SAFETY TRAINING CENTER

These are the Standard Operating Guidelines for Cape Fear Community College Safety
Training Center. All procedures and guidelines contained herein are effective August 1,
2008, revised May 2010. Copies of this manual will be available in the CFCC Safety
Training Center office.

GENERAL INFORMATION
The Safety Training Center is located at 4500 Blue Clay Road, Castle Hayne, NC on
Cape Fear Community College North Campus. This facility is the result of a joint
venture between the City of Wilmington, County of New Hanover and Cape Fear
Community College.
Policy concerning the operation of the STC is created by the professional staff of the
Cape Fear Community College with input CFCC STC Advisory Committee and from
appropriate sources in the community.
Day to day operations at the STC are coordinated by Cape Fear Community College
Fire/Rescue Training Director and STC Staff. It is the responsibility of the STC staff to
ensure that all facility users are in compliance with the written operating guidelines, as
well as acting in accordance with commonly accepted fire and emergency services
training practices.
It is the intent of the STC staff, to set forth and enforce the operating guidelines in this
document. These guidelines exist for the safety of all those using the facility, as well as
to minimize damage and prolong the life of the STC property and equipment.

FORWARD
This manual has been developed for use by all STC employees in addition to the
various emergency responders, municipalities and industrial organizations which use
the STC. The purpose of the manual is to provide standardized guidelines for use of
the facility. It is the intent of the STC to clearly define operational procedures where
possible, and in other areas, to define guidelines for operation. As situations arise, the
guidelines set forth herein may be modified or eliminated as needed.
By using the facilities at the STC you are acknowledging familiarity with this document,
agreeing to adhere to the guidelines contained herein; and agreeing to accept direction
from the STC staff assigned to oversee your evolution.
It is suggested that each organization which receives a copy of this document maintain
it as a reference.

GENERAL
1. Any person or group requesting use of the Safety Training Center (STC) shall
contact the Center by telephone not less than 30 days prior to the intended date
of use. Messages may be left, but reservations should not be considered
confirmed until a return call is received.
2. By reserving the STC, the organization/department commits itself to the
following:
a. All members participating in the evolution are adequately insured by the
organization/department.
b. All members participating in the evolution are at least 18 years of age; are
older than 16 years of age but younger than 18 years of age and have
parental consent and will participate within the bounds set forth by the NC
Junior Member Standard issued by the NC Fire Commission.
c. All members will follow the procedures and guidelines set forth in this
document and also obey the directions of Center employees relative to the
facilities and grounds.
3. Failure to comply with the guidelines set forth in this document could result in the
loss of the privilege to train at the STC.
4. All drills conducted at the STC should follow a planned format. Any “unusual or
experimental” evolutions must be approved in advance by the Fire/Rescue
Director.
5. Upon an organization’s arrival at the STC, the Officer in Charge (OIC) shall notify
the STC staff of their arrival before beginning any evolution. At this time, the
STC staff will provide an Attendance Record form and cover the SOP’s
pertaining to the appropriate evolution. ALL personnel participating in an
evolution must be noted on this sheet. Also, the OIC shall designate the
appropriate number of safety officers and provide names to the STC staff.
6. All members participating in an evolution must be physically fit. Responsibility for
determining fitness shall rest with the OIC.
7. All training at the STC will be under the direction of STC trained personnel.
Responsibility for competence of the OIC rests with the membership of the
organization.
8. No evolution shall begin without the approval of the STC staff. The STC staff
shall make every effort to be present when any live fire drills are being
conducted. During any evolution, the STC staff may correct or suspend any
operation for violation of these procedures or lack of safety.
9. Any personnel operating at the STC under the influence of, or possessing illegal
drugs, or alcohol will be immediately expelled from the grounds and their
organization notified.
10. No personnel will attempt any drill they have not been properly trained for, or are
not properly attired for. Responsibility for these determinations shall rest with the
OIC.

