QUOTATION CONDITIONS OF CONTRACT1

”Authority” means the Government of Singapore if it is a Government school that is calling the ITQ, Small
Value Purchase or Tender. It also refers to the owner of the government-aided, independent school,
specialised independent and specialised school if it is any of these schools who is calling the ITQ, Small
Value Purchase or tender.

provider to plan and deliver at least <<35 hours>> per year of Family Life
Education (FLE) programmes from FamilyMatters@School Programme Menu.
Schools with a different requirement would need to amend the specifications

PART 2
REQUIREMENT SPECIFICATIONS
1. BACKGROUND
1.1
FamilyMatters@School is a school-based programme that offers parents
and students easy access to family life education (FLE) programmes and
resources. It seeks to help parents and students enhance the quality of
family life by equipping them with the skills and confidence to build strong
relationships.
1.2
The FamilyMatters@School programme seeks to:
a) Equip parents with the skills and knowledge to:
 Enrich and strengthen their family life; and
 Foster better parent-child understanding and relationship.
b) Equip students with:
 Life skills2;
 Skills to build healthy relationships with their peers and family; and
 Positive values and attitudes towards family, relationships and life in
general.
1.3
The School plans to conduct a series of FLE programmes to reach out to
approximately <number of pax> parents from Apr 2014 – Mar 2015.
2 SCOPE OF WORK
2.1
The appointed agency shall be responsible for, but not limited to, the
following:
a) Plan <number of years> year-long series of at least 35 hours per year of
FLE programmes for parents of our students to achieve the programme
objectives stated in Paragraph 1.2a; (Note: Bidder’s programmes have
to be approved and listed in FamilyMatters@School Programme
Menu).

Refer to life-skill programmes that empower and aid students in coping with life’s demand. Includes
but not limited to programmes such as anger management, stress management, and dealing with peer
pressure. Not inclusive of activities such as swimming, cooking and reading.

b) Provide speakers, facilitators (where applicable), workshop materials and
other necessary provisions for the proposed FLE programmes;

ITQ): If need be, refreshment, bonding activities, etc. may so be included
in this item]
c) Provide insurance coverage for all participants during outdoor activities
as well as contingencies in the event of unforeseen circumstances, e.g.
heavy rain or haze. [Note to schools (to remove this part in red in the
actual publication of ITQ): Schools may wish to remove this if the existing
school insurance has such provisions.]
d) Provide programme publicity materials and any other necessary
information for the School to promote and encourage participation from
parents; and
e) Work with the School’s appointed personnel to ensure smooth delivery
and effectiveness of the series of FLE programmes.
3 Key Performance Indicators (KPIs)

The KPI is:
 At least 80% of participants were satisfied with the programmes
(based on participant feedback collected at end of each
programme).
Submission of Proposals
4.1
Interested agencies are to submit the following documents together with
the electronic response to this ITQ:
a) Agency’s profile and portfolio
b) Trainers’ curriculum vitae (including the trainer’s qualification and
relevant past experience)
c) Programmes details consisting the content and schedule of activities
(if any)
d) Quoted price for each proposed FLE programme, and a detailed
breakdown of the cost items for each programme (Refer to Annex A).

{4.2 Each programme should be submitted as a base or alternate offer.
Bidders shall click on the ‘Add Alternate Response’ button and put in their bids
in the system so that all offers (i.e. both base and alternate offers) will be
submitted electronically in GeBIZ. The Authority reserves the right to reject bids
not submitted electronically through GeBIZ.
4.3
The school intends to award the job in whole to one service provider. In
such cases, the final contract price will be adjusted accordingly, based on the
scope of work awarded.}

{4.2 Each broad category of programme is entered as a line item in GeBIZ.
Bidders shall submit in their bids in the system for the respective line items so
that all offers will be submitted electronically in GeBIZ. The Authority reserves
the right to reject bids not submitted electronically through GeBIZ. The following

4.3
The school reserves the right to award the job in whole to one service
provider or in parts to more than one service provider. In such cases, the final

contract price will be adjusted accordingly, based on the scope of work
awarded.}
4.4
The School may not be able to schedule in the all awarded programmes
and cannot commit that all programmes will be conducted. Confirmation to
conduct the awarded programmes will be done via issuance of PO
approximately one month before the commencement of the programmes. [Note

Evaluation Criteria
5.1
The evaluation criteria are:
a) Quality and relevance of the proposal
b) Relevant expertise and track record of the agency
c) Cost reasonableness
6
Payment Schedule
6.1
Payment to the contractor shall be made upon satisfactory completion of
each individual talk/seminar/activity.
6.2
Payment shall be made within 30 days upon receipt of the electronic
invoice or satisfactory delivery of goods and services, whichever is later.
7
Completion Date
7.1
The scope of services is expected to be completed by Mar 2015 [Note (to

7.2
The scope of services is considered completed with the submission of
the final report of all the programmes organised within the particular
contractual year.
