Merseyside Police were unable to attend but sent a report which the Clerk read out. The
report is attached in Appendix 1. The Clerk also read out an email sent to Borough
Councillor Allan Jones from Sergeant Dave Paxton regarding the recent attempted burglary
at the Co-op.

MATTERS ARISING FROM THE MINUTES
191v – The Clerk confirmed that no reply had been received from the letter to the Bowling
Club requesting a donation towards the cost of the repairs to the Pavilion. However, the
work had not yet been completed.
192 – Concern was raised that 2 letters received from the Chairman of the Hub had not been
read out. The Chairman explained that one of the letters had been read out under Agenda
Item 187 and the other had been circulated to all Councillors on 04.09.14 and discussed at
the CDC meeting.
195.2i – Councillor Collins had attended the Award ceremony for ‘Northwest in Bloom’.
There are lots of categories which could be considered for entry. The Chairman confirmed
that Brian Whalley would be attending the meeting about ‘Rainford in Bloom’ which had
been arranged by the CDC for all interested parties. This meeting would be held at the
Village Hall on 12 November 2014 at 6pm.

195.2iii – The Clerk confirmed that the Chairman of the Rainford Hub had yet to suggest a
date for an informal meeting with members of the CDC. Councillor Grice informed the
meeting that the Christmas Fayre Committee which consists of members of the Hub and
Councillors was working well.
195.3 – Councillor Reynolds reported that Councillors Mussell and Sheedy would be joining
the Health & Safety committee to review what has already been done. A further update will
be given at the next meeting.
195.4 – Concern was expressed at the quality of the recent resurfacing of the pavements in
the Village as several complaints had been received by Councillors, including a statements
that footprints and tyre marks had been left on the coating hours after the time residents
were told it would be safe to use. Councillors agreed that the quality of work for the Village
Centre Project would need to be considerably higher and this would require regulating. The
Clerk was asked to send a letter regarding the tarmacking to St Helens Council.
197 – The Art Exhibition was very successful with a larger number of entries and visitors than
last year. The presentation ceremony was well attended. Concern was raised at the number
of children that were brought to view the exhibition at the same time on one of the days.
Councillor Aspinall stated he would raise the issue at the next meeting of the Governors.

CORRESPONDENCE
Email from a resident concerned about the lack of a crossing patrol on Cross Pit Lane. This
issue had now been resolved.
ii.
Email from a resident regarding dog faeces on the footpath near the Pottery pads and
requesting a dog bin. This was declined following a short discussion.
iii.
A letter from the mayor of St Helens Council inviting a representative of Rainford Parish
Council to the Remembrance Service in St Helens. Councillor Reynolds would be
representing the Parish Council and Councillor Sheedy said he would also attend.
iv.
Letter from the PWLB confirming the Loan Schedule.
v.
A letter from St Helens Council regarding an illegal banner advertisement on the wall outside
the Village Hall. This referred to the banner for the Art Exhibition which had been removed
as requested. The Chairman explained that the objection was because of it being in a
conservation area.
vi.
A letter from the Rainford Roots project with a complimentary copy of the book published
following the project and thanking the Parish Council for its help and support over the
duration of the assignment.

Email from Bev Kendrick regarding the cost of the elections next year.
viii.
Email from Terry Bates thanking the Council for sponsoring the marquee at the Rainford 10k
and giving details of the event which was very successful.
ix.
A card thanking the Council for flowers sent for a Golden Wedding.
x.
Letter from a firm of solicitors referring to an alleged incident in 2012. This will be passed on
to the Insurance Company. It was confirmed that nothing was reported on the night of the
incident.
xi.
Email from the Woodlands Burial Site apropos a craft fair in aid of Willowbrook Hospice on 2
November 2014 and an invitation to Councillors to visit on 5 November @ 11am. 7

Minutes of the meeting held on 22 October 2014 were circulated. See Appendix 2.
FINANCE
Donations
It was agreed to make the following donations:
Rainford Band - £500.00
Rainford Rangers - £100.00
British Legion - £100.00
Proposed by Councillor Brown, seconded by Councillor Reynolds and carried
unanimously.
The request for funding towards the Firework display by St Helens Rotary was declined.
Following a short debate, Councillors decided to refer the request from NECA back to
the FPA committee for further discussion at the meeting on 19.11.14
RESOLVED:
That the Finance Report be accepted
PLANNING
3 sets of plans were for considered. See Appendix 2 for further details. No objections were raised to
2 sets but concerns were raised regarding application P/2014/0760. Several Councillors had
undertaken a site visit and it was concluded that although the plot appeared to be small for the
building proposed, there were no grounds for objections as it presumably conformed to building
regulations. Councillor Aspinall moved that the plans be agreed, Councillor Jones seconded and the
motion was carried unanimously.