11. No outside catering service is to be used at the facility without prior approval. Any
catering
will be scheduled through the STC. This does not preclude
individuals bringing lunches, or Ladies Auxiliaries providing lunches, etc.
12. No flammable or combustible liquids are to be brought on site. All fuels used
will be provided by the STC and dispensed from containers provided by the
STC. All fuel will be billed to user based on fee schedules. The only exception
to this is gasoline for running spill fires which will be provided by the user and
must be in UL Listed/Approved safety cans.
13. Smoke generators are available on site. They may be obtained by request from
STC staff. Liquid smoke for these machines will be provided by the STC and
billed at the prevailing rate.
14. The OIC of any organization using consumables must sign a Billing Authorization
prior to leaving the facility. Any organization using the STC will be billed at the
prevailing rate for facilities and consumables (see STC Fee Schedules).
15. If death or injury occurs at the STC, the STC staff shall be notified immediately.
In the event of a death, or any injury requiring transport to a hospital, the STC
staff shall contact the CFCC Fire/Rescue Director immediately.
16. If death or injury occurs, the OIC will be responsible for providing appropriate
documentation to the Fire/Rescue Director and the department of NC Workers
Compensation within 24 hours.
17. Any damage to facilities, or noted depletion of supplies, shall be reported to the
STC employee.
18. All areas used will be returned to the condition in which they were found
specific direction otherwise has been received from the STC Staff.

19. No personnel will use a SCBA at the STC if they have a respiratory condition, or
if any physical facial protuberance hinders the facepiece seal. Physical facial
protuberances include, but are not limited to, beards, sideburns, mustaches of
the handlebar, or Fu-Man-Chu variety, or excessive scarring.
20. The OIC shall be responsible for locating STC staff prior to leaving the facility so
that proper sign-out procedures & check-offs can be completed and signed-off by
the STC staff and the OIC .
21. All STC owned equipment shall be returned to the appropriate storage area. The
user is responsible for ensuring that all equipment is cleaned and serviced. Any
group returning equipment in an unserviceable condition will be billed for the
cleaning/repair costs. All STC owned hose must be run through the hose
washer, rolled, and racked. No hose shall be left out to dry.

VISITOR and GUEST GUIDELINES
Recognizing that training of the nature that takes place at STC presents the possibility
of injury to participants and observers, it is the guideline of the STC that the presence of
persons not directly involved in training at the facility should be avoided whenever
possible. This guideline must be tempered with consideration that the facility is a public
location and there is workflow that necessitates individuals to enter and depart the
facility without prior notice. Additionally, convenience of students and staff requires
some consideration for visitors during the period before and after classes, as well as
during lunch and other breaks.
For the purpose of this guideline, “VISITORS” are defined as including, but not limited
to:






Instructors not associated with training presently being conducted at the facility.
Members of emergency services agencies not enrolled in training presently being
conducted at the facility.
Employees of the facility not present for work purposes or enrolled in training
presently being conducted.
Chiefs and supervisors of students enrolled in training programs.
Friends and family of students and instructors involved in training programs.
Interested members of the general public.
All visitors to the facility must report to the STC office on their arrival and advise the
STC staff on-duty of their presence. These individuals will be issued a visitor pass that
must be displayed on their person while on site. This pass must be returned prior to
leaving the facility (Visitors may be asked to surrender a driver’s license or other ID in
exchange). If the employee is not present in the office, the prospective visitor must wait
until a STC employee returns.
Under no circumstances will visitors be permitted at training evolution areas. Any visitor
failing to comply with these directions will be removed from the facility immediately.
For the purpose of this policy, “GUESTS” are defined as including, but not limited to:
Individuals who have made, or have had made for them, prior arrangements with STC
staff to more closely observe or participate in training activities. This may include:



Elected officials.
Officers/members of emergency services organizations interested in the
capabilities and facilities of the STC.
Other VIPs.
Prospective guests and their hosts are encouraged to make their intentions known to
facility staff as far in advance as practical to ensure full consideration of their request.

Level of access and participation for these individuals will be determined on a case by
case basis depending on training, insurance, supervision available, and intent of visit.
Final decision on these issues rests solely with the Fire/Rescue Director.
It is not the intention of this guideline to limit facility access for employees of the facility
or Cape Fear Community College, when these individuals are present and conducting
official business. Further, it is not the intention of this guideline to restrict access to
personnel visiting the facility to conduct official business with STC employees.

