PLVN Strategic Plan 5.1 KRA One – Leadership 5.1.1 ACPL report Representatives on ACPL: John Murrell, Karyn Siegmann, Christine Mackenzie and Jenny Mustey. A replacement for Karyn Siegmann to be nominated and two alternates to be nominated from the Executive. 5.1.2 MAC report Representatives on MAC – John Murrell and Christine Mackenzie No meetings since December, consultation has commenced. Industry Consultation: Consultation meeting format covers overview and discussion of the concept, funding and funding models but little reference to tied funding – this has been the experience to date. Advisable to have your discussion points prepared prior to the meeting. Need to tell the MAC panel what works locally and what the issues are, e.g. LMS contract due to expire, what steps need to be taken. Feedback has been that concerns tend to be glossed over, the panel not concerned with oneoff programs, little recognition of the true state of rural libraries, devaluing the diversity across Victorian library services. Standards: There seems to be a move to the ‘vanilla slice’ version of a public library service to save $$s then free up $$s to develop services back to what they used to be with ‘vanilla’ equalling the lowest common denominator. Special Collections: People will drive to other libraries for in-house use of special collections. How will this work within the Victorian Library concept? Participation Benefits: No indication of the benefits of joining the journey for services which have already implemented a number of the elements in the Victorian Library. The concept need 95% buy-in by library services and local authorities therefore there needs to be some incentive to participate Funding Levels Indication that no extra $$s available for the Victorian Library and any funding to individual services will be tied. Key concern for local authorities and regional library board is funding and funding certainty into the future. There has been no discussion of per capita funding nor what is on (or off) the table. It seems the concept is about what elements/costs can be controlled over time rather than how to address rising costs. The concept will only be accepted if it is additional funding to the current quantum, with a clear indication of the quantity over a specified period of time. The state must be willing to pay, if it wants quality, equality and consistency in public library services across the state. Implementation Timeframes 3 Timing of the projects to be considered, no expectation that there will be any funding decisions until May 2014 Budget. SWIFT has had a two year extension to its current contracts approved. Library services currently in the tender process for LMS and/or RFID need incentives to participate. Business Cases LGV needs to release the business cases completed to date, e.g. single LMS will save $12M what is the basis for this? What does it include/exclude? Digital Platform Is part of a bigger issue which includes the whole problem of eBooks, eResources, eLending, etc. requiring a single entry point for the state Community Information and Feedback Councils want to provide a clear message to their community as to what the concept will do for their community/ies. Libraries are ‘my community’; the public don’t care who provides the service as long it is where and when they want it; SWIFT customers are satisfied with their library service and don’t care where the resources come from. 5.2 KRA Two - Collaboration 5.2.1 State-wide projects: Community Engagement : No report More Knowledge for Library Advocacy No report Libraries 2030: Using the framework for the PLVN Strategic Plan Peter Carter distributed a summary of the framework (attached) and provided a brief overview to the meeting. The key issue is what the document means collectively to the Victorian public library sector as well as to PLVN the peak body for Victorian Public Libraries. It is not a strategic plan in itself but a guide for developing Workforce Leadership and Learning – Carolyn Macvean Presentation: The Children’s Library Rose Ricchiuti, Ros Tiberi, Yasmin Cole and Christine Denis provided an overview of the project and encouraged members to read the business case and consider if it could be taken further. Digitising Victorian Newspapers –Trish Smyth. Additional titles have been suggested for digitisation, and SLV consulted. Many Victorian newspapers from 1914-1919 have been digitised on Trove; Victoria seems to be well ahead of other states in the digitisation process 5.2.2 State Library Update Report attached 5.2.3 PLVN projects: Annual Survey No report Being the Best We Can Monash Library Service report being finalized Wyndham Library Service is preparing for the Peer Review panel on 27 March 2013. Collaborative Procurement 4 No report National Delivery System ALIA PLAC is currently developing a project brief for consideration by the associations. 5.2.4 Department of Planning and Community Development MAC Review consultation has commenced. Community focus groups have been held and raised the issues of convenience and the differences between the different library services are an issue – opening/closing times, loan periods, charges, etc. For the Victorian Library to happen, even though there has been general agreement that it is good thing, the implementation plan and structure is critical. A governance structure (separate board elected by member councils, peak body, state agency, a new body, use) needs to be developed and library champions need to be on board. Public Consultation: a key issue in enabling the recommendations and showing Treasury what the people want. Community languages to be added. Industry submissions have been formatted to help LGV prioritise the individual aspects with the community responses to influence the rollout. People will continue to identify with their local library branch which is Council responsibility; the disparity in the building stock continues to be a concern for all parties. Next Stage will be focused on developing the specifics (cost, support, implementation plan). Working parties (representative) to be established to develop implementation plans and processes. DPCD Projects: Library Link Victoria No report 5.2.5 SWIFT The Consortium has sought a 2 year extension on its contract with SirsiDynix from the Minister due to the MAC review; the current contract is within 4 months of expiry. Wodonga, Towong and Indigo Library Services are currently reviewing LMS options and considering SWIFT membership applications. 