Call to Order
The monthly meeting of the Missouri State University Professional Education Committee
convened at 3:30 pm. Past Chair, Cindy Hail presiding. A quorum was established.
II.
Minutes
Motion was made and seconded to approve the meeting minutes of May 8, 2013. All
approved. Minutes stand.
III.
Announcements
a. Dr. Hail introduced COE’s new Associate Deans Dr. Gilbert Brown for Student Affairs,
and Dr. James Sottile for Assessment, Accreditation, & Data Management. Also
introduced was Dr. Michelle Smith, Coordinator for Recruitment & Marketing, and Dr.
Donna Breault, Department Head for Childhood Education and Family Studies.
b. Legislative Update – 9/11/13 Veto Session and override attempt of SS/HB 253 was
defeated.
c. PEU Membership Applications & Updates on 5 Year Plans – Expectations are to have
all applications and 5 year plans updated.
d. Digital Measures – It is imperative to keep Digital Measures up to date. Digital
Measures will be used to pull up accurate data on faculty. Training sessions will be
provided if needed. You are urged to contact Dr. James Sottile if you need training.
The Unit, University or Programs will not get credit for all the good works they do if
Digital Measures is not kept up to date.
e. PEU Website – Review the PEU website for general organization, and content. If
anyone has suggestions, or comments send them to Cindy Caddy.

f. New Faculty Mentoring Program – Contact Drs. Chris Craig or Julie Masterson if you
are interested.
g. All PEU Meeting – There will be a meeting for Unit Members on Oct 2 from 3 to 4 pm
in Cheek Hall 102. The focus visit will be explained and discussed. This is an
important meeting for members to attend.
h. COE Meeting – There will be an All COE meeting Friday, Oct 25 from 1 to 2 pm at the
White River Room at Bass Pro. Special information regarding the visit for the next 3
days will be presented.
i. Hispanic Heritage Month – A calendar of events may be found at the following web

Students and Faculty are encouraged to participate in the opportunities that are being
offered.
j. Special Presentation – Dr. Michelle Madsen Camacho, editor of Mentoring Faculty of
Color (2013), will be giving a special presentation in the PSU Ballroom on Friday,
September 27 from 10-noon. She will be speaking on tools for mentors, common
problems faced by junior faculty, and mechanisms within the university to support the
roles of mentors and mentees. A handout of Dr. Madsen Camacho’s bio was passed
around.
k. Curricular Proposals – When you submit any curricular proposals, please make then
single sided and unstapled. This way they will be able to be scanned easily. The
staples make the paper stick together when going through a scanner and single sided
copies have to be made first if the copies are double sided. This will save on paper also.
IV.
Administrative Updates
a. Unit Update – Rebecca Woodard
Our accreditation focus visit begins the evening of Oct 17 and goes through Oct 28.
The offsite visit was this summer and we received the review the first week of classes.
An addendum will be submitted at the end of the week. It looks like we are in very
good shape for the upcoming visit. Dr. Sottile will be leading us in the accreditation
process.
b. Secondary Education Update – Rebecca Woodard, Director
We have moved into Hill 203. This gives us better access to students and the resources
of Student Services.
V.
Committee Reports
a. Admissions, Procedures, & Retention – Chair is needed. This committee will look
over our policies concerning admitting and retaining students. They will be working
with Michelle Smith and the Marking people. Contact Brenda Goodwin, Rebecca
Woodard, Cindy Hail or Dianna Piccolo if you are interested.
b. Membership & Professional Development – Chair Beth Hurst
The committee has been charged with looking at the representation and 5 year plan, and
how that influences our application. They are looking at two levels of memberships.
c. Program Review – Chair Roberta Aram
The PRC identified the following as goals for the 2013-14 academic year:
1) Evaluate and revise/streamline as needed the program review process based on
outcomes of/feedback from the pilot PRC review of ECE.
2) Carry out the Program Review process for 1/3 of programs this year---if
feasible.

