NOTICE OF RACE
1
RULES
1.1 The Organizing Authority is the Sonar Class Association and the host is the Rochester
Yacht Club.
1.2 The regatta will be governed by the rules as defined in The Racing Rules of Sailing, the
Sonar Class Association, and by the Sailing Instructions. In case of a conflict between the Notice
of Race and the Sailing Instructions, the Sailing Instructions prevail. This changes RRS 63.7.
1.3 The US SAILING prescriptions to rules 40, 68, 76.1, and added rules 61.4, 76.3, 82 will
apply and are stated in Attachment A.
1.4 The Equipment Rules of Sailing will apply.
1.5 The regatta is a Sonar Class Association sanctioned event.

ADVERTISING
2.1 The Sonar Class is classified as Category C.
2.2 Boats may be required to display identification numbers and sponsors advertising for the
duration of the event in accordance with ISAF Regulation 20.4. These items will be supplied
free of charge by the organizing authority (OA) at registration.
3
ELIGIBILITY AND ENTRY
3.1 The regatta is open to all competitors who meet the International Sonar Class Association
eligibility requirements (By-Laws Article XII B12.00).
3.2 Registration may be completed online at http://sonar.org or in person on Thursday, August
23, 2012 from 1300-1700 at RYC. Entries received after August 6, 2012 will be charged a $100
late fee.
3.3 No entries will be received after 1700 on August 23, 2012.

CLASSIFICATION
The ISAF Sailor Classification Code will not apply.

FEES
5.1 The required fee shall be US$395.
The Entry fee includes launch, docking, continental breakfast for Fri., Sat., Sun., four dinner
tickets for Fri. and Sat., post-race refreshments, applicable taxes and haul out.

MEASUREMENTS
Each boat shall produce a valid hull measurement certificate. Sails must be measured, certified
and carry certification marks. Sails shall comply with the class rules in force at the time of the
initial fundamental measurement. Boats may be measured for compliance with the Class
regulations and class rules. Measurements and required gear may be spot checked.

SAILING INSTRUCTIONS
The sailing instructions will be available at the RYC after 0900 on Thursday, August 23, 2012,
and during registration.

VENUE
Location of the racing areas is Lake Ontario north of the harbour entrance to the Genesee River.

THE COURSES
The course shall be a Windward – Leeward configuration that may utilize a leeward gate and/or
a windward offset mark.

SCORING
11.1 The Low Point scoring system RRS Appendix A will be used, as changed by the SCA
Class Rules. Each Boat will exclude her worst race score from her series only if six or more
races are completed. This Changes RRS 89.3 and Appendix A2.
11.2 Three races will constitute a series. A maximum number of 11 races will be sailed.

BERTHING
Boats shall be kept in their assigned places in the Rochester harbor area.

HAUL-OUT RESTRICTIONS
Boats shall be afloat by 0830 on August 24, 2012 and shall not be hauled out during the regatta
except with and according to the terms of prior written permission of the jury.

DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around
boats between the preparatory signal of the first race and the end of the regatta.
15
RADIO COMMUNICATION
15.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor
receive radio communications not available to all boats. This restriction also applies to mobile
telephones.
15.2 The RC will use VHF radio, Channel 09 to communicate to the fleet, including the location
of the starting area, countdown to the start, OCS bow/sail numbers, General Recalls and
Postponements. Failure to make these broadcasts or failure to include a bow#/sail# or failure to
hear them shall not be grounds for granting redress. This changes rule 62.1.

PRIZES
Prizes will be awarded to the skipper and crew of the first five boats in the series.

TELEVISION AND PHOTOGRAPHERS' RIGHTS
Competitors give absolute right and permission for video footage or photographs of themselves
or their boat to be published in any media for press purposes and editorial or advertising
purposes.

DISCLAIMER OF LIABILITY
18.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to
Race. The organizing authority will not accept any liability for material damage or personal
injury or death sustained in conjunction with or prior to, during, or after the regatta.
18.2 All competitors will also be requiree to sign a Competitors Liability Waiver form during
registration.

INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a mininum
coverage of US$500,000, and it is the owner or owners’ representative’s sole and inescapable
responsibility to ensure that the insurance is in place and is adequate prior to participating in this
event. The Organizing Authority may ask for a copy of your insurance binder.

