Minutes from Perranzabuloe Parish Council Meeting held on Monday 12 th May 2014 at 7.00pm at Chyanhale, Ponsmere Valley, Perranporth

The Chairman welcomed everyone to the meeting and enquired if there were any Declarations of

Interest on any Agenda Items, to which there were none.

The Chairman then invited public participation; Mr Keyes enquired about the poor condition of

Hendrawna Lane; Councillor Yeo replied that this had been passed to Cornwall Council from a previous complaint and will need to be chased up.

Miss Grant enquired what the outcome for signage to be placed at the footpath going along

Budnick Hill; the Chairman replied that the Parish Council are dealing with Cornwall Council with regards to this.

Mr Timms was introduced to the Council who gave a brief description of his past youth projects in

Newquay. Mr Timms explained that working alongside him were 3 other people and they had connected with around 25 – 30 parents. A youth group has now started on Friday evenings and they were looking at the potential of having a warehouse/community building to include an indoor skate park, café, climbing wall and have live music. Mr Timms explained that he was not asking for any money but wanted to work in partnership with the Parish Council on a location for the

Community building. Mr Timms also explained that they are running a Sunday Club at Perranporth school in the afternoons which is also proving popular, as they have around 44 children and young people who attend. Councillor Mrs Ratcliffe enquired on how big an area would they require; to which Mr Timms replied as big as possible as they could also make some of the building into a business warehouse where they could work from. Councillor Mrs Higgins explained that the only area which would be big enough is Cligga but the access is not very good.

Cornwall Councillor Ms Shuttlewood left the meeting to attend another meeting at 7.25pm.

6939. Minutes from the Previous Meetings (circulated)

It was resolved to approve the Minutes from the previous meetings as a true record.

6940. Matters Arising

Re: Min No: 6915: Matters Arising: Councillor Mrs Higgins reminded Councillors that a training session was booked for 7pm for Monday 19 th May at the Parish rooms.

Re: Min No: 6918: Correspondence: Councillor Byfield enquired on the time frame for the vacancy. The Clerk replied that a notice has gone up, if 10 members of public write in to

Cornwall Council an Election will be called. If 10 people do not write in then the Parish

Council will Co-opt.

Re: Min No: 6918: Correspondence: Councillors Mrs Higgins and Yeo have looked at the

Council’s Insurance document.

Re: Min No: 6921: To Approve Signage at Droskyn Car Park: Councillor Callan mentioned that the signage has yet to be altered saying about the lesser fee of £60.00; Councillor

Jenkins replied that he had spoken to AS parking and they were having the signs remade.

Re: Min No: 6922: Any Other Business: Councillor Nancarrow enquired if the Chairman had had the chance to look at the hole behind Unit 6; the Chairman responded she hadn’t had time but she would go and have a look.

It was unanimously resolved to approve the accounts for payment, subject to the required signatures:-

CC x 15 Cllrs refer to meeting 12/05/14: After discussion it was unanimously resolved that the Beach Group will meet with the Watering Hole to find out more information and will report back to Full Council

6944. Councillor Mrs Higgins Update from Meeting held Regarding Future Use of Perranporth

Inner Green (circulated)

Councillor Mrs Higgins explained that a meeting had been held with regards to the use of the Inner Green a copy of the notes taken from that meeting are attached to the Minutes.

Councillor Mrs Higgins explained that the usage of the Inner Green should be reviewed each spring. It was unanimously resolved to approve items a – h in the summary from the notes and to include that users of the Green are not to block resident’s gates.

Councillor Byfield added that the Beach Group will liaise with the Beach Officers with regards to the hair braiders who operate on the Green in the summer.

6945. Update from Site Meeting with Balfour Beatty Regarding Recent Works in Perranporth

Councillor Mrs Higgins explained that they had met at the corner of Boscawen Gardens where the road has dipped and water now stands after it has rained. They then went to

Wheal Leisure to look at the verges; Balfour Beatty claimed that BT vehicles had parked on

Minutes from Monday May 12, 2014 the verges and messed up the re-instatement. They next visited Bolenna Park where the grass was starting to grow, but there was a lot of stones in the area which will damage the grass cutting equipment which Balfour Beatty have said they will sort out. The broken fence in Bolenna was not caused by Balfour Beatty, this occurred when the Tennis Club works were carried out. Balfour Beatty are going to move the dog waste bin in Bolenna, reinstate the sign and paint yellow lines on St. Georges Hill where the new tarmac has been laid. They then moved to Droskyn car park where the stones have been replaced in the hedge and the grass is starting to grow. Councillor Byfield enquired how much of the car park was unusable; Councillor Mrs Higgins replied that the area in front of the flats had been cordoned off. Councillor Byfield added that if this area is not useable for Whitsun then the Council should claim compensation over loss of takings.

6946. Councillor Jenkins Update from Beach Organisations Group Meeting

Councillor Jenkins explained that representatives from SLSC, RNLI, PCSO, Maritime, the

Watering Hole and the Parish Council had met to discuss the beach. The RNLI will be putting up signs with regards to the new sand cliffs and advise people not to tunnel into them etc. The Public Rescue Equipment (PRE) will be past to the Parish Council if the

Council refuse the equipment then it will be lost. Councillor Jenkins added that someone had requested on Facebook that PRE be placed at ‘shag rock’ when this suggestion was made it was explained that this area would be too dangerous to carry our safety checks; it was suggested that fisherman wear life jackets instead. The SLSC will carry out safety checks out of season on the PRE. Councillor Byfield added that the Watering Hole have requested that the Parish Council install sea defences.

6947. Councillor Jenkins and Mrs Higgins Update from Site Meeting on Perranporth Beach

Regarding an Accident and Noise Complaints

Councillors Mrs Higgins and Jenkins had met with the owner of the dog who had hurt his leg on the beach, the accident had occurred by flat rocks. Councillors Mrs Higgins and

Jenkins were unable to meet with Mr T Job but will be meeting him in the future with regards to the noise complaints.

6948. Any Other Business (Discussion Only)

Councillor Hill explained that a bomb had been exploded on the beach on Sunday.

Councillor Bartell reported litter on the path owned by the Ponsmere Hotel leading to the

Inner Green.

6949. Exclusion to Public and Press – Items from which members of the public and press are excluded under the S1 of the Public Bodies (Admission to Meetings) Act 1960, due to their confidential nature:- a) Correspondence from Cornwall Council Re: Tamblyn Way

Unanimously resolved to hold another site meeting.

Council would look favourably with consulting with the community if the price was

£40,000 for the section of path with the additional price of £10,000 for each dwelling built
