1. Segment Content: Content description answers the question “How
will the training be delivered to accomplish the learning objectives?”
Include the method of delivery, and a description of all materials used
to deliver the course. Do Not enter an outline of the course only.
2. Segment Length: Enter the total allocated time, in minutes, for each
segment of the learning activity. Do not enter decimal or percentages.
The total of this column should not be less than the total number of CE
Hours to be awarded for completing this learning activity. The
minimum number of CEHs for a course must be 1.0.
3. Indicate what categories (STDS, OPER, SIM) are included in each
segment. A segment can cover multiple categories, such as NERC
Standards(STDS) and Simulations(SIM). (Check all categories that

Utilizing a classroom format with a powerpoint presentation students will
be taught the purpose and differences of the FRCC Operational Seasonal
Study and the Seasonal Assessment.
Utilizing a classroom format with a powerpoint presentation, students
will be taught which reliability standards are applicable to the report and
the study methodology.
Utilizing a classroom format with a powerpoint presentation and excel
spreadsheets, students will be taught which types of contingencies are
screened during the process and review the actual coordinated corrective
plans for Fall 2012.

will be taught the study results, the review and approval process for the
report, and understand where the report is posted.

Elements and criteria required for granting NERC CE Hours:
A learning activity must contain the following elements and meet the stated criteria to receive NERC CE recognition:

Learning Objectives: Each learning activity must have clear and concise written statements of intended learning
objectives. These objectives represent what trainees are expected to achieve (know or be able to do) as a result of the
learning activity. Avoid using verbs that cannot be measured or observed such as understand, or comprehend.
Example: Identify the tasks of a reliability coordinator in a Back Up Control Center start up. How the learner is to
identify is not mentioned. A better objective would be: Identify the tasks of a reliability coordinator in a Backup
Control Center startup by circling the tasks in a multiple choice exam.

Training Content: The description of the training content segments should answer the question - How will the
training be delivered to accomplish the learning objectives? Include the method of delivery, and a description of all
materials used to deliver the course. Do Not enter just an outline of the course only. The descriptions must be in
sufficient detail that a reviewer can determine if the learning objectives can be met with the delivery methods and
materials described in each segment content description.
o Content segment refers to identifiable topics or modules within a course. There must be a match between the
segment content descriptions and the objectives that will be accomplished by that course content segment.
One content description for all learning objectives is not sufficient to allow the reviewer to assess the
application, unless the course is very short, i.e. one hour.
o The specific time requirements (in minutes) for each segment of the learning activity must be listed in the
appropriate category. Content must be consistent with the objectives, delivery methods, and learning
assessment methods.

Instruction Delivery Team: Training personnel shall be qualified by training and/or experience to fulfill their
assigned responsibilities. The delivery team can be subject matter experts, system operators or engineers. The
delivery team must be able to respond to trainees’ questions. A trainer who can correctly answer questions about the
content would be considered a subject matter expert.

Learning Assessment and Course Evaluation Methods:

Participant’s Assessment: There shall be methods and instruments for participants to demonstrate the
achievement of the learning objectives individually. Testing is the most common method of assessment but
is not always the most appropriate method. Alternate methods can include completion of exercises, attendee
skill demonstration, or problem solving. Assessment methods must be appropriate for the type objectives –
knowledge objectives verses performance objectives.
Course Evaluation: Feedback on the effectiveness of the activity must be offered to the participants.

The provider will document how they ensure that all participants who are awarded CE hours actually completed the training
and successfully completed the learning assessment process individually and without assistance. For training where part-time
participation is permitted, the provider will document how partial participation will be addressed in terms of verifying
attendance and actual completion of the participant learning assessment. The provider will provide documentation to the
participant that states the number of CE hours granted for completing the training activity and the applicable subject area(s).
Calculating CE Hours:
CE Hours can be counted for multiple categories (Operating Topics, Standards, and Simulation), and for “Professionally
Related”.
Example: A one hour learning activity focused on the topic of Automatic Generation Control (AGC), beginning with a 30
minute lecture/discussion of NERC Standard requirements related to AGC, and 30minutes of simulation for the performance of
operating AGC. In this scenario Total CEHs is 1.0, Standards CEHs is 0.5, and Simulation CEHs is 0.5. If the provider wishes,
the hours may additionally be issued as professionally related.