5.2.6 Subcommittees Reports from each subcommittee: 5.2.6.1 Community Access - Convenor, Michael Byrne (apology) No report 5.2.6.2 Community Engagement and Participation – Convenor, Carolyn Macvean General matters covered in SLV item Home Library Service has a new convenor and is currently developing standards for consideration. Mulitcultural Services group continues to have robust discussions about the delivery of services and collections to our multicultural society. 5.2.6.3 Customer Service – Convenor, Natalie Brown (apology) No report 5 Annual survey working group has been set up. 5.2.7 Public Libraries Advisory Group (ALIA) – John Murrell ALIA will attend the National Workforce Forum conducted by LGMA and ACELG in Canberra ALIA is developing a set of key questions for Federal election candidates. If you have suggestions, please provide to John Murrell or Karen Ward-Smith Summer Reading Club report and wrap-up being finalised. eSmart libraries project has 3 Victorian public library services participating. 5.3 KRA Three - Innovation 5.3.1 Library advocacy campaign – Follow up on National Year of Reading National Year of Reading 2012 is to continue as Love 2 Read with funding rolled over from NYR 2012. The new logo is 5.3.2 5.3.3 6 6 Partnership update – John Murrell PLVN will enter into an agreement with the Group of Four (Encylopaedia Britannica, Gale, Oxford University Press and RMIT Publishing) with a focus on training, publicity and marketing for PLVN members to maximise their use of the resources. General Business 7.1 DPCD Community satisfaction Survey, June 2012 A new methodology has been employed, providing challenging results. 7.2 Google Chrome Devices – update Google representatives from US and Australia with BluePoint representatives met with PLVN executive and SLV CEO to discuss opportunities for Victorian public libraries. The Chrome devices present an economical and efficient option for library services especially in relation to management and support. A number of services have expressed an interest in taking part in a future trial (paid not free). Discussions with BluePoint who are working closely with Google will continue. SLV and one library service have expressed an interest. Google Search App (GSA) GSA to provide libraries with a federated search facility to enable searching across a range of resource held both with and outside the library services resources. PLVN is pursuing the opportunity to work with Google through BluePoint to investigate the options, benefits and limitations of this technology. 7.3 8. Victoria) 2013 PRC Booklist new titles 11 Item 5.2.2: State Library of Victoria: Public Libraries Report Key things to note The format of the State Library of Victoria’s report to PLVN has been changed to reflect the reporting structure employed to report to the Advisory Committee on Public Libraries. This will provide more insight into the status of projects against the deliverables identified for the triennium 2011–2014 of State-wide Public Library Development Projects. Internet & PC Usage study The Internet and PC usage in Victorian public libraries reports were distributed in December, and a presentation to assist libraries in communicating the findings was distributed in January. The State Library of Victoria has already received enthusiastic feedback from public libraries about the usefulness of the report and the presentation. Cultural Benefits Study Late last year a thorough selection process was undertaken to select the consultants for the Cultural Benefits Study, which will investigate the cultural benefits of Victorian public libraries. Project Sisu (Annie Talve and Dr Sally Gray) have been chosen to undertake this project. The objectives of this study are to produce a report for public libraries that articulates the benefits of public libraries delivering cultural activities, provides public libraries with new information to support advocacy for continued and increased investment, and shares knowledge that public libraries can use to benchmark the performance of their services and improve their practices. Skills Audit A Request for Proposal has been issued to potential consultants for the state-wide skills audit project. A skills audit of Victorian public library staff was a recommendation of the Workforce Sustainability and Leadership project (2008) and builds on the work being undertaken for Victorian Public Libraries 2030. A consultant will be engaged to develop a framework to articulate core competencies required by library staff now and in the future, undertake an audit of current skill levels, and make recommendations to address the gaps. Scholarships Survey The Margery C Ramsay and Barrett Reid Scholarships are awarded by the Library Board of Victoria to a Victorian public library staff member to support their leadership development. The Ramsay and Reid Scholarships, which are valued at up to $30,000, are awarded in alternate years. The State Library of Victoria is seeking input from library service managers/CEOs on their views on the scholarships and on perceived barriers to staff applying for the Scholarships. A survey will be distributed to library service managers/CEOs shortly. The information gathered will be used to shape future promotion and administration of the Scholarships. Planning for the 2014-2017 Triennium of State-wide Public Library Development Projects At the February 2013 meeting of the Advisory Committee on Public Libraries (ACPL), members discussed the planning process for the next triennium of collaboration on the State-wide Public Library Development Projects (SPLDP). An ACPL Planning Working Party has been convened to drive the process, beginning with a review of the Framework for Collaborative Action. The Framework is the underpinning document that defines the way in which the Library Board of Victoria, through the State Library, and Victorian public libraries work together for the enhancement of library services to the community. 12 MyLanguage With Brendan Fitzgerald’s departure from the State Library of Victoria in late 2012, Wendy Quihampton has assumed the position of Program Manager for the MyLanguage Program. A face to face meeting was held with the MyLanguage Committee in Sydney in early March. As the MyLanguage Program is half way through its five year Strategic Plan, the MyLanguage Committee is reviewing the program against the deliverables and outcomes identified in the five year plan.
