Narrative description of Project:
The project will support the government of Georgia (Ministry of Environment and Natural Resources Protection of Georgia)
to develop a feasibility study on the introduction of an Air Quality Monitoring system in Georgia that will be in compliance
with EU requirements.
The first step will be to extensively review the legal requirements for air quality monitoring systems in the EU and ways in
which Member States implement these requirements. On the basis of this review, a comparative study will then be
developed, highlighting the gaps between Georgian and EU monitoring systems and establishing a list of guidelines and
recommendations to support the design of “National Ambient Air Monitoring Network in compliance with EU
requirements”. This will be followed by the preparation of a detailed inventory of emissions in Georgia, which will provide a
basis for the future choice of location and capacity of monitoring stations, as well as by a detailed analysis of air pollution in
Tbilisi using the ADMS-Urban model. The project will then elaborate the Programme of the National Ambient Air
Monitoring System and relevant guidelines, which will be discussed and prepared in collaboration with all relevant
stakeholders. Finally, the feasibility study will give a clear picture of the current technical, managerial and economic
developments needed for the improvement of the monitoring system.

The project will reduce poverty in the transboundary region of Armenia and Georgia by contributing to the empowerment
of the rural population, especially of women, and to their increased awareness for the importance of sustainable

Narrative description of Project:
The objective of this consultancy is to assess the effects of climate change on soil and water resources in Georgia - and
more specifically in the project intervention regions – and identify adaptation options and measures for soil conservation,
sustainable land management/restoration and sustainable irrigation in agriculture. More specifically, the consultant has to
provide critical data, guidance and technical support, in close collaboration with the Project Formulation Team, for: (i)
defining the problem; (ii) developing the project rational; (iii) justifying the project approach and selection of intervention
areas and measures, detailing the associated adaptation benefits; (iv) describing the proposed good practices, innovative
technologies and tools and lessons sharing opportunities in Georgia and abroad; (v) describing the activities and the
expected results, providing a detailed budget for the activities and the equipment, and quantifying the expected changes
against baseline – e.g. changes in crop yields, household income, water availability, soil fertility, restored land (vi) justifying
with numbers the cost-effectiveness of the proposed techniques and tools; (vii) identifying and describing the actors
(including beneficiaries) with a gender disaggregation, their roles and the organizational framework proposed; (viii)
describing the monitoring system and indicators needed to measure progress and impact; (ix) assessing the risks and
potential mitigation measures; (x) describing the sustainability of the interventions proposed, their replicability and
coordination opportunities with other related activities implemented by potential project partners.
The project design needs to ensure coordination and complementarities with the activities supported by the IFAD baseline
investment, particularly in relation to sustainable climate-resilient agriculture approaches. The consultant shall pay special

Narrative description of Project:
The overall objective of the action is to develop flexible and resilient societies in rural areas of Georgia capable of coping
with the impacts of current climate variability and future climate change.
Specific objectives of the action are:
1. Strengthening local capacity (local authorities, local communities, CBOs/NGOs) and introduction of climate change
adaptation and mitigation best practices to reduce the susceptibility of local communities in the pilot rural areas of
Georgia (Kakheti region and Adjara AR) to negative climate impacts through climate change adaptation (CCA);
2. Developing issue based coalitions, synergies with knowledge and expertise pools and partnerships between state and
non-state actors to launch and stimulate structural policy dialogue between local and central levels on integration of
CCA&M priorities in development strategies;
3. Prioritising the climate change in the agenda of local authorities as one of the key factors for sustainable rural
development and lobbying for allocation of relevant funds to local authorities to address climate change adaptation and
mitigation challenges at the local level.
Estimated results
Outcome 1. Target municipalities in the Kakheti region and Adjara Autonomous Republic have developed and agreed
community based Climate Change Adaptation and Mitigation (CCA&M) action plans, have implemented pilot project
demonstrating best practices in CCA&M measures (in the fields of agriculture, integrated natural resources
management, natural disaster risk reduction, renewable energy and energy efficiency, and sustainable rural
development) and have increased awareness, practical knowledge and strengthened capacity to cope with the
environmental, social and economic impacts of climate change;
Outcome 2: Structural policy dialogue between local and central levels on integration of CCA priorities in development
strategies is launched, local stakeholders of target regions have channels and means of cooperation with relevant
nationwide associations, governmental agencies, MPs, experts, business companies and media and are actively
involved in elaboration of regional priority setting, budget planning and rural development plans;
Outcome 3: Climate Change Adaptation and Mitigation priorities are reflected by local authorities in planning and
implementation rural development programmes and relevant public financing is allocated to local authorities to
integrate and address climate change adaptation and mitigation challenges.