Community Development
No formal report was available as Councillor D Nichols was unable to attend the meeting. The
minutes of the meeting held on 8 October 2014 are attached in Appendix 3. The meeting re
‘Rainford in Bloom’ will take place at 6pm on 12.11.14.
Councillor Brown asked for clarification of membership of the Hub and was informed that it is for
those who have Businesses in Rainford.

ANY OTHER BUSINESS
Councillor Brown asked when the Village Centre improvement scheme would be
discussed. The Chairman informed the meeting that it will be on the agenda for the
next FPA meeting and the Full Council Meeting on 24.11.14.

iii. Councillor Aspinall offered apologies for Remembrance Day as he would be on duty in

was informed that the meeting s are open to anyone who wishes to attend.

APPENDIX 1
POLICE REPORT TO RAINFORD PARISH COUNCIL
The following reports to the Police concerning incidents in the Rainford, Crank & Kings
Moss Areas, were received during SEPTEMBER 2014

BURGLARY (OR ATTEMPTED BURGLARY – 4 incidents have occurred
during this period.
1. St Helens Road, Rainford – 2 x Male Offenders smashed the ground floor window of
a private dwelling house to gain entry and steal a quantity of cash; One of the males
was subsequently identified from CCTV footage and was listed as wanted by Police.
(Recent arrest made in connection)
2. Reeds Lane, Rainford – Unknown Offender(s) entered a farm outbuilding by forcing a
window and then hotwired an electronic roller shutter from inside in order to steal a
Quad Bike and other items.
3. Thickwood Moss Lane, Rainford – Unknown Offender(s) smashed the ground floor
conservatory door of a private dwelling house to gain entry. An ipad and a wrist
watch were then stolen.
4. Thickwood Moss Lane, Rainford – Unknown Offender(s) smashed the patio door of a
private dwelling house in order to gain (partial) entry – No items were taken.

CRIMINAL DAMAGE –2 incidents have occurred during this period.
1. Church Road, Rainford – Deliberate damage was caused to the paintwork of a car
parked on a Public House Car Park (unwitnessed)
2. Holly Crescent, Rainford – Fire damage was caused by deliberate means (Arson) to a
car parked outside a private address. This incident was witnessed by a neighbour and
is currently under investigation.

THEFT (OTHER) – 2 incidents occurred at the following locations:
1. Church Road, Rainford – A male offender was seen taking items from a shop and
then making off without payment (incident also captured on CCTV). Following an
area search by Police, the male was then subsequently arrested and charged.
2. Church Road, Rainford – A purse was stolen from the staff room of a shop premises
(unwitnessed)

THEFT OF (OR FROM) A MOTOR VEHICLE – 2 x incidents have occurred at
the following locations:

1. Higher Lane, Rainford – A battery was stolen from a combine harvester vehicle,
which had been left overnight in an open sided barn (unwitnessed).
2. Sandwash Close, Rainford – A van was stolen overnight (without keys) from the yard
of a Commercial Premises (unwitnessed)

ANTI SOCIAL BEHAVIOUR INCIDENTS
Local ASB incidents reported during this period have included:
1. Holly Crescent, Rainford – Complaint received concerning several nuisance
motorcycles in the area.
2. St Helens Road, Rainford – Report received regarding excessive noise emanating
from a private function (marquee)
3. Springfield, Rainford – Complaint received from a resident regarding excessive
noise coming from a nearby flat.
Appropriate advice was given in each case, particularly in relation to the complaints of
noise nuisance, which were referred to St Helens Council Environmental Services.

ARRESTS Notable Arrests this month were made as follows:
1. Whalley Avenue, Rainford – 1 x Male arrested for being drunk & disorderly in a
public place
2. Croxteth Drive, Rainford – 1 x Male arrested for assault (following a domestic
incident)
3. A570 (Rainford By-Pass) – 1 x Female arrested for a breach of the peace.
4. Sandwash Close, Rainford – 1 x Male arrested for Theft of items from a Shop
5. Cross Pit Lane. Rainford – 1 x Male arrested for Theft (Plus also believed responsible
for posing as a bogus charity collecter).

