1 2nd Annual TCNJ Speech and Debate Invitational November 1, 2014 Legislation Packet Congressional Debate 2 A Bill to Give School Vouchers to Disadvantaged Children BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. A federal scholarship program will be enacted and allocate $3 billion dollars to be used as school vouchers for students with disabilities in K-12 education. SECTION 2. Students between the ages of 3 and 21, who meet the eligibility criteria in one of the 13 qualifying disabilities under the Individuals with Disabilities Act (IDEA). SECTION 3. The Department of Education shall enforce this legislation. A. The scholarships will be through lottery system. B. The funding to enforce this law shall be reallocated within the department of education. SECTION 4. This bill shall be implemented the January 1st, 2016. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. Introduced for Congressional Debate by Ridge High School. 3 RESOLUTION TO SUPPORT THE CHECHEN REPUBLIC AND END SEPARATIST VIOLENCE AND CONFLICT WHEREAS, Russia’s Chechen region has spent decades fighting for independence; and WHEREAS, The vast majority of Chechnya desires self-governance and freedom from Russian oppression; and WHEREAS, Russian governance has led to mass human rights abuses, political corruption and decrease in quality of life; now, therefore, be it RESOLVED, That the Student Congress here assembled support the Chechen Republic financially and diplomatically in every way possible; and, be it FURTHER RESOLVED, That we engage the help of the Unrepresented Nations and Peoples Organization, along with any friendly nation or organization, in a multilateral support effort. Respectfully submitted, Ridge High School 4 A BILL TO MANDATE RANDOM DRUG TESTING IN PUBLIC HIGH SCHOOLS BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. All students in public high schools, grades 9 through 12, will hereby be subjected to random drug testing. SECTION 2. The students will be chosen through a lottery system that will be conducted on a monthly basis. SECTION 3. The National Education Association and the Drug Enforcement Administration shall oversee the implementation of this legislation. SECTION 4. This legislation will be implemented January 1st, 2015. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. Respectfully submitted, Ridge High School 5 A BILL TO BOOST THE AMERICAN ECONOMY BY ENDING CORPORATE INVERSIONS BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. U.S. based companies that produce goods overseas shall not be taxed on the revenue gained from selling those goods overseas. SECTION 2. We observe revenue as income from business. SECTION 3. The IRS will oversee the withdrawal of this tax collection. SECTION 4. This law will take effect immediately after passing. SECTION 5. Sophie Reitz-Bouren Summit High School 6 A RESOLUTION TO INSTITUTE A NATIONAL LANGUAGE 1 Whereas: America is a nation of different people with many different languages, 2 and 3 Whereas: Millions, if not billions of dollars could be saved were we to establish English as our national language, and 4 Whereas: Having one language could assist in bringing us all together instead of 5 keeping us separated by language issues. 6 Whereas: Trying to cater to all the different languages is not cost effective and 7 8 9 helps to create linguistic ghettos. Therefore be it resolved that the United States shall establish English as the national language. Respectfully Submitted, Truman High School 7 A BILL TO INVEST IN BRAZILIAN INFRASTRUCTURE BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States shall invest $750 million in infrastructure. SECTION 2. Infrastructure shall be defined as roads, bridges and other structures. SECTION 3. The United States Agency for International Development (USAID) will will oversee the implementation of this legislation. SECTION 4. The bill will take effect at the start of the next fiscal year. Products with 100 milligrams or more of caffeine receive a 10 percent tax increase B. Products with 200 milligrams or more of caffeine receive a 20 percent tax increase SECTION 2. Caffeine shall be defined as the naturally occurring chemical stimulant known as trimethylxanthine SECTION 3. The Department of Treasury in conjunction with the Department of Health and Human Services shall be in charge of implementing this legislation SECTION 4. This bill shall take effect on the 15th of April 2016 SECTION 5. All laws in conflict with this legislation are hereby declared null and void. The United States shall increase aid given to the Ukraine by twofold SECTION 2. Aid shall be defined as money given to the Ukraine from the United States for the purpose of the Ukrainian people protecting themselves against Russian and separatist militant forces and for humanitarian efforts SECTION 3. The United States shall formally make known their wishes of the induction of the state of Ukraine into The North Atlantic Treaty Organization (otherwise known as NATO) SECTION 4. The Department of State in conjunction with the Department of Treasury shall be in charge of overseeing the implementation of this legislation SECTION 5. This bill shall take effect immediately after passage SECTION 6. All laws in conflict with this legislation are hereby declared null and void. Respectfully submitted, Monsignor Farrell High School 10 A RESOLUTION TO ARRANGE A TEMPORARY PARTNERSHIP WITH BASHAR AL-ASSAD TO ERADICATE ISIS WHEREAS, ISIS is a problem in Iraq, but one of its main bases is currently in Syria; and WHEREAS, President Assad has been trying to combat the terrorists who are currently in his country; and WHEREAS, In this particular situation, the United States and Syria stand on the same side; and WHEREAS, ISIS is a more prominent and dangerous threat than the current state of the Syrian government; THEREFORE BE IT RESOLVED, That the Congress here assembled allow for a temporary alliance between the United States and the Syrian government to work to rid the country of its ISIS threat. Respectfully submitted, Pennsbury High School 11 A BILL TO ADD AID TO CHINA BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States shall add 30 million dollars in aid annually to China in order for them to become closer economic and military allies with the United States of America. SECTION 2. Let aid be defined as any money spent on developing environmental protection, rule of law, the prevention of HIV/AIDS, and sustainable development for Tibetans. SECTION 3. The Department of State shall oversee all aid coming into to China with advice from the Environmental Protection Agency, the Department of Defense, and the Centers for Disease Control as well as any other department or professional that the Department of State sees fit to advise them. A. The EPA shall be overseeing all aid that will go to environmental protection. B. The Department of Defense shall be overseeing all aid that will to go to aiding the rule of law. C. The Centers for Disease Control shall be overseeing all aid that goes to stopping disease and the spread of HIV/AIDS. SECTION 4. This bill shall be enacted three months after being passed. SECTION 5.
