Secure grants and contracts for a parentsupport center in a public school, youth employment program, and services for older adults. 2005 – 2007 Consultant in Housing and Organization Development Analyzed real estate and market data; negotiated with sellers and government officials; identified and prepared applications for state financing and local approval. 1999 – 2005 Director, Affordable Housing Department City of Yonkers, New York Responsible for the implementation of a federal court order to provide affordable housing for residents and workers of Yonkers. Managed a staff of nine. Provided financing, real estate, inspection and counseling services to lower-income households to enable them to purchase existing homes, cooperatives, and condominiums. Responsible for the development of two residential subdivisions. 1994 - 1999 Commissioner of Planning and Development City of Yonkers, New York Appointed by the Mayor and confirmed by the City Council. Managed a city department consisting of five bureaus: planning, community development, economic development, housing and buildings, and real estate. The department’s $1.2 million operating budget supported a staff of 63. Accomplishments included the adoption of the city’s comprehensive plan, the implementation of the city’s annual $4.7 million community development block grant program, the origination of economic development loans and the enforcement of the city’s zoning, building, housing, sign, and landmarks preservation codes. 1985 - 1994 Associate Director Housing Development and Management Services Neighborhood Reinvestment Corporation, Washington, D.C. Supervised staff and provide technical assistance and training in housing development and management to a national network of non-profit corporations. Assisted non-profits in acquiring, constructing, rehabilitating, refinancing and managing affordable rental housing. Provided assistance in marketing, site control, financing, project management, and property management to 51 groups located in 30 states throughout the country. Developed a training program in each of these areas and taught at Neighborhood Reinvestment’s National Training Institutes and at federal, state and local government-sponsored workshops. 1980 - 1985 Field Service Officer and Supervisor Neighborhood Reinvestment Corporation, Washington, D.C. Responsible for helping local governments, financial institutions, and neighborhood volunteers form non-profit corporations that improved community and housing conditions. Assisted groups with their incorporation, 501(c) 3 tax exempt status, board development, staff recruitment and training, project selection, and financing. Conducted training sessions for board and staff. 1968 - 1970, Planner and, Senior Planner 1972 - 1980, Senior Planner and Deputy Planning Director City of Yonkers, New York Prepared the conceptual plan that led to a $10 million urban renewal project. Led the preparation of the city’s annual community development and housing assistance plans. Prepared successful grant applications to the US Department of Housing and Urban Development and the National Endowment for the Arts. Developed - in collaboration with neighborhood residents, other city departments, financial institutions, and private property owners - a program for improving the financial, physical, and social conditions of deteriorating apartment house properties. This program resulted in improvements at 20 properties and leveraged $6 million in private investment. It was recognized by Neighborhood Reinvestment which awarded the City a $50,000 grant. Prepared planning and zoning reports; complied data on population, housing, retail trade, manufacturing, wholesale trade, and government finances. 1970 - 1972 Management Engineering Officer U.S. Air Force, Tinker AFB Oklahoma City, OK Supervised a staff or six military and civilian personnel and carried out industrial engineering studies for the Air Force Communications Service.