Narrative description of Project:
Under the framework of a Memorandum of Understanding signed between the Government of Georgia and the
Government of The Netherlands, NL EVD International is now assigned to execute a programme that aims at bringing about
significant environmental improvements on a sustainable basis in Georgia (among other countries). The programme
intends to support the adequate handling of environmental problems, including hotspots like in Uravi and Tsana in Georgia.
This is to be achieved through targeted pilot investments that strengthen the local private sector and that are sustainable
form an environmental and economic perspective. The pilot investments, or projects, involve a mix of hardware supply and
installations, knowledge transfer and project management.
The approach of the contamination in the area will essentially consist of the following interdependent work streams:
1. accurate assessment and establishment of a Conceptual Site Model of the contamination and the threats to
people, agriculture and environment of the former arsenic ore processing sites in Uravi and Tsana;
2. set-up a detailed plan for management and control of the contamination, and of local land and land-use
dynamics, including the influence of geo-morphological influences (earth quakes, landslides, erosion);
3. elimination of most direct and important threats of the contamination to people, agriculture (e.g. livestock) and
environment;
4. enhancing monitoring and management capacity of the relevant Authorities for this project;
5. inform stakeholders and raise their awareness of the pollution and the interventions.
The following project results are anticipated to be achieved:
1. Agreement on a program for management of arsenic waste and soil contamination in the Ambrolauri and
Lentekhi district and agreement on detailed action plan of most urgent sites;
2. elimination of the most urgent risks;
3. broad ownership of the project approach and results, and stakeholder involvement.

Narrative description of Project:
The Ministry of Culture and Monument Protection of Georgia and the Alaverdi Metropolitan have implemented a joint
restoration programme to protect the Alaverdi cathedral. The measures included:
1. Stabilization and restoration of the mural paintings inside the cathedral
2. stabilization and restoration of the carrying constructions
3. Removing mud and debris from the terrain
4. Works in the riverbed to divert the river flow and prevent the monastery area from the future floods
The Project implemented by CENN and the Alaverdi St. George Father Monastery provided the measures to sustain the
results of the emergency works and stop the destructive effects of the reoccurring floods. The main objective of the joint
project was to guarantee sustainability of the implemented emergency works.

The primary goal of the INRMW Program is to improve the current and future lives of people in Georgia by utilizing and
managing natural resources more sustainably, including water, soil, vegetation, and the ecosystems that encompass them.
We propose to accomplish this by introducing innovative approaches and practical models of participatory integrated
natural resources management in targeted watersheds, by facilitating reforms to and harmonization of national policies,

The interventions shall increase the resilience of the local population to natural hazards and shall enhance the capacities of
the authorities to cope with disasters. This shall be achieved by the introduction of community awareness building,
structural policy dialogue with local stakeholders and the establishment of a simple and local Disaster Management
Strategy, fire fighters/rescuers training and simple engineering prevention measures.

The overall objective of the project is to eliminate acute risks of dissemination of obsolete pesticides in Georgia, particular
in Kakheti region. The specific goals are the following:
 Knowledge transfer to local population and local self governance representatives in the area of inventory and
repackaging of obsolete pesticides and after-care of storage facilities;
 Repackaging of obsolete pesticides according to FAO Standards starting in one region;
 After-care of storage facilities in this region;
 Support of the implementation of the Aarhus Convention on the subject of obsolete pesticides
 Establishing a national working group of civil society organizations on pesticides;
 Support and advice both the Civil Society Organizations, working group on obsolete pesticides and the ministry of

The overall objective of the project is to eliminate acute risks of dissemination of obsolete pesticides in Georgia, particular
in Kakheti region. The specific goals are the following:
 Knowledge transfer to local population and local self governance representatives in the area of inventory and
repackaging of obsolete pesticides and after-care of storage facilities;
 Repackaging of obsolete pesticides according to FAO Standards starting in one region;
 After-care of storage facilities in this region;
 Support of the implementation of the Aarhus Convention on the subject of obsolete pesticides
 Establishing a national working group of civil society organizations on pesticides;
 Support and advice both the Civil Society Organizations, working group on obsolete pesticides and the ministry of
Environment on the execution of the National Implementation Plan for the Stockholm Convention.
 Development of recommendations for legislation on pesticides in general
 Execute future works conform the NIP as part of the Stockholm Convention

UNEP and the European Environmental Agency were engaged in compiling a Category II document for submission to the
Belgrade “Environment for Europe” Conference in October 2007. The document intended to map Sustainable

