Lobbying
1. Coalition Coordinator

Renew contract with outside firm. Responsibilities include managing the
overall activities of CIAT including legislative efforts, membership outreach,
budgeting, etc., and serving as public relations spokesperson for the coalition,
and primary liaison to the insurance sector and other interested groups.
($10,000 per month for 12 months)
Proposed Budget: $120,000
2. Legal Consultant

Renew contract with outside counsel. Responsibilities include providing legal
analysis and expertise on insurance matters including possible structural
changes to the program which CIAT may be under pressure this time to accept
as condition of renewal; drafting legislation, testimony, and regulatory
comment letters; and assisting with technical/legal aspects of legislative
advocacy. (up to $20,000 per month for 12 months)

Research Projects (Potential)
1. Economic Impact without TRIA

This report would address the likely impact to the economy, and in
particular real estate and construction financing, if TRIA or other forms of
terrorism coverage are no long available. A CIAT survey reconstructing
what happened in 2001-2002 before TRIA was enacted – i.e., frozen
projects, jobs losses and other economic impacts – could be undertaken.
2. Examination of the Recoupment (Post-Event) Mechanism

A stronger intellectual basis for the idea of the retrospective funding
mechanism for policyholders to address critics who tend to characterize
TRIA as an un-priced Federal subsidy. Further clarification and detailed
summary of the post-event recoupment mechanism should abate these
criticisms.
3. Terrorism Insurance Marketplace Study

Fund a study on the need to continue the federal terrorism insurance
mechanism by contracting someone with conservative credentials to
conduct the study to counter Republican skeptics on Capitol Hill.
