ECONOMIC DEVELOPMENT UPDATE

The Annual Economic Development Action Plan for 2014/2014 is confirmed
following IEDTAC opportunity to comment period to 20 tH June 2014.

Economic Development Officer position at ISC has been advertised with
interviews to follow shortly.
MOTION:
That the Committee commends Council on the forthcoming appointment of an
Economic Development Officer.

NESBF – two events scheduled: Ditch the Pitch, Dinner with Tonia Todman.
Also Small Business Bus in Yackandandah. Bookings to be encouraged with
local community, industry, business.

2nd workshop held for Women in Business program
Fuel in Chiltern:
o United freeway southbound on hold. Northbound is still possible. ISC
continues to pursue possible Vic Roads adjustments that may assist the
project progression
o Community fuel (diesel) solution is still under discussion with Caltex

The transport industry in Barnawartha (and Chiltern) continues to be both a
community issue and an economic development opportunity. IEDTAC would
like ISC to pursue plans to facilitate the economic development opportunity
and to address ongoing community amenity issues.
 The Yackandandah Economic Response Plan is being developed with
community input
 The Yackandandah Chamber of Commerce resource will be recruited in due
course
 The Beechworth Heritage Master Plan and Chiltern Master Plan briefs are
being developed. The Rutherglen Main Road plan is also being scoped.
ACTIONS:
 Kate Biglin to discuss Chiltern fuel option with Beechworth business owner and
with Chiltern Pharmacist business owner who has expressed an interest.
 Kate Biglin to update IEDTAC on the Chiltern parking option – light industrial
land development
MOTION:
IEDTAC requests that Council provides a report on where planning issues
regarding truck parking are up to and what plans there are for a light industrial
estate at Chiltern and/or Barnawartha.
And requests that Council conduct a feasibility study regarding Barnawartha
and/or Chiltern industrial land and future planning for transport industry
growth, with a focus on parking, and as part of the study to engage with the
transport industry for input and as part of the planning process. The study to
address the facilitation of economic development opportunity and address
community amenity issues.

TOURISM UPDATE

 Highway 31 – Meeting in June 2014. A fledgling concept to promote touring
on the old Hwy 31 between towns. Chiltern to Barnawartha flagged as a
potential Hwy 31 tour.

Chiltern Goods Shed lease commencing in August. Launch date to be
announced by Vic Track shortly.

Chinese Tourism project scope being developed this month

Beechworth to Yackandandah Rail Trail a priority development and scoping
works are well advanced

CHAMBER/LTA REPRESENTATIVES UPDATES

YACKANDANDAH – not tabled
 Pauline van Aken has resigned as IEDTAC representative. CoC to formally
nominate Cheryl Webster as the IEDTAC representative. IEDTAC awaiting
formal nomination letter.
 Council is awaiting a request from CoC regarding parking time limits
CHILTERN – not tabled
 Verbal update
ACTIONS:
 Yackandandah Chamber of Commerce to write to Council requesting
parking limit signs of 3-4 hours are installed along the main street to
reduce all-day parking from non-customer vehicles.
 Yackandandah Chamber of Commerce to write to IEDTAC official
nominating their IEDTAC representative.
 Each Chamber of Commerce/Local Tourism Association representative is to
provide future activity updates as a dot point PDF document to
kate.biglin@indigoshire.vic.gov.au one week prior to next meeting.
The reports will be circulated to the Committee and key points discussed at
the next meeting as required.
GENERAL BUSINESS

Workshops scheduled for October IEDTAC meeting on:
o Sports tourism
o Gap analysis

Workshop scheduled for December IEDTAC meeting on:
o Event committee resilience
ACTIONS:
 Schedule longer IEDTAC Meeting for 3rd October 2014
 Schedule longer IEDTAC Meeting for December 2014 to include both event
committee resilience workshop and Barnawartha industrial development
tour of sale yards/Logic/Biodiesel facilities

EVENT FUNDING 2014/2015
The application form has been circulated to event committees, community,
industry and business databases and LTA/CoC contacts.
The information is available online and through Council service centres.
ACTION:
 IEDTAC to meet at 1.00pm on Thursday 11th September in The Long Room,
Council Offices, Beechworth to review applications and formulate grant
allocation recommendations.

Council recommendation briefing report to include rationale of the new grant
allocation levels and the request to reallocate grant money if recipient events
are cancelled.

IEDTAC 2014/2015
IEDTAC to meet with Council annually to increase the value of advice to
Council and discuss how best to utilise the expertise of the Committee
members.
ACTION:
 IEDTAC to attend a meeting/briefing with Council in early February 2015 to
discuss objectives for the coming financial year (referencing the Strategic
Plan):
o specific areas of advice Council would like IEDTAC to concentrate on
o specific projects IEDTAC might advance on behalf of Council
 Kate Biglin to confirm AGM dates and requirements
 Kate Biglin to circulate draft of IEDTAC’s vision for economic development in
Indigo Shire