Narrative Description of Project:
A four-day workshop was held from 27 March to 30 March, 2006 at the School of Journalists, in Tbilisi, Georgia. The goal of
the workshop is to build environmental reporting skills while writing environment-related articles to be published in the
newspapers after the workshop.
The journalists worked side by side with senior environmental reporters while reporting on environmental subjects with
the case study on the climate change issues of importance to Georgia.
The local coordination was implemented by two agencies: the Caucasus Environmental NGO Network (CENN) helped out
with the issues of investigation, e.g., proposing story lines, setting up the interviews; the School of Journalism helped out
with securing journalism side.
It brought together about 10 young print journalists with 2-4 years of experience from the key newspapers in Georgia.
Workshop participants were organized into two teams, each of which worked closely with a journalist-facilitator. The teams
investigated climate change problems pre-identified by the workshop organizers (Caucasus Environmental Network and the
facilitator team), going out into the field to conduct interviews and returning to review their work with the team.
All stories were translated for the international trainers who acted as editors, providing one-on-one technical and
substantive guidance to each participant. The workshop exposed participating journalists to approaches and experiences
they are unlikely to have in day-to-day reporting at their newsrooms. Participants refined such skills as story conception,
interviewing techniques, presentation of stories to senior producers and story organization. By the workshop’s end, a series
of stories were substantially developed.

The goal of a nine-day workshop was to provide hands-on skill building for Georgian television reporters and to introduce
Ministry of Environment (MoE) communications officials to the methods and priorities of television journalists. The

1.
Production and distribution of the monthly electronic bulletin “Caucasus Environmental News” and development of
CENN web page and regional communication network
Since 1998, CENN has been preparing and publishing of the regional environmental electronic bulletin, entitled,
"Caucasus Environmental News". At present, seventy (81) editions of the bulletin in English and Russian languages
were published and distributed to around 11,000 subscribers - organizations and individuals in Armenia, Azerbaijan,
Georgia, Russia, Turkey, the US and Europe. The bulletin has several objectives: informing Caucasus environmental
NGOs, governmental agencies, private sector dealing with environment and the general public about key
environmental issues and ongoing activities in the Caucasus; encouragement of regional cooperation; capacity
building of environmental NGO sector in the Caucasus by advertising their activities broadly to facilitate contacts with
international partners and donors. The bulletin is distributed via mailing lists. At present, Caucasus Environmental
News is the only bilingual environmental newsletter covering all Caucasus countries, which reflects ongoing
environmental activities.
2.
Consolidation of Environmental Legislation of the Caucasus Countries on the web and Publication
Together with lawyers of Georgia, Armenia and Azerbaijan, CENN was coordinating the project aiming at
consolidation of environmental laws and regulations in Armenia, Azerbaijan and Georgia and publication of legal acts
in national, English and Russian languages on the CENN web page and as a hard copy. The objective of the project was
to facilitate easy access to all kind of environmental legislation of three South Caucasus countries, which would help
to increase environmental awareness, development of sustainable principles and establishment of civic society in the
region.
3.
Preparation and publication of the first regional environmental magazine in the Caucasus – “Caucasus Environment”
In 2002, CENN initiated the regional project aiming at publication of a quarterly regional environmental magazine –
“Caucasus Environment” with has scientific, educational, popular character. The “Caucasus Environment” is bilingual
(English and Russian) publication. The objective of the project is to create an independent newsstand-quality
publication on environmental issues - a magazine that could educate, inspire and empower Caucasus citizens to make
a difference for the environment. The regional magazine covers not only purely ecological matters, but also issues
concerning the environment as a whole. These include the natural environment, social environment (the
interconnection between the environment and poverty, gender issues, demography, health, historical cultural
heritage, ethnography, archaeology, geopolitical issues, etc.), industry & environment, agriculture, tourism, land use,
cadastre and all types of characteristics and peculiarities of the Caucasus region, defining environment in a broad
sense. At present, the magazine “Caucasus Environment” represents the only modern wide-ranging publication in the
region for everyone who is dealing with or interested in the environmental science and management issues in the
Caucasus. The magazine is circulated in the Caucasus countries and abroad.
4.
Development of wireless data communication systems in mountain regions – pilot project
In 2003, CENN has initiated and directed the project on Development of Wireless Data Communication Systems in
Mountain regions. As a part of networking activities, considering development of transboundary electronic
networking in the region, a pilot project was launched on development of wireless data communication system in one
pilot mountainous region of Georgia (Bakuriani). The objective of the pilot project was to demonstrate benefit of
wireless data communication in remote mountainous areas. The project provided opportunity for the local
population, regional and local NGOs and local state authorities as well as tourists visiting Bakuriani to have access to
the Internet and e-mail. This promotes fast information exchange between upland and lowland (centers) and tourism
development in mountains as well as facilitates increase of environmental awareness among the local population. As
the follow up of the project, in 2003, the Bakuriani Public Environmental Information Center was established, which
acts as an environmental library and open house for the local population, especially for the youth and schoolchildren.
5.
Creation of web databases on nature resources and environment related issues of the Caucasus region
CENN implemented the project aimed at creation of web databases in GIS system on nature resources and
environment of the South Caucasus region. The objective of the project is to collect, consolidate and categorize
environmental information existing in the region and develop easily accessible and flexible databases. Under this
project, the database of the Caucasus natural resources are being created and uploaded on the CENN web page. The
database includes the following components: Water resources (mineral and surface waters – rivers, lakes, reservoirs
glaciers), Mineral resources (oil, gas, coal, non-ferrous metals, etc.), Soils, Agro climatic resources, Protected Areas,
Flora and Fauna. The graphic and alphanumerical database on water resources was created by the application of
ESRI’s Software ArcView 3.3.