DRILL TOWER
This seven story drill tower is equipped with interior and exterior stairs, elevator shaft,
vertical and horizontal confined space training areas, sprinkler and standpipe system,
and balconies.
USE
The drill tower may be used for the following evolutions:
1. Hose advances
2. Ladder raises
3. Standpipe, and sprinkler evolutions
4. Search and rescue evolutions
5. Aerial apparatus operations
6. High angle rope work
7. Confined space training
SAFETY
1. Only smoke generators will be used to produce artificial smoke in the Drill
Tower
2. No smoke bombs, flares, fires, tear gas, or pepper gas will be used in the
Drill Tower.
3. No water will be flowed in the stair tower at ground floor due to electrical
enclosures.
4. 1 ¾” or smaller are the only acceptable lines for use on the interior or
exterior of the Drill Tower. At no time should master streams be used on this
building.
5. When working on the roof in proximity of the tower, all personnel must be
adequately “tied in.”
6. When high angle evolutions are taking place there shall be a minimum of the
following personnel present:
a. (1) Incident Commander
b. (1) Belay person for each line (may be properly instructed
students)
c. (1) Certified high angle instructor, and (1) assistant
instructor/safety officer
CLEAN UP AND RESTORATION
1. Remove any debris to dumpster.
2. Restore standpipe per instructions in Drill Tower Sprinkler and Standpipe
section.
3. Close all exterior windows and shutters and lock where appropriate. Close
roof hatch.

DRAFTING PIT
USE
This structure is used to train in the operation of pumping apparatus from a draft. There
are two dry hydrants for attachment of hard sleeve. A flow test kit, or pitot gauge is
available from the STC for use at this evolution
SAFETY
1. Plywood panels must be placed under apparatus exhaust prior to beginning
the evolution. (This will prevent the macadam from being melted.)
2. Personnel should avoid walking on grates.
3. No personnel shall enter the pit by way of man ways.
4. Flows in excess of 1250 gpm usually will require the use of both discharge
manifolds.
5. No personnel will place any object except a pitot gauge into the hatch on the
“torpedo tubes”. If flow test kit is used the operator must ensure that it is
tightened with a wrench. After establishing the flow, if the operator wishes to
continue pumping he must turn the blade on the flow test kit out of the stream to
prevent wear.
CLEAN UP AND RESTORATION
1. All adapters and hard sleeve shall be returned to the storeroom.
2. Pitot gauge, or flow test kit shall be returned to STC employee.
3. All grates shall be returned to holders.
4. Water shall be added/removed to return pit to its original level.

VEHICLE EXTRICATION AREA
This evolution area is simply a leveled off area at the STC used for vehicle extrication
practical exercises.
USE
This evolution area is used as a place for students to practice the various facets of
vehicle extrication.
SAFETY
1. During evolutions in this area there shall be present a minimum of:
a. (1) Incident Commander
b. (1) OIC/ Instructor
c. (1) or more Safety Officers depending on the evolution.
2. All common sense safety guidelines should be followed when performing
evolutions, especially regarding power tools and stabilization.
CLEAN UP AND RESTORATION
1. All pieces of doors, windshields, roofs, etc. shall be placed in vehicles.
2. All broken glass shall be policed as best as possible.
3. User must arrange to have vehicle removed within 2 days of class or it will be
removed and the service billed for by the STC.

CASCADE AND COMPRESSOR SYSTEMS
A compressor and cascade system have been located in the storage area at the end of
the Commercial Burn Building. All significant functions of the system shall be monitored
by a Scott X4 microprocessor Controller. The unit shall be mounted in the fill station
control panel so that the entire system can be controlled and operated from one
location. The BAC (Breathing Apparatus Cylinder) charge system is a separate system
and is designed to safely and efficiently recharge BACs in a protective ‘chamber’ that
will contain all fragments in the event of a BAC failure. The system is designed so that
2 BACs are charged within the chamber while 2 BACs are attached and made ready on
the outside of the chamber.
OPERATION
The compressor shall be operated by personnel trained and included on the STC
Operator List for this equipment. The cascade systems can be used by anyone who is
experienced with this type of system. Determination of adequate experience rests with
the OIC.
CLEAN UP AND RESTORATION
If the OIC feels that he will need more air during the evolution he shall notify the STC
employee who will operate the compressor to fill the in house system.
Following the evolution the STC employee shall fill the system if air has been used from
more than one bank.