ATTACHMENT A - US SAILING Prescriptions
The following US SAILING prescriptions to rules 40, 68, 76.1 and added rules 61.4, 76.3, 82 will apply.
B1.
After rule 40 add:
“US SAILING prescribes that every boat shall carry life-saving equipment conforming to
government regulations that apply in the racing area. See http://raceadmin.ussailing.org/

B2.
Add rule 61.4:
“US SAILING prescribes that no fees shall be charged for protests or requests for redress.”
B3.
After rule 68 add:
“US SAILING prescribes that:
(a) A boat that retires from a race or accepts a penalty does not, by that action alone, admit
liability for damages.
(b) A protest committee shall find fact and make decisions only in compliance with the rules. No
protest committee of US SAILING appeal authority shall adjudicate any claim for damages. Such
a claim is subject to the jurisdiction of the courts.
(c) A basic purpose of the rules is to prevent contact between boats. By participating in an event
governed by the rules, a boat agrees that responsibility for damages arising from any breach of the
rules shall be based on fault as determined by the application of the rules, and that she shall not be
governed by the legal doctrine of ’assumption of risk’ for monetary damages resulting from
contact with other boats.”
B4.
After rule 76.1 add:
”US SAILING prescribes that an organizing authority or race committee shall not reject or cancel
the entry of a boat or exclude a competitor eligible under the notice of race and sailing instructions
for an arbitrary or capricious reason or for reason of race, color, religion, national origin, gender,
sexual orientation, or age.”

Add rule 76.3:
”US SAILING prescribes that a boat whose entry is rejected or cancelled or a competitor who is
excluded from a race or series shall be, upon written request, entitled to a hearing conducted by
the protest committee under RRS 63.2, 63.3, 63.4 and 63.6.”
B6.
Add rule 82:
INDEMNIFICATION AND HOLD HARMLESS AGREEMENTS
“US SAILING prescribes that the organizing authority shall not require a competitor to assume
any liabilities of the organizing authority, race committee, protest committee, host club, sponsors,
or any other organizing or official involved in the event. (This is commonly referred to as an
‘indemnification’ or ‘hold harmless’ agreement.) See www.ussailing.org/rules/ indemnification
for more information.”

Additional Information
Launching and Rafting
Launching and hauling for the regatta is complimentary at Rochester Yacht Club. Boats may be launched
before and hauled out after the regatta using RYC’s two permanent hoists. The fleet will be moored at
RYC. Detailed haul out instructions will be provided prior to the last day of racing.

The following is a cross section of the suggested hotels/models that are closest to RYC. Early
reservations are sugggested. The Closest hotel is the Hampton Inn and a block of rooms have been

From Buffalo and Points West to RYC :








Route I-90 (NYS Thruway) to Exit #47 (Rocheter/Leroy Exit, Route 490)
Route 490 East to Route 390 North
390 North ends at Lake Ontario State Parkway. Head East on the Lake Ontario State Parkway.
Follow until Parkway ends at Lake Avenue. Cross the Colonel Patrick O’Rorke Bridge which is
straight ahead.
O’Rorke Bridge connects to Pattonwood Drive
At the end of Pattonwood Drive, make a left onto St. Paul Boulevard at the traffic light.
Go to the end of St. Paul Boulevard.
At the rotary, bear left around the circle and enter the Rochester Yacht Club.
From the East, via New York State Thruway :







Take the New York State Thruway to exit 45.
Follow 490 West to the 590 North split and proceed North (bear right at the 490/590 fork)
Follow 590 North about 3 miles which will take you through several roud-abouts. At the 4th
round-about turn left onto Durancd Boulevard. You will first see a large Water Tower at the 2nd
round-about on the right and a small sign that says Durand Eastman Park. This will be Lakeshore
Blvd.
From the East, via Route 104 : Go through Durand Park – Go Slow ! There are three sharp
turns in a row and the park is full of local police.
At the intersection of Lakeshore Blvd. And St. Paul Blvd take a right turn. (this is a slow turn.)
Go under the 2 small railroad overpass (12’ 6’’ clearance) and follow St. Paul around the 90
degree turn to the end.
Follow the signs to the RYC dry sail area.
From the East, via Rt. 104 :





Follow 104 West across the Irondequoit Bay Bridge and bear right (Rt. 104 west).
Take Culver Road exit to the right and turn right at the stop sign.
Follow Culver Road straight North to the intersection of Culver and Sweet Fern.
Take a left onto Sweet Fern onto Lakeshore Blvd and continue through Durand Park.
From here follow the italicized directions above.
