Minutes of the meeting held on Monday, 6th September 2010
at the Barlow Institute
Present: Councillor G McIver (Chairman)

Prior to the meeting, several residents spoke against planning application 10/0704.
6536 Minutes
Resolved: That the minutes of the meeting held on 2nd August 2010, having been
circulated, be confirmed as a true record and signed by the Chairman.
6537 Co-option of Member
Resolved: That Heather Dowle be co-opted onto the Parish Council as a
representative for the Chapeltown Ward.
6538 Declarations of Interest
There were no declarations of interest.
6539 Accounts
Resolved: That cheques be signed to pay the following accounts:

6540 Planning Applications
Resolved: That the Council submit comments (as below) on planning applications
10/0428, 10/0625,10/0681 and 10/0704.
6541 Planning Decisions
Noted: Blackburn with Darwen Council’s decisions on various planning applications.
6542 Fred Holt memorial Fund Account
Resolved: That, together with Councillor G McIver, the Clerk, Mrs G Syddall, be
authorised to act as a signatory to the account in place of the late Councillor N Wild.
6543 Parochial Charities
Resolved: That Councillor D Wild be appointed Trustee of the Edgworth & District
Nursing Charity, the Edgworth & District War Memorial Charity, and the James
Brandwoods Charity, in place of the late Councillor N Wild.
6544 Correspondence
Correspondence sent and received since the last meeting was made available for
inspection.
It was agreed to place an item on the condition of the footpaths around Wayoh
reservoir agenda for the next meeting.
6545 Barlow Institute/Turton Tower
Councillor C Rigby spoke about the loss of government funding and the subsequent
need for Blackburn with Darwen Council to reduce costs. Among other things, it had
been agreed to hand over community centres to the community. Business support
would be given, together with 50% of the running costs (excluding staffing) in the first
year, and 25% in the second year. The Council would undertake dilapidations surveys
to ensure buildings were in a good state of repair before they were handed over. The
transfer of the Barlow Institute was likely to be considered at the end of the financial
year. Estimated running costs were provided.
Councillor Rigby went on to explain that a special Council meeting was to be held on
14th September, with the likely outcome of a change in the balance of political power,
and therefore a possible change in the timescale for the withdrawal of funding.
In terms of Turton Tower, it was noted that the necessary documentation for the
transfer of the property and the trusteeship was being drawn up.

Edgworth
The Parish Council has no objections to this proposed development,
providing the Planning Officer is satisfied that it does not lead to
overlooking of, and loss of privacy to, neighbouring properties

Construction of a single dwelling on land adjacent to 313 Bolton
Road, Edgworth
The Parish Council objects to this proposed development on the
grounds that it is an over-development of the site; the development
would impinge on access to the garages attached to no. 313 and to the
service road at the rear of nos. 293-313; and the proposed dwelling
would overlook adjacent properties and lead to a loss of privacy.