3) Evaluate the MoSPE transition process---a PRC committee member will contact
you soon to find out how your program is progressing in the MoSPE transition
process; please focus on websites and other web-based materials, catalog
descriptions, assessments, field experience evaluation forms, and other
documents where MoSTEP may appear with regard to your program .
4) Incorporate DESE data points into PRC internal program review
process/template (or tightly align the PRC internal program review
process/template with DESE data points as the rules for DESE’s data collection
system are confirmed)
5) Incorporate more detailed data requirements for Diversity Proficiencies in the
internal program review process/template; take advantage of existing data that
programs generate showing how well candidates are meeting each diversity
proficiency.
Diversity – Chair Steve Willis
The following items were discussed: Scholarship procedures and recipients, advanced
program reporting systems, recognition of advance candidates meeting diversity
expectations, collaborative activities with the University of Arkansas-Pine Bluff and the
reciprocal opportunities for education majors, and the NCATE/CAEP focus visit Oct
27-29. At the opening reception of the focus visit there will be a poster session. If
faculty have a program poster they would like to present contact Steve Willis.
Conceptual Framework – Chair David Goodwin
They are working to revise conceptual framework to include the diversity proficiencies
and will be sending it out to committees for comment. It was suggested to have
someone from the Conceptual Framework Committee to attend the Assessment
Committee meetings and work together on the diversity proficiencies.
BSED Secondary Oversight – Chair Tonia Tinsley
Will meet this Friday, September 20.
MSED Secondary Oversight – Chair Lynda Plymate
They met Monday, September 16 with CPAC. No report.
Screening – Chair Gayle Runke
They meet two weeks before the PEC. Curricular proposals will be presented to PEC
today. Deadline for proposals to be submitted to the PEU is a week after the PEC
meetings.
Exceptions and Compliance – Chair Gayle Runke
They met before school began. They have been give the charge to find a fair way to
deal with the CBASE.
TEA Update – David Goodwin
The collaboration is strong. They are reporting on the success of students teaching in
lower social economic schools.

VII.
Personnel Actions
a. Recommendation of New PEU Members
Beth Hurst, Chair, Membership & Professional Development
 Tonia Tinsley – Motion was made and seconded to approve member application.
Motion carried.
b. Teacher Education Program Candidates

Members received candidate rosters from the College of Education and the Secondary
Education office. Motion was made and seconded to approve all candidates. Motion
carried.
VIII. Old Business
a. CCSS Statement sent to Provost and President
b. Membership Requirements/Qualifications – Charge to membership committee to look
at this document and recommend any needed changes. MoSTEP needs to be deleted
from all websites and materials changed to MoSPE. New students will all be MoSPE
but current students will remain MoSTEP.
c. All syllabi for fall 2013 classes must be aligned with MoSPE Standards.
d. Family Care Safety Registry – Dr. Gilbert Brown reporting
Secondary Ed students must complete a background check with the FCSR if they have
30 clock hours and an FBI check when they have 30 or more clock hours. If a student
receives a hit, they will be removed from the school until they have met with the
appropriate administrators. Check the Student Services website for the complete policy

IX.
New Business
UAPB Program
On September 4, 2013, Drs. Chris Craig, Gilbert Brown, and Cathy Pearman met with faculty and
administrators from the University of Arkansas- Pine Bluff in Pine Bluff, AR.

Several ideas to develop a strong partnership were discussed by attendees from the two universities.
 Members of the UAPB faculty were invited to attend the Springfield Youth Empowerment
Rally on October 4, 2013.
 A series of videoconferences with UAPB and MSU graduate students will be planned
beginning in October. Focused topics will be jointly decided between the two universities.
 Various MSU faculty members will visit UAPB to discuss involvement of specific
programs and address needs of UAPB and MSU.
 Campus Connections will be established between students on the two campuses.
 MSU’s course, EDC 345 – Introduction to Multicultural Education and Diversity, will be
co-taught spring semester of 2014 with a possible trip to UAPB for MSU students to gain
an historical perspective on the Delta region.
 Joint meetings of UAPB’s Teacher Education Committee and MSU’s Professional
Education Committee will be held via videoconference. Dates will be arranged.
a. Clinical/Diverse Log – Cindy Hail reporting
It was discussed at the MSED and GPAC meetings on Monday and both groups are in
support of this. When advanced students are admitted to their degree program they can
go into the log and add when they have a class project, a practicum, service learning,
any volunteering, tutoring, attending a conference, or any diverse experiences with a
diverse person. They can go into the clinical log and document and this will provide the
unit with many more opportunities that students are taking to build upon. All approved
moving forward to develop the clinical/diverse log.
b. Student Teacher Evaluation – Rebecca Woodard reporting
It was reported that a summer ad-hoc committee consisting of faculty and department
heads revised the 2013-2014 student teacher evaluation. The evaluation was updated to
include the PEC Diversity Proficiencies and to align with MoSPE language. Further
revision will most likely be needed after implementation of the MEGA assessments.
c. Student Teacher Application – Rebecca Woodard reporting
PEC members were reminded that the student teaching application now includes a
statement that if teacher candidates have not had a diverse field experience prior to
student teaching, they are required to be placed in a diverse setting for student teaching.
The application also now makes it clear that students do not get to select their own
placements and students no longer submit their preferred school site.
d. DESE Changes and explanations – Rebecca Woodard reporting
DESE’s Missouri Educator Gateway Assessments (MEGA) were reviewed.
Registration for MoGEA is now open. Initiation of the Missouri Educator Profile
(MEP) at MSU is pending.
e. CBASE – Charge has been given to the Exceptions and Compliance Committees to
draft a fair policy that will ease the transition to MoGEA.
