The Council would undertake dilapidations surveys to ensure buildings were in a good state of repair before they were handed over. The transfer of the Barlow Institute was likely to be considered at the end of the financial year. Estimated running costs were provided. Councillor Rigby went on to explain that a special Council meeting was to be held on 14th September, with the likely outcome of a change in the balance of political power, and therefore a possible change in the timescale for the withdrawal of funding. In terms of Turton Tower, it was noted that the necessary documentation for the transfer of the property and the trusteeship was being drawn up.