COMMERCIAL BURN BUILDING
The commercial burn building consists of 2 stories which have a total of 6,000 square ft.
The burn facility includes a variety of areas for training, i.e., grating room, dikes training,
maze room, marine engine area and control room simulation. Two live burn LP gas
props are included in the commercial burn building.
The floors are designed to closely simulate real-life fire attack problems encountered in
similar commercial buildings. The windows and doors consist of steel plate components
for durability. Windows are equipped with latching devices that are capable of providing
for fairly realistic entry challenges.
USE
This structure is to be utilized for any non-fire evolutions that can not effectively be
taught elsewhere on the site. The scope of the scenarios possible is limited only by the
imagination of the personnel and any facility limitations outlined below.
OPERATIONS/SAFETY
Overview
All live-fire evolutions conducted in the burn building will be in conjunction with
Burn Facilitators (BFs). Their directions and decisions are to be considered final
during any evolution. It is their responsibility to take input from the class
instructors (whether organizationally appointed or PA State Fire Academy
certified), and mesh them with facility policies and procedures to develop
scenarios that meet the following prioritized objectives:
1. Safe for all participants including students, staff, and observers.
2. In the best interest of the physical plant.
3. Accomplish realistic educational objectives.
Procedural
A first aid station must be established and manned by personnel with a minimum
of PA DOH First Responder certification. Appropriate BLS equipment is
available from the STC employee. The designated first aid station MUST be
manned at all times when evolutions are underway. EMT should be on site
during any burn. Personnel may “swap-out” during a class to allow all individuals
an opportunity to participate.
A walk-through of the areas to be used must be conducted for any persons not
familiar with the layout of the structure. All personnel must understand the
operation of the emergency position of the forcible entry door latches.
No use of attack lines larger than 2 inch shall be permitted in or on the burn
building.
There shall be no prying on doors or windows other than in a way to activate the
forcible entry props (Eg. No prying of hinge sides, cutting of components, etc.)
During all evolutions in the structure an accountability system must be utilized.
The STC will provide a functional system for use, or the agency may elect to

utilize its own system if desired.
The accountability system must be managed by a Safety Officer (SO) or an
assistant working under the auspices of the SO. This individual will be
responsible for conducting personnel accountability reviews as per organizational
policies, but not less frequently than at the beginning and end of each scenario.
Failure of a PAR to prove out shall result in the RIT being activated and the IC to
take immediate steps to locate missing personnel.
The SO will be equipped with a tablet that allows the Temperature Monitoring
System (TMS) to be monitored. This will allow the SO to move about the
structure and perform other necessary tasks while still having access to an
indicator of internal conditions.
During all live fire evolutions a Rapid Intervention Team must be established.
This team must consist of a minimum of two firefighters who are fully geared and
prepared to enter the structure to assist/affect rescue of an individual in distress.
This team may be utilized during the scenario for other functions as determined
by organizational policies (throwing ladders, helping to stretch hose, etc.) but
should be in the general vicinity of the SO and prepared to be deployed in an
emergency.
Use of the burn building will be weather permitting. The final decision as to
whether a class will take place rests with the Director.
Personnel
The Officer in Charge (OIC) of the organization using the structure is responsible
for assuring that each student entering the burn building has demonstrated
competency in SCBA operation and general safety practices. NOTE: the OIC
may or may not be the person who is the designated Incident Commander (IC)
for any given scenario.
Pants and long sleeve shirt beneath gear are recommended for all live fire
evolutions.
During operations, all personnel in the ‘hot zone’ must wear full protective gear.
All personnel entering the building when any form of burn is taking place must be
attired in full protective clothing including bunker coat, pants, helmet, gloves,
hood, SCBA and PASS device.
It is the intent of this policy to require, as a minimum, the following persons to be
present during a live fire evolution:
STC Employee – Responsible for overall operation of the Center.
Burn Facilitator (BF) (2 minimum) – Directly responsible for all operations
in the burn building.
Organizational Officer in Charge (OIC) – This individual is responsible
for the users of the burn building. As an individual, he is accountable
for the actions of all students in the program. He may be a STC
Instructor or a Fire Chief (Chief of a single company operation or
designated Chief in charge of a multi-company drill). This person may
also be a student in the class.