APPENDIX 2
MINUTES OF A MEETING OF THE FINANCE, PLANNING AND ADMINISTRATION COMMITTEE
OF RAINFORD PARISH COUNCIL HELD ON
WEDNESDAY 22 OCTOBER 2014 at 6.30pm IN THE COUNCIL CHAMBER

3 sets of plans were considered.
There were no objections to two sets of plans, but possible concern was raised over P/2014/0760
about there being enough space on the plot for the dwelling proposed. Various Councillors stated
that they would undertake a site visit and report back at the Full Council Meeting on 27.10.14.
3. INCOME & EXPENDITURE: (See attached sheet)
Councillor Brown stated that transfers between accounts should not be shown on the statement.
She also asked the Clerk whether the amount shown for the payment of the PWLB loan was for the
existing loan or the newly acquired one and why there was no figure shown for the credit given by
British Gas. Additionally, she wished to know whether a debit card had been obtained and if
membership of SLCC had been acquired. The Clerk answered all these queries to the satisfaction of
the meeting.
8. DONATION REQUESTS
Requests for donations have been received from Rainford Rangers, Rainford Band, the North End
Community Association and St Helens Rotary for the Firework display. Following a discussion, the
committee suggested the following is implemented:
Rainford Rangers - Donation of £100.00
Rainford Band - Donation of £500.00

Cllr Brown asked for an update on the progression of the Insurance claim, which the Clerk gave.
Cllr Brown asked for clarification regarding the Internal Auditor.
Cllr Wesley suggested that the heavy white crockery with the brown pattern on the rim should
be disposed of. Following a discussion, this was agreed and it was further proposed and carried
that the space in the kitchen cupboard should be used for 50 pieces of each type of the white
china for use at the Luncheon Club by the Rainford Senior Citizens Social Committee. Attempts
will be made to sell the crockery no longer required.
Cllr Brown asked the Clerk for an update on the Insurance Claim and the meeting was informed
that the Insurance Company will pay £1000.00 to re-install the security system on a like for like

basis, or this amount could be put towards an upgraded system. Additionally, the Clerk is
currently negotiating a figure for a cash settlement in lieu of the dress jewel and the damaged
office furniture.
Cllr Brown wished to know if the Clerk had investigated alternative gas suppliers. The Clerk
informed the meeting that unfortunately the deal with British Gas was the best available at the
moment.
The Clerk informed the meeting that a request to use the hall free of charge for an Alzheimer’s
awareness meeting had been received. The request was declined.
Cllr Lee asked if there was a cost involved in putting on the Art Exhibition. The Clerk informed
the meeting that it was approximately £1200.00. A discussion followed with various suggestions
being made including a holding a raffle throughout the Exhibition and having a donation box
available. It was agreed that this would be discussed further at the Full Council Meeting on
27.10.14.
Cllr Wesley proposed a vote of thanks to Cllr Reynolds for chairing the meeting at very short
notice.
There being no other business, the meeting closed at 7.30pm.

MINUTES OF A MEETING OF THE COMMUNITY DEVELOPMENT COMMITTEE OF
RAINFORD PARISH COUNCIL HELD ON WEDNESDAY 8 OCTOBER 2014

The Chairman read out a letter of resignation from resident member Simon Rigby. The Chairman
and other members of the committee expressed their regret that Mr Rigby had resigned from the
CDC. All agreed that he had made very valuable contributions and that he will be missed.
2. Minutes of the previous meeting held on 26 August 2014:
The minutes were unanimously approved as a correct record with the following amendment:
Item 5 – ‘Liner Park’ was amended to ‘Linear Park’
3. Matters arising from the minutes:
2 - Councillor Grice informed the meeting that Rainford Band intends to alter the date of the March
& Hymn competition to the bank holiday weekend at the end of May 2015. Councillor Mussell
stated that she had contacted the Events Team at St Helens Council, who are making direct contact
with the Band and will give as much assistance as possible.
5 – A volunteer to help with the website has not yet been found. Councillor Sheedy offered an
alternative name to contact at Rainford High and Councillor Mussell stated that NS Connections who
have an office in the Village Hall will assist in the meantime if required.
- The Facebook page has been created.
- The newsletter has been drafted and it will be ready to go out next week. An alternate
distributer found.
8 - A letter will be distributed to organisations, Schools, Rainford Hub and any other interested
parties inviting them to a meeting on 12 November 2014 about entering the Britain in Bloom
competition next year. It is hoped that Brian Whalley will be able to attend this meeting.
9 - The Clerk confirmed that Santa’s Sleigh is currently being built behind the Village Hall.

Environmental projects:
The Chairman informed the meeting that the Clerk had received a letter from St Helens Council
regarding the banner for the Art Exhibition, stating that it had to be removed. A banner has also
been placed on the wall, without permission, advertising the Firework display. Councillor Mussell
declared an interest in the organisation of the Firework display. After a short discussion Councillor
Reynolds agreed to arrange a meeting with the Planning Department and inform Borough Councillor
Allan Jones about this as he is on the Planning Committee.

