Deeply disturbed that terrorists are beginning to use our countries’ telecommunications, mainly the
internet, to recruit members, raise funds, share information, coordinate attacks, and spread propaganda
throughout the world,
Recognizing the huge growth of terrorist internet sites over the last decade, having risen from less than
100 to over 4,800 sites. Specialists say that many are inactive, but the growing interest creates great
concern,
Recalling in 2002, the European Union declared a universal definition of terrorism as a way to unite all
EU countries against one clear enemy,
Further Recalling a resolution and plan of action (A/RES/60/288) that the United Nations adopted in
2006, which created strategic practical measures to combat counter- terrorism activities,
Aware of the United Kingdom’s internet regulation committees that have nearly 674 regulatory bodies
and 61,000 people costing about E4,000 million per year. These committees have a very long chain of
command with a complex web of hierarchy an environment where it is hard to complete any job,
1) Emphasizes terrorism through the use of telecommunication devices is growing at an exponential
rate;
2) Reminds all nations that working as one union will make the fight against terrorism less
complicated;
3) Requests all countries within the UN create a committee of small numbers to work solely on this
issue. While each country will have their own committee, they will report directly to the UN first
and their own governments second;
4) Recommends the committee's size be based on the population of the country;
5) Expresses its hope that this committee will be able to monitor the internet use inside each
individual country with the idea to focus simply on watching the moves of every private device
and scanning for terrorist activity;

6) Designates these committees to be under UN control so that each country operates with the same
parameters
7) Proclaims this plan will only work if every country participates fully
