREEN WASTE REPORT [October 2015] I have transferred $1,000 of green waste takings to the Treasurer. Health/safety signs (2) have been ordered. I’m delighted to report five new Saturday volunteers: Lyn Talbot, Bob Thompson, John Osborne, Jude Battson and Jan Solbak. That makes my job of arranging rosters so much easier and, as well, means that some of my long-time volunteers can take a well-earned rest. I’m putting together a new roster. It will span 4 months – November, December, January and February Dennis Hughes From: Diana Taylor [QLDC Team Leader, Horticulture Wanaka) Scotts Beach Water Upgrade – restoration work is underway there and the area will be replanted in grass. In the Autumn we will be planting native plants in this area. There will be a fence erected at the top of the bank above the generator and another low fence alongside a section of the road by the beach in an effort to improve the grass in this area, there will be some low native plants behind this fence. The large Eucalyptus tree overhanging the toilets in this area will be felled on the 27th & 28th of October the Thursday group will be collecting any usable firewood for distribution in the community. Conifers Peter Fraser Park playground – these are scheduled to be removed 29th & 30th of October. Possum control – Otago Pest Services will be again conducting Possum Control operations in the Hawea area in November 2015 some of this may take in QLDC land, in these public areas they will be using Timms Traps which pose no danger to humans or dogs. Fence in front of Bowling Club – this will be removed as soon as we (Hort Team) have a chance to do it – within the next 2 weeks. Some changes have been made to incorporate an additional focus on the need for a management plan to be developed. The aim of such a plan is to ensure the lake’s water quality, biodiversity and ecosystems are maintained, and managed sustainably. The Guardians of Lake Wanaka are also working to ensure that all three deep water lakes in the Queenstown Lakes District Council area are managed wisely. The revised Rules are attached. Yours sincerely Alison Brown Secretary Guardians of Lake Hawea. 5 Minutes HCA mtg 20 October 2015 Rules of the GUARDIANS of LAKE HAWEA The Guardians of Lake Hawea shall be a sub-committee of the Hawea Community Association Incorporated. Aim: To ensure that Lake Hawea, its surrounds, its water quality and its biodiversity and ecosystems are maintained, and managed sustainably and safely for the benefit of all. The Guardians shall: foster the development of a management plan for Lake Hawea; liaise with users/stakeholders, and statutory authorities of the lake and its catchments; ensure that water levels and conditions of usage by Contact Energy are adhered to; contribute to any review of lake use, including any applications for consent to use the lake and its catchments; foster measurement and monitoring of lake conditions, its physical and biological properties including water quality, biodiversity, biosecurity, lake use, and lake catchment use. COMMITTEE The Guardians shall be elected each year at the Annual General Meeting of the Hawea Community Association Inc and consist of eight (8) persons. (They do not have to be HCA Inc members). The Guardians shall elect their own Chairperson and Secretary. A Chairperson shall not hold office for more than two years in succession. The retiring Chairperson shall be part of the Committee ex-officio, i.e. in addition to the eight elected. The committee shall have the power to co-opt a further two people who may contribute their expertise or knowledge in any special subject under discussion. The Quorum for Committee meetings shall be five (5). Meetings are held on the 4th Wednesday of each month at 7.30pm. 6
