Liverpool Vision Invitation to Quote – IFB2016 Business Case Consultancy Support Services Term: October 2014 – End January 2015 1. The Brief This brief describes work needed to support Liverpool Vision in the development of the IFB2016 Business Case that will be submitted to Government, to Green Book standards, to secure the funding support that has already been committed by the Chancellor of the Exchequer, during IFB2014. 2. The Client The client is Liverpool Vision working on behalf of the Mayor of Liverpool. Liverpool Vision is a company limited by guarantee, wholly owned by Liverpool City Council. Its business plan, activities and finances are overseen by a Board of Directors, chaired by the Mayor of Liverpool. Vision’s purpose is to generate jobs and investment in the city. It does this by marketing it as a business, investment and leisure location, through the Marketing Liverpool team and by working with the private sector in the city and internationally to generate investment projects. The area’s transformation over the last fifteen years, accompanied by the scale of improvement in the business environment, has fuelled the confidence to once again put Liverpool city region on the international business stage. 3.2 In summer 2014 Liverpool successfully hosted the inaugural International Festival for Business. Utilising 139 venues from across the North of England to deliver 424 registered business events, it attracted approximately 75,000 delegates from 88 countries as well as delivering a 15,000 strong registered business club membership, over 12,000 of which visited the IFB HUB throughout the 50 day festival. The success of the event was such, that George Osborne, the Chancellor for the Exchequer announced mid Festival that HM Government had decided to commit to funding another Festival for Business in 2016, in the host city of Liverpool. 3.3 To capitalise upon this opportunity, Liverpool City Region wishes to stage IFB2016, which will incorporate and build upon the success of its predecessor event in 2014 and deliver another World Class Trade & Investment focused Business Festival within the UK, to provide the single biggest platform for growth within the UK in 2016. 4. Proposed Process 4.1 Currently the Interim Evaluation Report is being created by the Internal Evaluation resources at Liverpool Vision. 4.2 Contributing to and working with this analysis is a separate but integrated piece of work on Lessons Learnt Analysis. 4.3 A Commercial Strategy will also be created, which again will work in concert with both the Interim Evaluation Report work and the Lessons Learnt analysis. 4.4 Resulting from the creation of these three documents and the adoption of changes that are required to improve “The IFB2016 Product”, the work will commence in early October 2014 to design and create a conceptual framework for the International Festival for Business 2016. This framework will describe in detail the facets of the Festival, its purpose, success criteria, outputs, outcomes, forecast costs, income and expenditure for the proposed “intervention”. 4.5 A customised IFB2016 Business Case, to HM Government Green Book standards will then be produced, and submitted to HM Government through an iterative process, with a goal to secure funding support release at the earliest opportunity in 2015. 5. Requirements 5.1 Work with the internal resources at Liverpool Vision to contribute to the design and creation of the conceptual framework for the International Festival for Business 2016. 5.2 Working to the IFB2016 Project Director create the IFB2016 Business Case, to HM Government Green Book standards, this document will include the following as a minimum:5.2.1 The policy and market context within which the event will run 5.2.2 Assumption based options appraisal/scenarios which will forecast the potential event total Trade & Investment opportunity and all related outputs and outcomes. 5.2.3 Presentation of a governance model, benefits/outputs/outcomes, value for money and longitudinal evaluation framework for the project. This particular piece of work will necessitate the consultation with the core partners to this initiative. 5.2.4 A flexible and agile approach to the meeting of deadlines imposed by Vision, Partners and HM Government will be essential as this work programme is discharged. 6. Response Respondents will be expected to provide, on no more than 6 pages: How our organisation would address the brief contained within Section 5 above whilst still achieving the challenging timescales required by the submission deadlines imposed by HM Government. A full and detailed cost breakdown. Lead company details (including company number) and the details of any proposed sub-contractors that will or potentially may work on this assignment. Confirmation of consideration of corporate social responsibility and environmental impacts as well as copies of associated policies where appropriate. A headline task project plan needs to be provided within the submission illustrating how your organisation will run this assignment. Completion and return of Appendix 1 Two written copies of your response should be submitted in a sealed envelope, stating “ITQ for IFB2016 Business Case Consultancy” and marked for the attention of: Tony Mitchell, Purchasing and Contracts Manager, Liverpool Vision, 10th Floor, The Capital, 39 Old Hall Street, Liverpool, L3 9PP, this should include a soft copy, stored on an electronic memory device (USB Stick or CD). Schedule and Expected Costing 7.1 It is expected that the package of consultancy support services will be provided from September 2014 until the end of January 2015 on an as required basis. 7.2 Working in concert with the allocated Vision resources to contribute to the conceptual framework for IFB2016 will commence in October 2014 7.3 Work reporting to the Director of IFB2016 to create and submit the IFB2016 Business Case will commence mid October 2014 with a final submission anticipated around the end of the calendar year or latest in early January 2015. 7.4 There may also be a requirement for the creation of a Vision Board Report/s covering the status of the IFB2016 Business Case and possible attendance at appropriate Board Meeting/s to present or support the presentation of the Paper. Please make it clear in any resultant proposal whether this cost is included in the overall proposal or as an optional extra cost. Forecast Process Timeline 17th September 2014: Appointment of Consultants 22nd September 2014: Start Up Meeting & Early Findings & IFB 2016 Concept Sharing 29th September 2014: Commence work in concert with Vision Team on IFB2016 Intervention Solution (Final Draft early November 2014) 13th October 2014: Commence work on IFB2016 Green Book Business Case Submission & Submission Process to HM Government (Final Draft early December 2014) 7.5 Responses to this tender are to indicate the fixed price for the delivery of this assignment and should not exceed £20,000 plus VAT. The proposal should also provide for a ceiling cost to cover bone-fide expenses in addition to the fixed price quoted. 7.6 Payment of any related invoices to this assignment will be based upon agreed deliverables/outputs and will be monthly in arrears. 8.
