Staffing as Economic and
Employment Indicator
• ASA (American Staffing Association) published
report June 22 2009 confirmed staffing job
trends serve as a coincident economic indicator
• Staffing jobs ebb and flow concurrent with
economic activity
• Economy contracts = Staffing Jobs decline
• Economy expands = Staffing jobs increase

recession layoffs
• Light Industrial production positions have
increased substantially

Long Term Unemployment
• Increasing number of long-term unemployed
workers.
• The long-term unemployed tend to be especially
hard to get back into jobs
• Long term unemployed lack sense of urgency to
enter back into the workforce
• Long spells of unemployment cause much greater
hardship than short spells
• Can be associated with deterioration of skills, health
and long-term falls in earnings
Match Making through Flexibility
Workers want it, businesses need it
and it’s good for the economy of
Ventura County
Staffing Employees: Workers
• Staffing employees are motivated people who want to work.
• Many employees with sought after expertise prefer to work
with recruiters to find permanent jobs
• Savvy Job Seekers understand the benefits of keeping their
resumes updated and skills sharp
• Productivity statistics from the Bureau of Labor Statistics
(BLS) show that the typical full-time employee is only
productive for 4.75 hours (39% lost time) in an 8-hour shift,
while temporary workers looking for full time positions and
wanting to impress employers produce for more than 6.5
hours per shift (18.75% lost time).
Businesses
• Companies are cautiously optimistic
• Most common key challenge- FORECASTING production,
sales, raw material to keep in stock and STAFFING needs.
• Flexible staffing options eliminate this challenge.
• Traditional Temporary, Evaluation Hire, Flexible Staffing and
Direct Hire
• Companies that embrace work force flexibility and engage
staffing talent do better economically
• A report from the US dept of labor supports this notion
“employers that have flexibility in adjusting labor
requirements to meet product and service demands have a
competitive edge over those with less flexible human resource
policies”
Example of Local Client Flexible Staffing
• Camarillo Client- company was recently acquired,
the new company reduced core staff and
transitioned to flexible staffing
• 17 manufacturing light industrial positions were
created, a portion will turn permanent based on
performance
• Company business model includes maintaining at
least 40% of workforce from flexible staffing
• Production Managers state that associates are
exceeding performance expectations and have
improved quality and efficiencies
Outlook
• Businesses in Ventura County are hiring again – cautiously
• Light industrial production biggest increase
• Job Seekers are inquiring and open to any position
• Skill specific and Hybrid positions most difficult
• Long Term Unemployed – Double edge sord
• Flexible Staffing is cost effective
