Susan Walker
Michael Nelson
Neighborhood Services
Administrator
Community Compliance
Supervisor
Hired as a Secretary in 1985, Susan is now in her
32nd year as a City employee. She holds a
Bachelor’s degree in Political Science and has
served in several City positions, including Code
Enforcement Inspector, Associate Planner, and
Business & Neighborhood Development Director.
For the past eight years, Susan has served as
Neighborhood Services Administrator. Through
her dedicated staff and volunteers, she ensures
her Department’s areas of responsibility are
handled in a timely, professional manner, while
also providing excellent customer service.
Michael has completed over 16 years with
the City. Hired as a Community Compliance
Specialist in 1999, he was promoted to
Community Compliance Supervisor in 2014.
Michael
previously
served
in
the
Army National Guard and as a New York City
Police Officer. He holds Level 1, Level 2 and
Level 3 certifications with the Florida
Association of Code Enforcement (FACE), and
earned the prestigious Code Enforcement
Professional (CEP) designation in 2013.
Michael was selected as the City’s
Outstanding Employee of the Year in 2014.

Janet Weidner
Carrie Moss
Neighborhood Services
Coordinator
Neighborhood Services
Staff Assistant
Janet is in her 29th year as a City employee. She
was a Police Dispatcher for seven years, then
became Staff Assistant in the Community
Compliance Division. Janet was promoted to her
current position in 1996. As Neighborhood
Services Coordinator, Janet serves as Secretary to
the Code Enforcement Board and Special
Magistrate. She schedules hearings, prepares
agendas & legal documents, and manages fines &
liens – including Clerk of the Circuit Court
recordings. Janet also tracks City costs for Board
and Special Magistrate cases, and participates in
lien negotiations and settlements.
Carrie joined us as Staff Assistant in 2013.
She receives & assigns code violation
complaints, and manages the City’s Lot
Cleaning Program and Unmaintained
Swimming Pools Program. Carrie assigns
work orders, prepares invoices &
correspondence, documents payments, and
prepares liens for recordation by the Clerk of
the Circuit Court. Carrie is the City’s staff
lead for the Click & Fix Program, and she also
serves as the Coordinator’s back-up. Carrie
holds Master’s degrees in Human Resource
Management and Business Administration,
as well as a Bachelor’s degree in Psychology.

Robert Horne
Community Compliance
Specialist
Robert is in his 10th year with the City. He started
his City career in the Public Works Department
and was promoted to Community Compliance
Specialist in 2012. Robert is certified in Florida
Association of Code Enforcement (FACE) Levels
1, 2 and 3, and earned the prestigious Code
Enforcement Professional (CEP) designation in
2015. Robert has completed the Emergency
Management
Institute’s
Professional
Development Series, and has numerous training
certificates from the American Society for the
Prevention of Cruelty to Animals (ASPCA) and the
Federal Emergency Management Agency (FEMA).
Jamie Babcock
Community Compliance
Specialist
Jamie started her City career in 2013 when
she was hired as a Community Compliance
Specialist. A native of Pinellas County,
Jamie has a keen interest in criminology,
has completed college courses in that
discipline, and has earned a Crime Scene
Investigator certificate from St. Petersburg
College. On occasion, Jamie develops and
presents team-building activities for the
Department. She has attained Florida
Association of Code Enforcement (FACE)
Level 1 certification, and has completed
Level 3 classes.

Jeff Berg
Community Compliance
Specialist
Jeff is in his seventh year as a City employee.
He was hired by the Utility Billing Division in
2009, and was promoted to Community
Compliance Specialist in 2013. Jeff holds an
Associate
in
Science
degree
from
St. Petersburg College. Prior to joining the City,
Jeff completed a 20-year Naval Reserve
Service career. Jeff has earned Florida
Association of Code Enforcement (FACE)
certifications in Levels 1, 2 and 3.
Jay Bloomer
Community Compliance
Specialist
Jay joined the City in 2014 when he was
hired as a Community Compliance
Specialist. He comes to us from the State
of Iowa where he was a Field Service
Technician with Iowa American Water
Company. Jay serves on the City’s
Employee Wellness Committee. He has
attained Level 1 certification from the
Florida Association of Code Enforcement
(FACE), and has completed Level 2 courses.

Dana Say
Community Compliance
Specialist
Dana began working for the City in April of 2015
as Zoning Division Staff Assistant. In November
of 2015, Dana was promoted to Community
Compliance Specialist. Before joining the City,
Dana was a Web Developer/Web Help Desk
Assistant for a hydraulic company in Clearwater.
Her duties included maintaining and updating
the company’s website as well as assisting
customers with everything from technical
difficulties using the website to identifying parts
and reverse engineering seals.

The purpose of the Code Enforcement Board and the Special Magistrate is to
promote, protect, and improve the health, safety, and welfare of the citizens by
providing an equitable, expeditious, effective and inexpensive method of enforcing
the City’s codes.
The Code Enforcement Board has seven members when possible consisting of an
architect, businessperson, engineer, general contractor, subcontractor and a realtor.
One individual has been designated by City Council to serve as Special Magistrate

Brochures may be viewed on the Department’s webpage, picked up at our office,
or you may call us and request a copy be mailed to you.

We issue/post Public Nuisance Notices for Lot Cleanings (Overgrown Grass/Weeds) and
Unmaintained Swimming Pools. If not timely corrected, we arrange for a City vendor to perform the
clean-up work. We then invoice the property owner for the City’s costs. If not paid in a timely
manner, we prepare, file & record an Assessment Lien with the Clerk of the Circuit Court.
Liens include the hard costs, plus an Administrative Fee to cover the City’s
administrative expenses.