Safety Officer (SO) – A knowledgeable individual able to make decisions
about the safety of operations taking place. This individual will be
responsible for managing scene accountability either directly or
through an assistant. This individual may be a student if approved by
the OIC and BFs. This individual may change from one evolution to
the next.
Incident Commander (IC) – The person immediately responsible for
making decisions about the scenario at hand. This individual may be a
student depending on the educational objectives of the scenario, and if
the OIC and BFs approve.
RIT – A 2 person team (minimum) designated to assist a participant in
distress or unable to be accounted for during a scenario. These
individuals may be students depending on the educational objectives
of the scenario, and if the OIC and BFs approve.
EMT – EMT Station should be set up and maintained at all times burns
are being conducted. This individual may be a student, but may not
participate in ANY other aspect of the scenario when acting in this role.
Fire Development
Size and intensity of fires will be determined by the BFs in order to meet safety
and scenario requirements. Burning may only be done in designated burn areas.
CLEAN UP AND RESTORATION
It is the responsibility of th OIC to ensure that the following is completed to
the satisfaction of the assigned BFs. The OIC must ensure that appropriate
time and personnel are available at the completion of a drill to satisfy these
requirements:
Any debris shall be removed to an appropriate container as indicated by BFs.
Areas around the structure shall be cleaned of debris by sweeping and placing
debris in dumpster.
Any standing water shall be swept to the exterior. All roof decks shall be
swept/hosed to remove debris.
Any STC owned tools (shovels, brooms, etc.) shall be returned to the storage
areas on the floor they were acquired from.
All hatches and covers shall be closed.
All windows and doors must be closed and latched. All unused forcible entry
dowels must be removed from latches.
All non-burn areas must be clean of all debris.
All accountability hardware must be checked in and COUNTED out with Burn
Facilitator or STC employee.
Any damage or problems noted must be noted in the appropriate STC
documentation form.

RESIDENTIAL BURN BUILDING
The ranch style residential burn building is approximately 1500 sq ft and detailed to
match as closely as possible a real single family structure. The building consists of 3
bedrooms, 1 bath, living room & kitchen.
A LP gas burn kitchen stove prop is used for training. The roof includes a “cut-out” to
allow crews to vertically ventilate the through the top of the house. Also included in the
structure is a forcible entry prop.
OPERATIONS/SAFETY

All live-fire evolutions conducted in the burn building will be in conjunction with

Any STC owned tools (shovels, brooms, etc.) shall be returned to the storage
areas on the floor they were acquired from.
All hatches and covers shall be closed.
All windows and doors must be closed and latched. All unused forcible entry
dowels must be removed from latches.
All non-burn areas must be clean of all debris.
All accountability hardware must be checked in and COUNTED out with Burn
Facilitator or STC employee.
Any damage or problems noted must be noted in the appropriate STC
documentation form.

CLASSROOMS
The STC consists of 5 classrooms each to accommodate up to 30 students. Each room
is equipped with a computer, data projector and projection system with DVD/VCR.
USE
The classroom areas may be used for training sessions or meetings.
CLEAN UP AND RESTORATION
Prior to leaving the classroom the instructor shall:
1. Ensure that all students have removed their trash to appropriate receptacles.
2. Return classroom to original position.
3. Report any deficiencies to STC staff.

Summary Timeline Commercial and/or Residential Burn Building Usage
At least 30 days before the class:
Organizational OIC or designee reserves the facility- submit Schedule Form.
Indicates to STC Staff what areas are going to be used for
burning either verbally or with completed fire plans (preferred).
Answers all required questions on fire training plan
At least 14 days before the class:
OIC confirms reservation with STC staff by telephone.
If possible, approved fire training plans are faxed to organization.
Originals are filed for use by Burn Facilitators on day of class.

IMPORTANT NOTE: Any organization canceling their reservation after burn facilitators
have been contracted (after the STC staff has confirmed the reservation) will be charged a
fee as per the Safety Training Center Fee Schedule in place at the time.
Organizations who believe that their cancellation is justified by extenuating circumstances
may submit an explanation in writing to the Fire/Rescue Director within 72 hours of the
date of cancellation to request that this fee be waived. Failure to submit a request for
waiver within 72 hours construes acceptance of the charge.
Final decision as to whether extenuating circumstances existed rests with the Fire/Rescue
Director.

CFCC Safety Training Center PPE Policy
This is to serve as the policy for the issue and use of personal protective gear issued by
Cape Fear Community College.
1. This gear is the property of CFCC and will remain as such.
2. The gear is to be used by the instructor when teaching courses sponsored by
CFCC.
3. This gear should not be used for firefighting or other activities outside of the
parameters of CFCC sponsored courses.
4. This gear should be kept clean and maintained by the instructor until returned.
5. The gear should be housed at CFCC Safety Training Center and not be carried
around in the personal vehicle of the instructor. The instructor should do this to
help protect the integrity of the gear and to minimize the chance for damage or
loss.
6. Any damage or loss of the PPE should be reported to STC staff immediately.
7. The instructor will be solely responsible for ensuring that the gear is returned to
storage after each use.
8. At any time if the instructor is asked to return the gear for any reason this shall
occur within 48 hours of the request.
9. If an instructor is released from teaching duties all property of the College will
also be returned within 48 hours.
