OUTSA By Laws Bylaws of OUTSA Houston Community College Central Campus Established Feb 12, 2013 Article I. Name and Mission Section 1. The name of this organization shall be OUTSA Student Organization at the Houston Community College Central Campus Section 2. The mission of OUTSA is to create an open environment for students to engage in professional and personal growth. This mission is executed through the following objectives: 1. Create further awareness and understanding of the needs and concerns to students who are gender and sexuality minorities 2. Foster social interaction and collaboration among students, faculty, and community members Article II. Membership Section 1. Membership in the OUTSA at Central and South campus is open to all students currently enrolled at Houston Community College. Section 2. All members of the OUTSA are required to complete the membership form. Information from the form is maintained by the Secretary and will be used solely for member communication duties of the Executive Board. Article III. Leadership Structure Section 1. The Executive Board is comprised of seven positions: seven elected positions open to official members of the organization. Each member of the Executive Board shall hold only one elected position at a time. The Executive Board members shall serve terms of one year, beginning in august and continuing until the following year. All officers must maintain a minimum of 2.0 GPA and 6 credit hours per semester. Section 2. Offices Article IV. Powers and Duties Section 1. President A. Act as a liaison between the OUTSA and the Central Student Government association B. Development of annual goals for OUTSA to ensure, along with the CAB Representative, that fiscal priorities reflect those objectives. In conjunction with the CAB Representative, disburse funds approved by the Executive Board. C. Serve as a liaison between the organization, faculty, and administration. Vice President A. In the absence of the President, temporarily take the office during OUTSA Executive Board meetings and project events. B. Coordinate with all Executive Board members to assist with OUTSA events and communicate all workgroup proceedings to the President. Advise and support the Executive Board in decision-making and project planning. CAB Representative A. Develop and maintain an annual budget for the OUTSA Executive Board. B. Prepare and present CAB requests for funding to the executive board and CAB Secretary A. Maintain all records of members of OUTSA B. Maintain a record of attendance at all Executive Board meetings and general meetings of OUTSA C. Maintains and updates OUTSA Facebook and other social media networks. D. Promote and publicize OUTSA events. Notify OUTSA members of upcoming social events Article VI. Meetings Section 1. Executive Board meetings of the general membership shall occur at least twice a month during the academic year. All meetings will be open to members of the Central Campus student body. Section 2. The President will plan general meetings of the OUTSA on an as needed basis. These meetings may take place before or after Executive Board meetings or may be coordinated by the President as needed. Section 3. Elected officers are expected to attend all Executive Board meetings of the general membership during their elected year. In the case of absence, an elected officer must notify the President of the OUTSA in writing and provide all important updates that need to be communicated to the membership for that said meeting. Section 5. The President of the OUTSA must communicate to the membership any cancellations or postponements of meetings due to inclement weather or other extenuating circumstances. Article VII. Elections Will be run by Roberts’s rules of order Article VIII. Amendments to Bylaws Section 1. Any member of the OUTSA may request an amendment to the Bylaws of OUTSA Section 2. All requests for amendments to the Bylaws of OUTSA must be made in writing to the President of OUTSA Said requests will be announced to the general membership prior to the next Executive Board meeting. Following, the requested amendments will be presented during the next regularly scheduled Executive Board meeting. Section 3. The Bylaws of the OUTSA shall be amendable by a majority vote of the Executive Board. Section 4. The president reserves sole right to propose a meeting or any part be conducted by Roberts rules of order with a plurality of the executive board voting in the affirmative