ACTION: Councillor Reynolds to contact the planning department and Councillor Allan Jones
Heritage Society:
RW reported that the Heritage Society had included activities all over the Parish during the year and
there had been visitors from all over the North West to the WW1 exhibition at Inglenook Farm. The
Heritage weekend had not been so well attended this year, but useful contacts had been made and a
profit of over £200.00, which was a bonus as it is not a fund-raising event.
The Heritage Society now has a Facebook page and work continues on the website. There is
concern over the loss of revenue from Indoor meetings and plans are in place to make these
meetings more social. A coffee morning is planned for 25 October 2014 and tickets are now on sale
for the Country & Western evening on 6 December 2014.
Items are being gathered for a Victorian display in December which the Chairman of the Parish
Council is opening and the Mayor will also be attending. Additionally, a display of recently found
items from metal detecting is being planned.
ACTION: The Clerk to create a link between the RHS Facebook page and the RPC website.
1st Responders:
MO informed the meeting that 3 new responders were currently in training.
5. Business Hub:
There was a discussion regarding the relationship between the CDC, the Parish Council and the
business Hub and the aims of each of these groups. It was agreed that as the groups have a
common purpose in the Village improvement scheme, it is very important that links are maintained
and that a good working association with the business hub is upheld.
ACTION: The Clerk to request an informal meeting between the Chairman and Vice Chairman +
another member of the Business Hub and the Chairman of the Parish Council, the Chairman of the
CDC and Councillor Sheedy.
6. Village Christmas Fayre:
Councillor Grice informed the meeting that plans are moving forward for this event and 25 stalls
have been booked so far. The cost of the stalls for businesses is £50.00 with a gazebo and £35.00
without. Stalls for Voluntary organisations are free. Whalley Avenue and Leyland Road will be
closed to traffic and the stalls will go as far as the Eagle & Child.

8. Any Other Business:
1. RW asked why nothing had been done regarding the upgrading of the noticeboards
around the Parish. After a short discussion it was generally felt that replacing the boards
may be part of the Village Improvement Scheme. DW reminded the meeting that there
is a community noticeboard outside the Parish Church Hall. It was suggested that the
Councillors for the wards that have noticeboards should be responsible for keeping
them up to date.
ACTION: The Clerk to put a notice on each of the boards giving details of the
Councillors for that ward as a point of contact for displaying notices.

2. RW asked why nothing had been done about sponsorship of a Christmas tree and lights
outside the Village Hall. Councillor Mussell informed the meeting that the CIF has
bought additional coloured lights in the tree on the lawn that is usually lit up at
Christmas. The lights will be switched on 17 November 2014. Furthermore, there will
be lights around the lamp posts in the centre of the Village. The lights will be on all day
as they have very low energy bulbs.
3. RW stated that the trees on the lawn in front of the Village Hall obscured the building
and should be removed.
ACTION: Councillor Mussell to contact St Helens Council regarding the status of the
trees.
4. AB informed the meeting that Fly grazing is becoming an increasing problem in the
North West. A private member’s bill is currently before parliament to give land owners
the right to remove animals that have been left on their property. She encouraged
everyone to write to their MP asking him to support the bill.
ACTION: The Clerk to put this information on the website.
5. Councillor Sheedy proposed a vote of thanks to Councillor Reynolds for running the
Rainford 10k in support of the Chairman’s charities. Councillor Reynolds was pleased to
report that he had completed the race 5 minutes faster this year.
6. Councillor Sheedy asked what had happened to the Round Table in Rainford and
whether anything could be done to revive it. Councillor Wesley informed the meeting
that there remained a very active 41 Club in Rainford, but recent attempts to restart the
Round Table had been unsuccessful.
ACTION: Councillor Sheedy to contact Keith Davenport who is the current Chairman if
the 41 Club and invite him to attend the next CDC meeting and talk about the
activities of the 41 Club.
7. Councillor Mussell expressed congratulations to Vicky (the Administration Assistant)
and the bar staff for the excellent service provided at the Las Vegas Charity event.
8. Councillor Mussell suggested that there should be a ‘Rainford Village Hall’ sign on the
front of the building.
ACTION: Councillor Reynolds will discuss this with the planners.
9. The Chairman reminded those present about the Civic Service at Corpus Christi on
Sunday 12 October 2014 and the Civic Ball on 1 November 2014, along with other
upcoming dates.
10. The Chairman requested that in future members of the committee should contact the
Clerk in advance of the meeting to put matters they wished to discuss as agenda items
rather than raising them under AOB.

26 November 2014 at 6.30pm in the Council Chamber at Rainford Village Hall.