The Project aimed at assessment of effectiveness of current Environmental Impact Assessment (EIA) systems in the South
Caucasus states with the objectives of identification main shortcomings and needs for introduction effective EIA systems,
development relevant recommendations for improvement and promotion of transboundary environmental collaboration
and sustainable development in the Caucasus region, harmonization of the EIA legislation and procedures in order to avoid
environmental competition between three Caucasus states, promotion of cooperation in the field of EIA to tackle
transboundary impacts, development of a network of EIA professionals in the region. The Project identified country specific
and region wide needs for improvement of EIA systems in Armenia, Azerbaijan and Georgia. For this reason, the legislative
basis and application practices of the EIA in the South Caucasus states have been studied by relevant local experts,
legislative and administrative shortcomings have been identified, and relevant recommendations for improvement of EIA
system elaborated. Compatibility of the South Caucasus states’ legislation with EU guidelines and standards were also
analyzed and relevant recommendations were developed. On the basis of the findings of the Project, two project proposals
have been developed and started: (i) Strengthening of Environmental Assessment (EIA/SEA) System in the South Caucasus
Countries; (ii) Improvement of EA Practice in Georgia through Development of EA Implementation Tools.

Narrative description of Project:
The Project encompassed a range of activities in the field of integrated management of water resources in the South
Caucasus transboundary region - basin of the Khrami-Debed Rivers. The main objective of the work was capacity building
and strengthening of different stakeholder groups involved in the water management through permanent provision of
updated information, community mobilization, confidence building and promotion of transboundary collaboration in
sustainable and integrated water management in the South Caucasus. With this idea, the project has established Public
Environmental Information Centers in the transboundary regions of the South Caucasus, namely in Bolnisi (Georgia),
Akhtala (Armenia) and Kazakh (Azerbaijan). These Centers work at the grassroots level with the local communities in three
countries and serve as tools for development of local capacity of various representatives of the society for wise use of
water resources. The Centers serve as commonplaces and open houses for local population and represent the places where
representatives of different sectors of the society meet, discuss, share information and experience and work together
towards solution of the water related problems in the region.

forest use to prevent worsening and degradation of forest ecosystems and natural resources and violations of
regulations and rules of forest use.

bring together representatives of NGOs, State and private sectors of three Caucasus countries to discuss EIA related

Implications and Enforcement of Aarhus Convention in the Caucasus
In 2000, CENN organized a regional seminar on Aarhus Convention - Convention on access to Information, Public
Participation in Decision-Making and Access to Justice in Environmental Matters. As a result, the Convention was
translated into national languages of the South Caucasus countries and published in five (5) languages: Armenian,
Azeri, Georgian, Russian and English. Publications were distributed free of charge among environmental NGOs,
various Governmental bodies, Parliamentarians, universities and different institutions.

Wetlands Conservation in the Caucasus
The goal of the workshop was to bring together NGO and government representatives of three South Caucasus
countries to discuss wetlands conservation issues in the region, and highlight needs for improved conservation.
The workshop provided activists with the opportunity to meet one another, learn more about problems in the
countries other than their own and work on developing solutions to regional environmental problems in the
Caucasus region. It was the first time that representatives of environmental NGOs and state from the whole
Caucasus region with interest and experience in working on similar issues had opportunity to come together and
shear their knowledge on wetlands conservation issues
