Republic of Zambia MINISTRY OF MINES, ENERGY AND WATER DEVELOPMENT REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES-FIRMS SELECTION) Zambia Extractive Industries Transparency Initiative (ZEITI) Secretariat Project ID No:TBA Grant No:TBA CONSULTING SERVICES FOR THE PRODUCTION OF THE 2014 AND 2015 EITI REPORTS Reference No. MMEWD/ZEITI/C/001/15 The Government of the Republic of Zambia has applied for financing from the World Bank toward the cost of the Zambia Extractive Industries Transparency Initiative (ZEITI) Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services for ZEITI Independent Administrator to produce the seventh (2014) and eighth (2015) ZEITI Reports covering the period January 2014 to December 2014 and January 2015 to December 2015 respectively. The consulting services (“the Services”) include but not limited to the following; Undertake a review of all past Reconciliation and Scoping Reports to assess areas which need improvement; Undertake a scoping study to establish payment streams and materiality thresholds of payments made by extractive companies and revenues received by government agencies in 2014 and 2015. Conduct training workshops for all stakeholders to address the main issues that affect the reconciliation exercise once ZEC has approved the reporting templates. Production of Reconciliation reports in accordance with the EITI standard and Terms of Reference, on payments made by extractive companies and revenues received by Government agencies for the periods January 2014 to December 2014 and January 2015 to December 2015, based on accounts audited to international standards. The Zambia Extractive Industries Transparency Initiative (ZEITI) Secretariat now invites eligible consulting firms to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: i. ii. iii. iv. The firm’s core business being proposed in the area of assignment (submit company profile) Experience in carrying out similar assignments. Name, scope and cost of previous comparable assignments particularly in Extractive Industry Transparency Initiative (EITI) reporting undertaken and client contact details (email, postal / physical address) Experience in similar conditions in or regions or in sub-Sahara Africa Suitability of the qualifications and experience of the consulting firms principals or firms directors (and not key staff who may be presumed relevant to carry out the assignment as these are not required at this stage) Specific key staff requirements will be considered in the next stage and not during EOI preparation, EOI evaluation and short listing. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the quality and cost based selection (QCBS) method set out in the Consultant Guidelines.
